Requirements for Police Officer - Lateral (In State)
A Police Officer - Lateral (In State) is an individual who has attended a Police Academy, or its military equivalent, and is certified and commissioned as a Peace Officer by a governmental entity in the United States or the United States Armed Forces.
Qualified candidates must have:
1. at least three years of service as a sworn peace officer, or equivalent, with one agency. This three years of service must be with their most recent police agency. Note: Officers with less than the required years of service or who do not meet the criteria listed below should apply in a separate job posting as "Police Officer - Certified.
"It is preferred that lateral experience be obtained at an agency and in a position where the applicant:
* Regularly answers 911 calls for service and
* Has responsibilities and comparable duties to that of an officer with the Sugar Land Police Department, including powers of arrest, in either the Patrol or Investigations Bureau. (This does not include sworn service in the following roles: communications, detention, or courtrooms).
Reserve police officer status or other unpaid status will not be used in calculating the three year service requirement for entry as a lateral.
The Chief of Police shall make the final determination as to whether an applicant meets the criteria for the Police Lateral Entry Program. The Chief's decision shall be final and non-appealable.
2. In addition, qualified candidates must be a U.S. Citizen, have a valid driver's license with a good driving record and a stable employment record with no history of any conduct which may affect suitability for law enforcement work. Candidates must pass each step of the selection process, which includes: physical fitness test, oral interview board, polygraph test, and a thorough background investigation. Candidates should be aware that sensitive or confidential aspects of their personal lives will be explored. A job description for a City of Sugar Land Certified Police Officer is posted on-line. Non-smokers are preferred. Candidates who have applied with the expectation TCOLE licensure, or TCOLE licensure through Out-of-State or Federal challenges, within the specified time frame who ultimately do not complete that requirement will be discharged from the hiring process unless they meet other requirements allowing them to continue in the hiring process.

Step 4: Background Packet Submission and Investigation
Applicants who pass the phases of testing and interview panel will submit their completed personal history statement to the Training Unit. A background investigation will be conducted.

Applicants who pass the background investigation and are being considered for sworn employment will undergo a polygraph examination.
Related Time Periods and Information:
This process will remain open until positions are filled. If an applicant is rejected for any of the reasons listed in the "Rejection Criteria", they will be required to wait the specified time to apply again.
Final Steps: Eligibility Pool, Conditional Job Offer, Medical and Psychological Testing
Candidates who pass all of the above are placed in an eligibility (applicant) pool. MAJOR RESPONSIBILITIES AND DUTIES:
* Patrol the District and provide police services to individual facilities, students and staff.
* Operate a District vehicle and patrol school property or an assigned area to deter criminal offenses such as fire, burglary, theft, vandalism and other unauthorized activities.
* Investigate criminal offenses that occur within the District's jurisdiction or against the District.
* Collect evidence.
* Enforce regulations for and on District school buses.
* Perform possibly physically strenuous activities required to identify, detain, and apprehend offenders, cause to be placed in jail, and file appropriate charges.
* Respond to burglar and fire alarms as dispatched, investigate cause of alarms and notify the on duty communications officer regarding findings.
* Investigate suspicious persons in and around schools.
* Report the misuse of buildings and property belonging to the District.
* Enforce all the general and criminal laws of Texas within the District's jurisdiction.
* Enforce all applicable sections of Texas within the District's jurisdiction.
* Perform all the duties of a Texas Peace Officer enumerated in the Code of Criminal Procedure.
* Assist the traffic control on streets, at athletic events, school closings, school openings, or any other location deemed necessary to insure the safety and welfare of students and staff.
* Provide crisis response to Schools and facilities.
* Perform security inspections of buildings including manual (foot patrol) checks of all exterior doors and windows promptly reporting any breach in security to the police communications officer.
* Maintain awareness of District activities occurring on school property after hours and perform special patrols during those events.
* Conduct intrusion system transmission tests for each school as assigned and report results to the on duty communications officer and on the daily patrol log.
* Report any road and weather conditions that may affect, disrupt or require a change in the transportation schedules or routine operation of the District.
* Perform routine daily patrol car servicing (gas, oil, tires, etc.) to ensure a proper functioning vehicle.
* Perform central alarm monitoring and dispatching as assigned.
* Provide police services and assistance to the administration, other officers, students and staff.
* Assist other law enforcement agencies on campus when requested.
* Investigate violations of District rules and regulations when requested by District administration.
* Participate in administrative hearings concerning alleged violations.
* Provide police services at District sponsored events, on or off campus.
* Promptly refer non-district related criminal incidents to the proper agency having jurisdiction.
* Prepare complete and concise written reports on the forms provided in English, of incidents and problems that can be used in successful criminal prosecutions.
* Identify, locate, and report security problems or potential security problems
* Prepare a written report of each incident or relevant observation that occurs on campus.
* Appear in court as a witness whenever summoned.
* Perform other security and courtesy services as directed and maintain appositive image on the campuses and in the District for students, staff, and the public.
* Provide courtesy services as requested (keys locked in vehicle, dead batteries, no start, etc.)
* Assist in enforcing applicable items from the student handbook as requested by local campus administrator.
* Establish a positive working relationship among students, staff and community.
* Provide police related services at assigned by the Chief of Police.
* Be available to work overtime as assigned by the Chief of Police.
* Be available for "call out" on emergency situations in the District.

