Compensation
The starting hourly rate for this position is between $38-41 per hour. Factors which may affect starting pay within this range may include geography/market, skills, education, experience and other qualifications of the successful candidate.

Required Qualifications:

Written Test:
The written test is scheduled and offered on an ongoing basis. You will have two hours to complete the written test. Passing written test scores are valid for six months or until the next academy is selected. If you do not pass the written test, you will be ineligible to re-test for six months.
Physical Agility Test:
You must first pass the written test before you are eligible to take the physical agility test. It is required that you bring the completed HCPD Physician's Authorization Form with you in order to complete the physical agility test. The physical agility test is comprised of three physical tests: sit-ups, push-ups, and a 1.5 mile run. Standards for each test are based on your age and gender, which are detailed on the Physician's Authorization Form. You are eligible to take the physical agility test as many times as it is offered within six months following your successful passage of the written test.
Oral Interview:
Upon successful completion of the physical agility test, you will participate in a panel interview. The oral interview is conducted by three Howard County Police employees. A series of questions will be asked of you concerning your experiences, abilities, and job awareness.
Polygraph Exam:
Upon successful completion of the oral interview, you will be scheduled for a polygraph exam. You will receive an information sheet concerning the polygraph exam explaining the polygraph equipment and exam procedures. The examiner will review all test questions with you prior to the test administration. You can expect the polygraph exam to last approximately three hours with a certified Polygraph Examiner.
Background Investigation:
If you are endorsed following the polygraph examination, your case file will be assigned to a Background Investigator. The investigator will make contact with you and will conduct various records checks, verify education and work history, and contact all of your listed references: family members, neighbors, and employers. This portion of the process takes an average of 4-6 weeks.
Psychological Exam:
If you are endorsed following the background investigation, you will be scheduled for a psychological exam. A trained and certified psychologist conducts the exam.
Pre-employment Medical Evaluation (this step follows a conditional offer of employment):
This exam is to evaluate medical abilities in order to safely perform the duties of a police officer.

Polygraph Exam:
Upon successful completion of the oral interview, you will be scheduled for a polygraph exam. You will receive an information sheet concerning the polygraph exam explaining the polygraph equipment and exam procedures. The examiner will review all test questions with you prior to the test administration. You can expect the polygraph exam to last approximately three hours with a certified Polygraph Examiner.
Background Investigation:
If you are endorsed following the polygraph examination, your case file will be assigned to a Background Investigator. Psychological Exam:

The incumbent will be responsible for police patrol, detective, traffic or other specialized squad/unit/function on an assigned shift; or perform responsible administrative staff duties. Those holding the rank of Police Officer First Class may work independently in performing regularly assigned duties under the general orders of a higher-ranking officer. Performance is evaluated through observation, oral and written reports, and by results obtained.
Essential functions this role
* Patrols a designated area of the City by radio equipped car, bicycle or on foot, to prevent, discover, and deter the commission of crime, to enforce criminal law, to direct traffic, and to enforce motor vehicle operation and parking regulations;
* Responds to calls and complaints involving fire, automobile accidents, domestic and neighborhood disturbances, assaults, robberies, and other misdemeanors and felonies;
* Writes detailed reports on police-related activities;
* Interviews persons with complaints and makes proper disposition or directs them to the proper authorities;
* Secures crime scenes, administers first aid, arbitrates disputes, conducts preliminary and follow-up investigations, gathers evidence, obtains witness statements, apprehends suspects, makes arrests, and transports offenders;
* Gives advice and general information to inquiries from the public;
* Serves as a witness in court in connection with arrests and investigations;
* Attends periodic training classes in police methods, first aid, firearms and related subjects
* Keeps informed and aware of persons and places suspected of illegal activity and/or potential for problems within an assigned area;
* Enters or retrieves data from a computer terminal, PC or other keyboard device;
* Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
* Performs other duties as assigned.
Required skills and qualifications
* At least 21 years of age upon hire
* High school diploma or equivalent
* Valid driver's license
* Vision correctable to 20/20
* EPO candidates must be currently or previously certified by the Maryland Police & Correctional Training Commission (MPCTC) as a Police Officer.
* Current or previous out of state police officers will have to be able to qualify for Comparative Compliance by the Maryland Police & Correctional Training Commission.
* Special Police Officer (SPO) certifications do not qualify as experienced police officers under this job listing
Additional Requirements
This classification requires the use of City vehicles on City business. Individual must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Some positions may require the performance of other essential functions, depending upon work location, assignment, or shift.
