Job Description
Saalex is seeking a Senior ProgramManager in Bethesda, MD to support NSWC Carderock's requirements for engineering, IT, and technical support for data analysis, software development and modifications, control system development, IT and Information assurance (IA). The work performed will be in support of various projects related to surface ships, submarines, boats and combatant craft, air vehicles, other vehicles going through air and/or water, associated trainers and simulators from any of the above, and IT infrastructure.
The ProgramManagers' responsibility includes overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activity's and agency's needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. ProgramManagers are also responsible for the overall program definition, organization, and direction of short- and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the ProgramManager.
Position Type: Full-Time
Salary: $105k - $225k annually (depending on experience)
Work Location: Onsite. Candidates are required to work onsite full-time in Bethesda, MD.
Requirements
Required:
Bachelor's degree from an accredited institution in a Science, Technology, Engineering, or Mathematics (STEM) discipline.
Desired:
Master's degree from an accredited institution in an Engineering or Managerial field.
Fifteen (15) years of experience planning, organizing, directing, and controlling programs to meet objectives, to include experience working with US Government organizations. The fifteen (15) years of experience shall include experience in all of the following:
Five (5) years of experience in a leadership role supporting Navy program offices.
Five (5) years of experience as a manager of a team of skilled professional, technical, and support personnel.
Security Clearance:
Active Secret clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.
Education/Experience:
Bachelor's degree from an accredited institution in a Science, Technology, Engineering, or Mathematics (STEM) discipline.

Assist MCSC prepare acquisition packages such as but not limited to Acquisition Strategy, Statement of Work, IGCE, and QASP.
Provide liaison between MCSC Program Office, ICD 705 Task Force and MCWL X711 Program.
Minimum Qualifications:
Bachelor's degree and at least 10+ years' total experience that can be made up from Marine Corps experience with Navy/Marine Corps acquisition/program/project support and/or experience with program/project management supporting the planning and construction of ICD 705 type structures or facilities.

Description

Position Summary
Reporting to the VP, Business Development, the Sr Mgr., Outbound Strategy is responsible for coordinating Ironclad's outbound prospecting motion from end to end, partnering with leaders from product marketing, demand gen, sales, business development, and operations. This is a critical and highly visible role with a direct impact on fueling pipeline and revenue growth at Ironclad. You'll develop targeting strategies, craft compelling messaging, and build scalable systems that make outbound more effective and efficient. What You'll Do
Own the outbound campaign strategy: design and execute automated and signal-based outbound programs to drive meetings, pipeline, and revenue.
Drive consistent motions across GTM: partner with sales and BDR leadership to ensure outbound efforts are coordinated and building on each other effectively.
Turn interest into pipeline: bridge the gap between marketing programs (events, webinars, content) and outbound execution by creating the target lists, assets, and plays Business Development/Sales can run with.
Optimize for impact: Own the performance of outbound plays and materials. Continually test and improve key metrics (adoption, open/reply rates, meetings, pipeline conversion) and partner with Analytics to measure what matters - ultimately increasing revenue sourced from outbound.
Leverage AI-powered workflows & buying signals: identify high-propensity accounts, generate and personalize outbound messaging at scale, and surface actionable insights from intent and engagement data. Partnering with GTM ops on exploring emerging AI capabilities and driving experimentation.
Build for scale: manage and improve outbounding tools (Outreach, Qualified, Actively AI, etc.) in partnership with GTM Ops; own email creation, audit sequences, and implement learnings from experiments.
Collaborate cross-functionally: work closely with Sales, PMM, Business Development, and Ops to ensure outbound efforts are aligned, measurable, and driving revenue.
Qualifications
5+ years of B2B Go To Market experience in sales, marketing, or business development functions
Proven track record of building outbound programs that scale and increase outbound efficiency
Proven experience with cross functional communication and program orchestration
Proficient in core GTM systems like Salesforce, Marketo, Outreach, Gong, Qualified, or similar
Familiarity with AI GTM and signal-based systems like G2, 6sense, Actively AI, Unify, Clay etc.
Strong copywriting skills for outbound email and message sequencing
A/B testing and data analysis skills to optimize performance
OTE Range: $136,000 - $204,000
The OTE range represents the minimum and maximum of the OTE range for this position based at our San Francisco headquarters.