* Patrol and observe activities on campuses being alert to crimes and other incidents that may occur.
* Provide surveillance of the parking lot areas and protect the vehicles and their contents.
* Provide surveillance of the campus in order to deter disruptive and/or criminal activities.
* Monitor vehicles entering and leaving campus parking lots.
* Screen and assist outsiders entering the campus.
* Deter or prevent trespassing and loitering on or near the campus.
* Control and/or prevent fights and disorders when they occur inside or outside the building.
* Assist school staff in emergency situations, inside the building when notified.
* Maintain high visibility on the campus and in the District and varying patrol patterns.
* Perform constant patrol of the campus to ensure that all areas are monitored and observed equally and continuously.
* Ensure that all persons found on school property after school hours are authorized; take appropriate action to facilitate the departure of unauthorized persons; and maintain appropriate records including daily patrol reports, communications, log, CAD, student referrals, trespassing warnings, and class c tickets, of all such encounters.
* Enforce local campus and District parking and driving regulations to maximize the use of all designated parking areas on the campus.
* Check parking lots for illegally parking or unauthorized vehicles.
* Check student and staff vehicles for proper parking permits, ticket and two when authorized.
* Keep fire zones and bus ramps clear at all times.
* Enforce all rules and regulations relative to the safe operation of a motor vehicle on campus to insure a safe environment for students and staff.
* Assist with traffic control as needed within the District's jurisdiction.
* Required Knowledge, Skills, and Abilities
* Excellent knowledge of standard law enforcement procedures and the regulations and laws relating to school district law enforcement including building intrusion and trespassing.
* Ability to exercise good judgment under potentially dangerous conditions.
* Ability to maintain records and write offense reports in English to be used by the Harris County District Attorney's office, courts, juries, and other law enforcement agencies.
* Ability to effectively communicate orally and in writing in English.
* Ability to perform exterior checks without the use of an automobile which may require crossing areas which are without sidewalks or not paved and may be poorly lit.
* Sufficient mobility and dexterity to respond quickly to situations which may involve measures to detain individuals who are running away, jumping fences and/or barriers.
* Sufficient strength to detain intruders and trespassers who physically resist detention.
* Have and maintain minimum standards including but not limited to possessing a valid Texas driver's license, good driving record, good punctuality and attendance, TCLEOSE license, and firearm proficiency.

