Position Description
Subject to administrative approval, assists in determining and achieving the Illinois Commerce Commission's (ICC) goals and objectives. This includes developing and implementing policy proposals, some of which may be confidential, controversial, or sensitive in nature, that address current and future aspects of the Hazardous Materials, Track Safety, Signal, Operating Practices, Operation Lifesaver and Crossing Safety Programs and issues. Determines an action plan to deliver policy messages to the Bureau Chief, Executive Director, Commissioners, State and Federal level. Functions as the State of Illinois Coordinator with the Federal Railroad Administration personnel.
Essential Functions
* Sets the substantive agenda for the Railroad Safety Program by developing policy recommendations, generating and/or reviewing project proposals of staff and recommending their adoption to the Bureau Chief, Executive Director, the ICC, and the State and Federal level, as appropriate, some of which may be confidential, controversial, or sensitive in nature. This includes the review and recommendation of associated budgets. Allocates staff and resources to the various projects and programs. Provides expert testimony at committee budgetary appropriation hearings, as directed.
* Monitors ongoing projects withing the Railroad Safety Program to ensure that project schedules and budgets are met project products are consistent with both the established goals of the project and the policies and objectives of the Bureau Chief, Executive Director, and the ICC, and finally, that products meet established quality standards.
* Coordinates the activities of the Railroad Safety Program with other Sections, Bureaus, and ICC programs. Coordinates activities with other State and Federal agencies and private enterprise, involving railroad safety matters regarding emergency or disaster responses. Functions as the State of Illinois Coordinator with the Federal Railroad Administration personnel.
* Interfaces with other Sections and bureaus within the ICC on matters of concern to the Program area, subject to the review and approval of the Bureau Chief and the Executive Director. Develops and maintains contacts and working relationships with various Illinois County Highway Superintendents, the Illinois Municipal League, Township officials, railroad union members and officials; represents the ICC at various meetings throughout the State of Illinois and at National Committees on rail safety issues, and assists with media inquiries.
Essential Functions Cont.
* Monitors open dockets, staff testimony and draft ICC orders, some of which may be controversial or sensitive in nature. Analyzes the consistency of these with present policy and policy in the developmental stage. Interprets ICC administrative policies, rules and code pertaining to rail carrier operations the State. Provides expert testimony in House and Senate sub-committees and committee meetings regarding railroad safety issues. Provides expert testimony and represents the ICC at Legislative hearings pertaining to railraod issues. Assumes responsibility for overseeing the completion of special projects, bill reviews, and studies requested by the ICC or the Legislature.
* Assists the Bureau Chief, Executive Director and the ICC in the formulation and implementation of policy and administrative matters pertinent to the Division and the ICC, some of which may be confidential, controversial, or sensitive in nature. Establishes policies for the enforcement and compliance of the Agencies' administrative codes, rules and regulations. Interprets the policies for the use of staff in resolving issues and disputes.
* Directs the activities of program unit specialist performing duties in the Hazardous Materials, Track Safety, Signal, Operating Practices, Operation Lifesaver and Crossing Safety Programs. Reviews and approves alternative work schedules. Ensures time worked, time off, overtime, and leave time are accurately reported by their employees and submitted to timekeepers according to approved procedures. Evaluates the performance of staff assigned to the Program on an annual or as needed basis.
* Works with Human Resources staff to develop postings and advertisements related to the recruitment of new program staff, to establish hiring criteria and develop interview questionnaires, to serve as a member of interview panels, and to make recommendations to the Bureau Chief on candidate selection.
* Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires a Bachelor of Science degree in engineering, or related technical field.
* Requires a minimum of 8 to 10 years of progressively responsible experience in the railroad safety field.

* Prefers two years supervisory experience
* Prefers a working knowledge of media coverage

Position Overview
The Division of Family & Community Services is seeking to hire a dynamic and independent, critical thinker who has an organized, detail-oriented, strategic mindset, and is a motivational leader with the ability to communicate vertically and horizontally to serve as the Prevention Administrator for the Department of Human Services. The Administrator will evaluate and control the administrative aspects of the statewide Homeless Prevention and Shelter Diversion Programs. The Division's mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
Essential Functions
* Serves as the Prevention Administrator for the Office of Housing Stability in the Division of Family & Community Services (FCS).
* Directs, organizes, and develops highly complex research to craft written and/or statistical proposals affecting changes in recommended legislation, existing statutes, and/or administrative rules as it relates to Bureau programs.
* Serves as full-line supervisor.
* Reviews data summary analysis reports, on routine basis, to promote needed updates and/or development of policies, procedures, and/or guidelines that result in ongoing equal and equitable service delivery to eligible individuals, statewide.
* Represents the Associate Director or other FCS executive team in internal and external meetings with other bureaus, divisions, grantees, stakeholders, and state and federal government representatives.
* Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
* Requires four (4) years progressively responsible administrative experience working with housing and homeless services in a health or human services organization.
Preferred Qualifications
* Four (4) years of professional experience in planning, coordinating, implementing, and evaluating program support services and related strategic goals and objectives, activities, and operational systems for a public or private organization as it relates to housing and homeless services.
* Four (4) years professional experience reviewing and analyzing program, fiscal and operational written and statistical reports.
* Four (4) years of professional experience developing, reviewing, and analyzing budgets for a public or private business organization to develop and implement strategies for allocation of federal and/or state funding for a public or private organization.
* Four (4) years of professional experience planning for the effective utilization of program monitoring resources for a public or private business organization.
* Four (4) years of professional experience exercising judgement and discretion in developing, implementing, interpreting, and monitoring program financial and personnel policies, procedures, and/or protocols for a public or private organization.
* Three (3) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities following collective bargaining agreements, training staff, and approving time off.

