1988 once again saw sweeping changes to Army personnel management with the consolidation of MILPERCEN; the Army Civilian Personnel Center; the Army Physical Disability Agency; and the United States Army Drug and Alcohol Operations Agency.
On October 1, 1995, the contemporary Air Force Personnel Center (AFPC) was born after it incorporated Civilian Personal Operations within its bailiwick.
