About the Role:
The Corporate HSE Program Manager is a strategic leader responsible for the design, governance, and continuous improvement of Health, Safety & Environment (HSE) data systems, performance analytics, reporting frameworks, digital platforms, and safety management system (SMS). This role works with internal and external partners and contractors managing companywide construction projects.
Responsibilities:
Own and manage the tools, datasets, and processes for collecting, validating, analyzing, and presenting HSE performance data (partnering with Information Technology).
Manage existing health, safety & environmental programs as well as analyze data to reduce risk in the work environment.
Assist with accuracy, consistency, and correctness of HSE data used across the organization.
Serve as a technical “expert” and provide technical support to internal and external stakeholders regarding compliance with health and safety regulations.
Recommend and design new health, safety & environmental programs related to risk management and hazard abatement.
Provide technical guidance and direction to other employees in support of producing high quality, timely and cost-effective solutions to ensure compliance with applicable Federal, State, and local regulations.
Build partnerships with groups, such as but not limited to those involved in Training & Development to identify learning and development gaps, identify solutions and foster development of all employees related to health and safety issues.
Develop & deliver engaging, sustainable training materials on data and safety management systems.
Work as an individual contributor with substantial latitude for unreviewed action or decisions to lead functional teams or projects.
Perform trending analysis to improve Environmental, Health and Safety performance by gathering data, developing reports, identifying gaps, evaluating risk, and implementing process improvements and/or corrective actions to prevent reoccurrence.
Participate in industrial conferences and benchmark top performing organizations for program improvements.
Provide project management services, including project coordination, contract administration, material tracking, scheduling and cost monitoring on projects, project safety or site safety, and review with management.
Coordinate safety planning from award through demobilization, including Pre-Mob checklists, crew readiness, safety meetings, and permitting requirements (e.g., Dust Control, SWPPP, Noise, Haul Routes).
Monitor post-incident reviews and assist in leading analyses in coordination with field leadership.
Guide teams, coordinate with cross-functional teams, and monitor progress to ensure milestones are met.
Qualifications:
Ten (10+) years of experience in HSE roles within civil, utility, or industrial construction.
Proficiency with Microsoft Office tools including Excel, PowerPoint, SharePoint, Teams, and Power BI.
Operational experience managing digital systems and enterprise platforms (Intelex, HCSS, Power Bi, data analytics, HSE programs, etc.).
Experience collaborating with subject matter experts to create training and capability-building materials.
Experience leading safety audits, observations, or job safety analysis (JSAs) on projects and job sites.
Strong planning, organization, and time management skills with the ability to support internal end users.
Strong knowledge of OSHA 1910 and 1926 regulations.
Demonstrated ability to design dashboards, build data models, and perform visual analytics.
Oral and written communication skills with demonstrated ability to design and deliver reports.
Required Skills:

The work environment and requirements described below are representative of those necessary for an employee to successfully perform the essential functions of this role.
**The Physical Side of the Role:** This is an active, hands-on role. You can expect to be on your feet frequently, navigating active job sites with uneven terrain, stairs, ladders, and hoists. The Role:
This position works with the Superintendent and Project Manager to administer, direct, and implement compliance with the Corporate Safety and Health policies and procedures to ensure the achievement of Company standard operating procedures and goals for Safety and Health Plan. This position is responsible for the overall safety procedures on a project specific level or as assigned to multiple project sites within a region or sector.
Responsibilities:
· Conducts regular site inspections, recording safe and unsafe conditions using Predictive Solutions
software
· Performs administrative tasks related to project specific safety binder and document storage systems
· Coordinates, schedules, and facilitates subcontractor's Pre-Construction Safety Planning Meetings
· Acts as a resource for field operations for Federal (OSHA) state and local safety and health
regulations including NFPA and JCAHO Standards
· Reviews Subcontractors Site Specific Safety Programs and Job Hazard Analysis prior to subcontractor mobilization
· Periodically attends and monitors Tool Box Talks conducted by subcontractors to assure documentation and quality
· Performs accident investigations in the event of a job site accident - including collection of Suffolk Safety and Health standard incident reporting forms and documentation
· Coordinates with Regional Risk Manager's for identification of claims trends and proactive risk
management planning
· Reviews documentation from subcontractors for the proper training of their employees as related to the scope of work
· Conducts training for OSHA 10 or 30 Hour, HAZWOPER, and other Safety related topics
Qualifications:
· 3-5 years of related work experience in field of Construction Health and Safety. Working knowledge of Federal and State safety and health regulations, as well as local building code issues for safety and health
· Bachelor's degree in Construction or Safety preferred but not required
· Qualified OSHA Construction Industry Outreach Trainer
· Willingness to achieve CHST designation within two years
· Demonstrated expertise with construction and safety technologies and practices
· Willingness to provide best in class customer service
· Trained as CPR Instructor (training is provided)
· Completed required internal training with Learning and Development team

Summary
The Field Safety Representative II promotes the Company's IIF culture by ensuring every co-worker returns home safety every night. **Summary**
The **Field Safety Representative II** promotes the Company's IIF culture by ensuring every co-worker returns home safety every night. Is expected to spend 100% of time in the field observing and coaching co-workers on correction of unsafe conditions and behaviors. May supervise lower level Field Safety Representatives and Coordinators. Reinforces positive behavior through recognition and/or rewards. Serves as a resource to co-workers by answering questions about safety and sharing lessons learned. Embeds self with the project team and strategically "dives in" using a hands-on approach to improve project safety, quality, and productivity (SQP).