QUALIFICATIONS
Bachelor's degree in computer science, Information Systems, or related field. Minimum of three (3) years of experience in an Oracle HCM technical role. Experience in building Payroll, Benefits, Absence, and OTL Fast formulas. Knowledge and hands on experience in configuring Oracle Cloud HCM, including Core HR, Absence Management, Payroll, Time and Labor Modules with proven project delivery through full life cycle from requirements through deployment/support. This is a senior level position that performs advanced, complex technical work in the Telecommunications Services Provider (TSP) industry. GRUCom is an internet, data transport, and colocation space provider for business, residential, and government customers. The requirements of this position involve a broad range of administrative, professional and technical activities in support of the overall network design and capability of the electronics (routers, switches, firewalls, servers, etc.) component of a highly complex MPLS-based TSP WAN/MAN/LAN retail network. The WAN/MAN network includes 700+ miles of fiber optic cable, numerous purchased circuits and supporting network electronics in the Gainesville, FL area and data transport and Internet access services spanning multiple states with major interconnections at the Internet/Carrier meet points in Atlanta, GA and Miami, FL and other service locations. Work is performed in both office and field environments, including data centers and customer sites. This position provides technical guidance and support to junior staff and collaborates closely with engineering, electronics, outside plant, and customer support teams. Perform technical and non-technical routine operational tasks for multi-vendor service provider network system. Individual tasks may include configuration of network device monitoring, application of software fixes and best-practices, capacity and network expansion planning or work, maintaining licensing, etc. for both data transport Metro Area Networks and internet connectivity.
Perform technical and non-technical routine maintenance tasks and troubleshooting of computing system environments used for daily service provider operational tasks and customer-facing services (i.e. Linux Servers, KVM &VMWare Server Virtualization, DNS, DHCP, Email, enterprise-grade server hardware, server security, capacity planning, and expansion, maintaining of licensing, etc.)
Perform provisioning, configuration, and implementation design of internet and data transport customer service orders. Tasks may involve coordination and engagement with customers or various internal groups to collect technical requirements, provide design guidelines, and/or implementation details for external customers.
Provide supplemental technical assistance to other internal technical teams.
Performs maintenance for mail servers and for multiple PSQL databases.
Programs using PERL, HTML, and PHP as needed.
Works individually, as a team, or with other internal or external groups to provide recommendations, implementation or development of new service offerings and internal toolsets that meet design workflows, policies, best-practices, and create documentation related to this work.
Manage and maintain network support services on various Linux servers. Includes, but not limited to DNS, DHCP, RADIUS, CALEA/DMCA tracking, network monitoring, and quality assurance.
Configure and manage internet peering and BGP routing with national carriers and data centers. Also configure and manage long-haul transport circuits to major internet peering centers.
Test, develop, and deploy new telecommunications products and tools. Provide recommendations, develop, and/or implement new service offerings and internal toolsets that meet design workflows, policies, best-practices, and create documentation related to this work.
Participate in various Telecommunications Services Provider work activities such as new services design and cost estimation activities with the various groups in the TSP department.
Develop feasibility studies, capacity planning reports, performance analysis and fine-tuning projects, new technology evaluation reports, new systems and applications technical requirements specifications and review, act as a project lead on technical TSP network electronics new services infrastructure projects, maintenance projects and network capacity upgrades.
Provide technical support for escalated TSP network and client-side hardware, software, security and network issues in a timely and customer-friendly manner, usually on a rotating schedule.
Provide after-hours and weekend support outside of normal business hours.
Support other groups in the TSP department throughout coordinated project lifecycles.
Attend work on a continuous and regular basis.

