General Summary:
This position is responsible for monitoring site quality assurance/quality control (QA/QC) activities within his/her prevue and providing direction to contractor QA/QC personnel. He/she supports the development and implementation of effective QA/QC through processes, procedures, training, control measures, corrective and preventive action, assessment, documentation and audit, measurement and analysis, and continuous improvement.
Critical and leadership skills include:
Understanding and implementation of quality assurance and quality control processes and procedures during the construction phase of a project.

Essential Duties & Responsibilities:
Responsible for the administration of the project/site quality requirements to ensure contractors compliance of project specifications and practices as they relate to quality during the construction phase in the field.
Coordinating with construction to ensure timely execution of quality activities.
Assists in the development and review Quality Assurance procedures & processes.
Identification and control of Deficient Conditions (Deficiency Reports, Non-Conformance Reports, and Corrective Action Reports) and process. Current Alaska State Fitness Card required.
Follow-up on corrective actions and NCRs including verification of disposition and effectiveness of corrective and preventive actions.
The Construction Quality Assurance Coordinator is accountable for and as required responsible performing the following:
Review of Contractor Quality Plans ITPs and procedures and ensuring they are as per specifications.
Provide verification of Contractors' implementation of their fabrication processes and procedures through execution of the quality surveillance program.
Participate in contractors' kick offs to outline Quality requirements.
Participates in ITP witness and hold point activities as indicated in the approved ITP.
Ensure all inspection and testing is in accordance with SPC-EE-WL-80300, Electrical Construction Specification.
Verify that electrical material and equipment are inspected by an electrical administrator upon completion of installation per Alaska Statute Title 8, Section 08.40.195.
Review and sign-off contractor electrical and instrument IQRs.
Participates in system walkdowns.
Participates in document reviews and turnover reviews.
Sign-off of turnover documentation for COP where appropriate.

Position Responsibilities
Provide inspection and reporting services for government personnel. Services will include onsite inspection of environmental requirements of construction projects, drafting of regular inspection reports to the COR, including adherence to environmental specifications for waste handling, soil stockpile management, reporting of environmental screening and analytical results, and contractor daily reporting; independent technical reviews of environmental construction submittals, specifications, cost estimating, problem and conflict resolution, quality assurance, and waste inventory tracking and disposal activities.
Conduct comprehensive technical reviews of professional studies, reports and analysis.
Collaborate with Base Kodiak personnel, managers, environmental specialists, planners, design project managers, construction project managers, government personnel, and contractor personnel, and provide advice and insight on the resolution of unique and complex environmental regulatory issues that arise during construction.
Provide draft regulatory consultations for government personnel, to assist with expedited completion of environmental permitting activities under compressed design and construction schedules
Provide technical reviews and review comments to government personnel for construction contractor field submittals, construction contract specifications, environmental specification language, engineering drawings, and design & construction project environmental requirements from approximately 50% design, through construction contract award and execution, to project closeout.
Provide technical responses for government personnel, to assist in addressing contractor requests for information (RFI's) and coordinate with government personnel in developing Scopes of Work for required design and construction contract modifications.
Occasional travel (with potential for overnight) required to USCG project sites across Alaska.
Qualifications, Skills, and Experience:

General Position Information

Compensation & Hours
Variable/flexible track: Work hours vary depending on students assigned to you; set your own availability; hours are not guaranteed. 10-15 hours/week estimated (up to 30 hours/week). Starting pay $18.00/hour. Senior Tutoring Specialist pay $20.00/hour. (Pay for initial training and other nonrevenue work: $12.00/hour)
Minimum Qualifications
Demonstrable expertise, talent in teaching, and recent experience in the subjects/levels you are applying to instruct
One or more years of undergraduate coursework completed with demonstrated superior academic ability. At a minimum, a course of study leading to a bachelor's degree must be in progress. Overall educational attainment should be commensurate with the subjects/levels you are applying to instruct.
Ability to submit official transcripts and/or proof of enrollment in or graduation from an accredited, degree-seeking program at a college or university