WHAT YOU WILL BE DOING
Administer, direct, and manage compliance with Garney safety program and Project accident prevention efforts to ensure Garney and project safety goals are met. This includes the authority and ability to change and/or adjust work procedures as may be required to ensure safety of affected employees, subcontractors, and the general public.
Prepare for approval project safety plans that meet Federal Government / Project Specifications, the awarded proposal and Garney Safety and Health Policy.
Provide and clearly communicate a vision for creating and maintaining safe work areas for employees, subcontractors, government personnel and the general public. This includes but is not limited to conducting initial work area assessments and the development and facilitation of appropriate training programs.
Supervise, develop, and coordinate work scope/corrective actions with other safety professionals on the project to ensure the effective administration of the project and Garney accident prevention efforts.
Develop, organize, and implement safety related programs that meet or exceed company and Federal safety standards. This includes the ability to make independent judgments concerning the general safety of our work consistent with Garney policy and Government standards.
Initiate, perform and document jobsite inspections and audits with special emphasis on hazard recognition, unsafe behaviors, and correction of potential third party, asset loss and workers compensation losses. This necessitates the ability to think independently, communicate thoroughly and facilitate the implementation of corrections/behaviors.
Conduct good catches/near misses/accidents and incidents investigations and complete required reporting and formatting for internal use (Garney) and external use owner/subcontractors/governmental agencies/etc
WHAT WE ARE LOOKING FOR
Bachelor's Degree in Safety, Occupational Health, or related field or, Minimum five (5) years' experience in construction related safety environment, required. BCSP Certification a plus.
30 Hour OSHA Construction Safety Training within the last three (3) years or current OSHA 500/502.
An average of at least twenty-four (24) hours of formal safety training each year for the past five years (typical training acceptable: Competent Person Excavation & Trenching, First Aid & CPR, Fall Protection Training, Electrical Hazards, Hazard Communication, Driver Training, Confined Space Hazards, Hazardous Material Training, etc.). Current 40 Hour Construction Hazard Awareness Course (EM385-1-1) and working knowledge of OSHA and EM385-1-1 and other state and federal agency safety requirements.
Extensive knowledge of Fall Protection standards meeting the minimum Competent Person for Fall Protection as described in EM385-1-1.
Excellent communication, presentation, and interpersonal skills.
Ability to teach, mentor and lead.
Ability to work in high production environment (50+ hours/week, including nights and weekends are expected) and respond quickly and effectively under pressure.
Ability to make independent judgments to manage and facilitate company programs/policies as they relate to the safety of our work.

SUMMARY
The Safety Representative position has a critical role for the company. The ideal candidate will review, evaluate, and analyze work environments and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors. He or she may conduct inspections and enforce adherence to laws and regulations governing the health and safety of individuals.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Recommend measures to help protect workers from potentially hazardous work methods, processes, or materials.
Order suspension of activities that pose threats to workers' health or safety.
Investigate accidents to identify causes or to determine how such accidents might be prevented in the future.
Inspect or evaluate workplace environments, equipment, or practices to ensure compliance with safety standards and government regulations.
Collaborate with engineers or physicians to institute control or remedial measures for hazardous or potentially hazardous conditions or equipment.
Consistently update Health and Safety Plans (HASP), Job Hazard Analysis (JHA) other safety documentation, and compliance objectives as needed.
Provide safety training, toolbox talks, and ensure all applicable employees have all appropriate training certifications and experience for their respective roles (field and office).
Conduct scheduled and unscheduled safety audits at all job sites; must have the ability to enforce safety program and report any safety violations.
Assist with daily safety checklists for tools, equipment, and other materials and fleet as needed.
Collaborate with the Project Manager and staff (field and office) to reduce the project's risk exposure to the greatest degree possible; ensure contract activities meet all health and safety performance criteria.
Handle incident reports and investigations and train staff on how to mitigate future occurrences; hazard recognition and mitigation across the board.
Promote a zero-accident environment for all company activities.
Assist with coordination of drug and alcohol testing as needed.
Ensure compliance with the Safety Program, OSHA, company operating policies and procedures, and provide for safe working environments for employees.
Monitor operational compliance with contracts, and Company established policies.
Escalate critical and/or sensitive issues to the executives with recommendation for resolution.
Perform additional assignments as required by the operating needs of the company or as directed by executives.
PREFERRED EDUCATION and/or EXPERIENCE
5 years experience in preparing and enforcing safety programs, unless a Certified Safety Professional (CSP), then 3 years experience.
Experience writing Health and Safety Plans (HASP's) and Job Hazard Analysis (JHA's).
OSHA 30-hour construction safety class or equivalent and maintain competency through 24 hours of formal safety and health related coursework every four years.
In-depth knowledge of the construction industry, OSHA, federal, state, and city environmental and safety regulations and practices.
Ability to do public speaking, for safety training purposes.
Four-year college degree (or equivalent electrical construction-related work experience) preferred.
