Job Description: SimIS, Inc seeks a Program Manager to provide overall leadership and management of a U.S. Navy training systems support contract. This position serves as the primary point of contact for government stakeholders and is responsible for ensuring successful cost, schedule, and performance execution across all contract deliverables including simulation systems support, scenario development, training operations, and maintenance activities for naval combat systems training facilities. This includes updating the government's risk management tool system and conducting risk reporting during program management and risk management events. Assist MCSC Program Office to draft, review, and recommend changes to documentation in support of the acquisition milestone cycle. All documentation shall follow the DoD 5000, SECNAVINST 5000.2G, MARCORSYSCOM Acquisition Guidebook, and documentation templates to include Acquisition Plans, Single Acquisition Management Plans, Acquisition Program Baselines, and Program Management Reviews. Provide comprehensive support for programmatic activities, including coordinating and attending meetings, documenting key points and action items, preparing presentation/briefing materials, and ensuring timely follow-up on tasks. Minimum Qualifications: Bachelor's degree and at least 10+ years' total experience that can be made up from Marine Corps experience with Navy/Marine Corps acquisition/program/project support and/or experience with program/project management supporting the planning and construction of ICD 705 type structures or facilities. Ability to perform 5% travel; ability to travel to Marine Corps locations around Stafford Virginia, National Capital Region, and perspective or active performer sites. Summary of Functions The primary responsibility of a Project Manager is to manage each project assigned to him/her according to Odin's corporate philosophy of safe, quality production and client satisfaction while securing the most favorable economic outcome for Odin. The Project Manager will understand and comply with published Company policy and procedures. Reports to the respective Regional Manager. The Project Manager will coordinate labor and equipment with the Vice President of Operations for the selection, assignment and utilization of job supervisors, foremen, engineers, health and safety officers, and workers. Duties and Responsibilities Provide initial client contact to assess scope of work and resources required to successfully complete project. Prepare complete estimate for selected project with detailed review of proposal specifications, drawings, takeoff information, contracting, and the like. Supervise total construction effort to ensure project is constructed in accordance with design, budget and schedule. Includes interfacing with client representatives, AE representatives, other contractors, etc. Plan, coordinate and supervise onsite functions (scheduling, engineering, material control, and may provide day-to-day direction of onsite administrative staff in accounting, purchasing, etc.). Provide technical assistance, i.e., interpretation of drawings, recommending construction methods and equipment, etc., as required. Initiate and maintain extra work estimating and issuance of change orders. Assume responsibility contractual performance of the project. Perform additional assignments per Supervisor's direction Knowledge, Skills and Abilities Preferred Education and experience include: 4-year engineering degree/ Construction Management degree or equivalent combinations of technical training and/or related experience. Minimum of eight years construction management, estimating, and/or craft supervision experience in similar facility construction. Thorough knowledge of all aspects of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, estimating, schedules and safety required. Excellent communication, organizational and supervisory skills essential.