We pay our Lateral Police Officers a starting salary of $37.62 to $40.90 per hour depending on qualifications, plus a sign-on bonus of $10,000. Requirements for Police Officer - Lateral (Out of State)
A Police Officer - Lateral (Out of State) is an individual who has attended a Police Academy, or its military equivalent, and is certified and commissioned as a Peace Officer by a governmental entity in the United States or the United States Armed Forces. Police Officer - Lateral (Out of State) applicants will be required to challenge TCOLE and obtain licensure within 180 days of this application.
Qualified candidates must have:
1. at least three years of service as a sworn peace officer, or equivalent, with one agency. This three years of service must be with their most recent police agency. Note: Officers with less than the required years of service or who do not meet the criteria listed below should apply in a separate job posting as "Police Officer - Certified." It is preferred that lateral experience be obtained at an agency and in a position where the applicant:
* Regularly answers 911 calls for service and
* Has responsibilities and comparable duties to that of an officer with the Sugar Land Police Department, including powers of arrest, in either the Patrol or Investigations Bureau. (This does not include sworn service in the following roles: communications, detention, or courtrooms).
Reserve police officer status or other unpaid status will not be used in calculating the three year service requirement for entry as a lateral.
The Chief of Police shall make the final determination as to whether an applicant meets the criteria for the Police Lateral Entry Program. The Chief's decision shall be final and non-appealable.
2. In addition, qualified candidates must be a U.S. Citizen, have a valid driver's license with a good driving record and a stable employment record with no history of any conduct which may affect suitability for law enforcement work. Candidates must pass each step of the selection process, which includes: physical fitness test, oral interview board, polygraph test, and a thorough background investigation. Candidates should be aware that sensitive or confidential aspects of their personal lives will be explored. A job description for a City of Sugar Land Certified Police Officer is posted on-line. Non-smokers are preferred.
3. Police Officer - Lateral (Out of State) applicants will be required to challenge TCOLE and obtain licensure within 180 days of this application.Candidates who have applied with the expectation TCOLE licensure, or TCOLE licensure through Out-of-State or Federal challenges, within the specified time frame who ultimately do not complete that requirement will be discharged from the hiring process unless they meet other requirements allowing them to continue in the hiring process.
Compensation
* Starting Pay: $85,072 Dependent on Experience & Qualifications + $10,000 Sign-On Bonus
* Note: Police Officer - Lateral (Out of State) applicants who are extended an offer of employment and have a start date prior to their TCOLE licensure will be paid as a 1st year Police Officer ($78,250) until their licensure; however, they remain eligible for the sign-on bonus.
* Annual salary increases up to max ($105,685) in Step 10.

Recruitment/Selection Process

Step 1: Complete an Application
Applications will only be accepted during the specified period. Qualified candidates will be notified by e-mail that they are eligible to test and provided available testing dates to schedule. You must complete the on-line application.
Step 2: Testing (Physical Assessment and Interview Panel -scheduled for same day)
* A physical assessment will be administered. Applicants will be required to pass the Texas DPS 2000 meter row standard at 50%.
* An interview will be conducted with those applicants who have passed the physical assessment. This interview is pass or fail, and will consist of 3 parts:
* getting to know the applicant
* job knowledge questions
* situational reasoning questions
Step 3: Oral Review Board
Following the preliminary interview, applicants will be scheduled for an in depth interview with the Oral Review Board. This interview is pass or fail, and will consist of 3 parts, offering a deeper assessment compared to the prior preliminary interview.
1. Getting to know the applicant
2. Job knowledge questions
3. Situational reasoning questions
Step 4: Background Packet Submission and Investigation
Applicants who pass the phases of testing and interview panel will submit their completed personal history statement to the Training Unit. A background investigation will be conducted.
Step 5: Polygraph Examination Applicants who pass the background investigation and are being considered for sworn employment will undergo a polygraph examination.
Related Time Periods and Information:
This process will remain open until positions are filled. If an applicant is rejected for any of the reasons listed in the "Rejection Criteria", they will be required to wait the specified time to apply again.
Final Steps: Eligibility Pool, Conditional Job Offer, Medical and Psychological Testing
Candidates who pass all of the above are placed in an eligibility (applicant) pool. This is not a guarantee of employment; however, the City of Sugar Land does make job offers from the applicant pool. Subsequently, if a conditional job offer is made to a candidate by the Chief of Police, the candidate must successfully complete medical and psychological exams before a final job offer is made by the People & Culture Department.
