We are seeking a Physical Security Officer to join our Bank Facilities team located at our Southern Operations Center in Tacoma, WA.
The physical security officer is responsible for developing, implementing, and administering all aspects of the bank's physical security and safety programs, ensuring the protection of personnel, facilities, and assets, while maintaining compliance with all regulatory guidelines.
This position is fully on-site in Tacoma, WA.
Base Salary Range:
$83,370.00 - $104,213.00- $125,055.00 annually
The Role at a Glance:
Acts as the primary contact for physical security related vendors and manages those relationships on behalf of the bank, which includes, selection, maintenance, and testing of appropriate intrusion devices, alarms and cameras that record activity and warn of potential threats.
Manages the inventory of the Heritage Bank equipment for re-deployment held at 3rd party security warehouse.
Develops and manages building card access security systems, new equipment installations, movement of safe deposit boxes, and provides budget and insurance recommendations for security for all bank buildings.
Develops, implements and maintains physical security procedures and processes for all bank locations. Ensures plans to reduce and/or eliminate premises liability issues, site analysis and threat assessment documentation is up to date and effectively in place.
Partners with the bank's branches, departments and division managers, ensuring that the institution's employees, customers, and facilities are protected.
Partners with department/division managers to design security components for operations and other strategic processes and supervises the development and implementation of required security reporting devices and processes at all levels.
Partners with law enforcement to investigate all suspected internal and external criminal violations, suspicious incidents and policy violations that may become physical security issues.
Develops, administers, and delivers physical security training programs for all staff members, to include specialized training programs for executives, managers and field employees.
Conducts continual audits and surveys of all bank buildings to determine the need for additional physical security services and make appropriate recommendations.
Establishes and maintains satisfactory partnerships within the bank and will liaison with law enforcement agencies at all levels and geographical areas where employees and customers are located. Maintains files for each location regarding available resources, emergency services and agencies available.
Partners with manager to prepare and submit a Physical Security Program evaluation for the compliance report for the Board of Directors, on an annual basis, and/or as requested.
Acts as primary point of contact and directly handles issues related to robberies, bomb threats, fires, accidents, or other related security, safety or business disruption issues related to bank buildings; acts as a liaison between Bank personnel and state and federal law enforcement authorities.
Provides direct reports with proper tools and authority to execute their assigned functions. Develops skills of staff through goal-setting, coaching, problem resolution, delegation, training, counseling, and performance management.
Works collaboratively with management and Human Resources and recommends staffing levels and approves personnel actions such as hiring, terminations, promotions, transfers, training and development of staff, timely performance reviews and salary increases, in accordance with legal and acceptable Bank personnel practices.
Partners with Internal Audit, Compliance, and Risk teams to evaluate the effectiveness of physical security controls, policies, and procedures, and implement corrective actions where needed.
Collaborates in partnership with management and serves as the senior authority on security system design, installation, and lifecycle management, including access control, video surveillance, intrusion detection, and emergency communication systems.
Participates in and/or leads special projects, as assigned by manager or executive leadership team in alignment with the bank's strategic and operational goals.
Maintains proficient knowledge of, and ensures bank activities are performed in compliance with, all state and federal banking laws and regulations applicable to areas of responsibility.
Ensures Bank activities are performed in compliance with the Bank's Policies and Standards, in partnership with Enterprise Risk Management and other internal banking partners.
Core Skills and Qualifications:
H.S. Diploma or equivalent required. Bachelor's Degree Business, Criminal Law, Security or relevant discipline preferred
5+ years recent and progressive experience in a physical security management role within a financial institution or similarly regulated environment, which includes oversight of enterprise-wide security programs, risk assessments, and compliance with applicable banking and safety regulations required.
Certified Safety Professional (CSP), Physical Security Professional (PSP), Associate Protection Professional (APP), or Certifies Protection Professional (CPP) preferred.
Equivalent combination of education, training, certifications, and/or experience in a facilities or operational management role or similar position with relevant physical security responsibilities and duties, may be considered.
Provides an exceptional level of quality service for internal/external customers; responds to customers' needs, questions and concerns in an accurate, effective, and timely manner.
Strong analytical, problem-solving, organizational, project management, data review and time management skills, with the ability to manage multiple assignments, projects and goals, ensuring that priorities are set and commitments and deadlines are met, with the ability to quickly focus on key issues and make decisions under pressure of time constraints, with minimal direction and supervision.
Effective listening, verbal, written and telephone etiquette business communication skills, including effective questioning/investigative strategies, influencing, negotiation, presentation and facilitation skills; ability to write reports, correspondence and procedures, communicate effectively with all levels of management, employees, internal/external auditors, regulatory and law enforcement agencies; with the ability to read, speak, write and understand English well.
Strong leadership and managerial skills are required to manage, motivate, and develop teams, to include oversight and management of employees in remote locations. Employee development, performance management, training and employee counseling skills are required.
Demonstrated ability to develop and manage income and expense budget(s).

Thorough knowledge of physical security contracting and guard service processes for personnel and equipment, with recent experience selecting alarm contractors.
Thorough working knowledge of related state and federal banking compliance regulations and laws to include FFIEC, FDIC, and OCC requirements, Bank operational policies and procedures, products and services, customers, entities, and geographic locations associated with those activities - required

Application and Testing Process
Under the direct supervision of a Police Lieutenant and Sergeant, with general supervision by the Chief of Police, the employee's behavior is governed by policies and procedures of the Police Department; local, state, and federal laws; and court decisions.
This is a responsible human relations and skilled position in public safety. The employee in this position is responsible for the protection of the public's safety, the prevention of crime, and the enforcement of local, state, and federal laws.
The employee exercises considerable discretion in regulating daily activity and use of enforcement powers.
Work includes patrolling the community by vehicle and on foot. Bicycle and marine patrol duties are assigned upon qualification. The employee responds to calls for service, which include reports of criminal activity, traffic safety, crime prevention, and general public safety problems.
The employee conducts preliminary and continued investigations for reported crimes and traffic accidents. This responsibility includes crime scene processing, interviewing witnesses and victims, and enforcing specific violations of the law.
The employee performs several assignments to prevent crime and traffic accidents. These assignments are educational and inspectional: presentations on prevention techniques; conducting security surveys; security checks on home and businesses; inspection of business practices and policies; and inspection of building construction for compliance with the security ordinance.

