QUALIFICATIONS: * Have earned a high school diploma or equivalent. * Have a minimum of five (5) years of successful experience in payroll processing. * Demonstrate excellent clerical skills, general bookkeeping skills, organizational and filing skills, and the ability to use electronic equipment for word processing, data management, information retrieval, visual presentations, and telecommunications. * Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary. * Hold and maintain a valid driver's license with no serious violations (if applicable to assignment). * Demonstrate the ability to maintain confidences. * Have excellent integrity and demonstrate good moral character and initiative. * Have the ability to use computer payroll systems and PC spreadsheet software. * Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with students, staff, administration, parents and the community. * Provide proof of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986. * Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education. During the initial six month period provide a sworn statement that the individual has not been convicted of a crime or a disorderly person's offense in accordance with 18A:6-7.1. * Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4. * Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4. * Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable. JOB GOAL: To assist in the prompt and accurate handling of all payroll matters, including payroll taxes and employee deductions. PERFORMANCE RESPONSIBILITIES: * Receive and prepare time sheets for entry into the computerized payroll system. * Assure accuracy of necessary deductions and contributions to district approved tax shelters, insurance, and other such programs. * Maintain agency records covering all deductions. * Assist and/or prepare all tax forms relating to payroll matters. * Verify accuracy of payroll prior to processing. * Record attendance for all staff district wide. * Process workers' compensation wage adjustments. * Communicate with employees and administration in regards to any payroll related inquiries they may have. * Prepare, balance, and submit the following reports and documents, along with payment when necessary. * Prepare and/or assist with Quarterly PERS and TPAF IROC pension reports * Process pension enrollments * Complete Unemployment forms * Process monthly union membership dues reports * Complete Federal, state and local payroll tax reports * Garnishment reports * Process all forms required to add new employees into the payroll system. * Process state pension (TPAF, PERS, DCRP) enrollments, withdrawals, purchases and loan deductions through the state MBOS system. * Calculate salary and benefit adjustments for new employees and leave of absences. * Prepare year-end tax documents and reports (W2/1095C). * Maintain confidential nature of district and employee data. * Any and all other tasks as may be necessary and/or required to the district payroll process.