DESCRIPTIONS
This position's responsibilities are to patrol school property, and to respond to incidents pertaining to the safety and protection of district students, staff and property.
REPORTING RELATIONSHIPS
Reports to the Assistant Director of Human Resources; in addition, will report to school principal building administrator(s)/receive guidance. Receives coordination and guidance from the Risk and Security Manager.
ESSENTIAL FUNCTIONS
Depending upon the individual assignment, the Campus Safety Assistant may perform all or a combination of the following:
1. Responds to calls pertaining to the safety and protection of district students, staff and property.
2. Provides guidance and instruction to students on consequences of their actions; discusses options and choices.
3. Patrols areas in and around schools as needed; confronts trespassers as necessary; assists in the intervention of individuals who are committing or suspected of committing crimes on or near school property. Assists the principal and staff in dealing with disruptive students.
4. Talks with students and non-students to gather information on potential problems, and confronts them as appropriate. Reports violations of laws, district rules and regulations to school authorities.
5. As directed by the school principal, investigates rumors, activities or incidents which have occurred or are likely to occur that are disruptive to the campus environment, including drugs, alcohol, fights, crimes and gang activity; builds relationships to promote communication.
6. Informs school and district administration of problems on or adjacent to campuses involving students and non-students.
7. Assists the principal in responding to incidents involving alcohol, drugs, fights and the confiscation of weapons from students and non-students.
8. Prepares reports describing situations around the school campus for use in student discipline, law enforcement agencies and the courts as necessary; maintains a variety of records and statistics.
9. Works with local law enforcement and school district officials to enhance the safety of the campus and students; provides information to staff and students concerning property protection and safety measures; maintains positive working relationships with students, staff, and outside agencies.
10. Assists the principal or law enforcement officers in the investigation of crimes; questions suspects, witnesses and victims of crime; maintains confidential information as appropriate.
OTHER FUNCTIONS
11. May be called on by school administration to transport students with behavioral or health problems.
12. Operates video camera, two-way radio, and cellular phone. May drive a district vehicle.
13. Supervises student activities and events such as dances and sports.
14. May serve on various district committees and/or departmental work teams. Models appropriate and cooperative behavior, including protecting confidential information consistent with district ethical guidelines.
15. Performs related duties consistent with the scope and intent of the position.
16. Works flexible working hours when requested by principal.
MENTAL DEMANDS
Confrontational situations require constant awareness and attention to personal safety; required to represent the district on potentially controversial matters; may work extended shifts to cover student activities; required to deal with distraught or difficult individuals; may be required to meet deadlines for submitting incident documentation.
PHYSICAL DEMANDS
Requires visual concentration and physical dexterity; required to stand for prolonged periods; required to work outdoors in inclement weather; exposed to confrontational situations; may be involved with restraint of students or adults. MINIMUM QUALIFICATIONS
Education and Experience
Education, training, skills and experience necessary to carry out the assignment; one (1) year of experience in law enforcement field preferred. Training or experience in drug/alcohol abuse awareness, prevention and control preferred; experience with youth preferred; training or experience working with diverse racial, ethnic and cultural groups preferred.

Application and Testing Process
Under the direct supervision of a Police Lieutenant and Sergeant, with general supervision by the Chief of Police, the employee's behavior is governed by policies and procedures of the Police Department; local, state, and federal laws; and court decisions.
This is a responsible human relations and skilled position in public safety. The employee in this position is responsible for the protection of the public's safety, the prevention of crime, and the enforcement of local, state, and federal laws.
The employee exercises considerable discretion in regulating daily activity and use of enforcement powers.
Work includes patrolling the community by vehicle and on foot. Bicycle and marine patrol duties are assigned upon qualification. The employee responds to calls for service, which include reports of criminal activity, traffic safety, crime prevention, and general public safety problems.
The employee conducts preliminary and continued investigations for reported crimes and traffic accidents. This responsibility includes crime scene processing, interviewing witnesses and victims, and enforcing specific violations of the law.
The employee performs several assignments to prevent crime and traffic accidents. These assignments are educational and inspectional: presentations on prevention techniques; conducting security surveys; security checks on home and businesses; inspection of business practices and policies; and inspection of building construction for compliance with the security ordinance.

Essential Duties & Responsibilities:
To perform this job successfully, Officers must be able to perform each essential duty up to the standards of OSG.
Accompany personnel to designated areas, remain with them, ensure all required duties are performed, and escort personnel out of a secured facility.
Follow all company personnel and safety policies, and perform all assigned duties in a safe manner.
Arrive at work at the designated time in proper uniform and carrying necessary issued equipment.
Carry out general and special orders for assigned post(s).
Communicate via radio, telephone, and in-person, according to orders.
Take responsibility for the cleanliness of uniforms and assigned equipment.
Professionally escort and interact with public and government personnel.
Meet, greet, and interact professionally with employees, VIPs, and the general public.
Maintain poise and self-control under stress.
Construct and write clear, concise, accurate, and detailed reports in English.