Under general supervision, this individual is responsible for the operation, inspection, and maintenance of the County's enterprise data center facilities, termination facilities (MDF/IDF) locations, and public safety radio site infrastructure. CLASS CHARACTERISTICS
This is the advanced journey class in the IS Systems Specialist series. Position Overview
The Division of Family & Community Services is seeking to hire a dynamic and independent, critical thinker who has an organized, detail-oriented, strategic mindset, and is a motivational leader with the ability to communicate vertically and horizontally to serve as the Prevention Administrator for the Department of Human Services. Essential Functions
Serves as the Prevention Administrator for the Office of Housing Stability in the Division of Family & Community Services (FCS).
Directs, organizes, and develops highly complex research to craft written and/or statistical proposals affecting changes in recommended legislation, existing statutes, and/or administrative rules as it relates to Bureau programs.
Serves as full-line supervisor.
Reviews data summary analysis reports, on routine basis, to promote needed updates and/or development of policies, procedures, and/or guidelines that result in ongoing equal and equitable service delivery to eligible individuals, statewide.
Represents the Associate Director or other FCS executive team in internal and external meetings with other bureaus, divisions, grantees, stakeholders, and state and federal government representatives.

Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.

Works with team members in the planning and delivery of solutions, implementation of improved processes, and providing reporting to management.

Utilizes help desk ticketing system to provide optimized incident management and helps maintain knowledge base system for both IT staff and end-users.
Establishes system specifications by conferring with users; analyzing workflow, designing system infrastructure.
Works with Senior Systems Administrator to develop system access, monitoring, control and evaluation; establishing and testing disaster recovery policies and procedures; completing back-ups; maintaining documentation.
Upgrades systems by conferring with vendors; developing, testing, evaluating, and installing enhancements and new software.

EDUCATION AND/OR EXPERIENCE Associate's Degree or equivalent from a two-year college or technical school and two years of experience in enterprise systems administration. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

SUMMARY
The Network Administrator is responsible for designing, implementing, maintaining, and optimizing the organization's network infrastructure both on premises and in the cloud to ensure reliable, secure, and efficient operations. This includes assisting in network design, installing and configuring network hardware and software, maintaining connectivity across all workstations and cloud environments, troubleshooting issues, and implementing security measures to protect organizational data and systems. The role also supports AWS and other cloud-based networking services to ensure seamless integration, performance, and scalability across hybrid environments.
ESSENTIAL FUNCTIONS:
Install, configure, and maintain network hardware (routers, mobile routers, switches, firewalls, wireless access points) and related software.
Assist in designing and maintaining hybrid network architectures that integrate AWS services with the City's existing network infrastructure.
Monitor network performance and proactively address performance issues, bottlenecks, and outages.
Manage user access, permissions, and network resources.
Implement and maintain network security measures, including firewalls, intrusion detection/prevention systems, and VPNs.
Troubleshoot and resolve network connectivity, hardware, and software issues in a timely manner.
Conduct regular network maintenance, including firmware updates and security patches.
Document network configurations, procedures, and changes.
Collaborate with other IT staff on projects involving systems integration, upgrades, or migrations.
Maintain backups and disaster recovery processes for network infrastructure.
Stay updated on emerging networking technologies and best practices.
Participate in the on-call rotation to provide after-hours support and ensure continuous network availability.
Contribute to and support City-wide technology initiatives and strategic projects, aligning network infrastructure goals with organizational objectives.
Support and manage cloud networking components within AWS environments, ensuring secure connectivity between on-premises and cloud infrastructure.
REQUIRED QUALIFICATIONS
Education & Experience:
High school graduate or equivalent and seven (7) years relevant experience.
or
At least two years of relevant college-level course work or an Associate's degree from an accredited college or university in Information Technology, Computer Science, or a related field and five (5) of progressive experience.
or
Bachelor's degree from an accredited college or university in Information Technology, Computer Science, or a related field. Three (3) years of progressive experience.
Knowledge and Skills:
Proven experience in network administration or a similar role.
Strong knowledge of MS VISIO, TCP/IP, DNS, DHCP, VPNs, VLANs, VXLAN, NXOS, ACI, AWS, other cloud platforms and network security practices.
Understanding of cloud networking concepts, including VPCs, subnets, routing, and security groups in AWS or similar platforms.
Experience integrating on-premises networks with cloud environments (AWS Direct Connect, VPN Gateway, or Transit Gateway).
Experience with enterprise network hardware from vendors such as Aruba, Cisco, Juniper, Cradlepoint or equivalent.
Familiarity with network monitoring tools and systems (e.g., SolarWinds, PRTG, Nagios).
Familiarity with network security and policy enforcement platforms that act as gatekeepers for wired, wireless, and VPN access (e.g., ISE, ClearPass)
Relevant certifications (e.g., AWS, CCNA, CCNP, CompTIA Network+) preferred.
Strong troubleshooting and analytical skills.
Excellent communication and documentation abilities.
PHYSICAL/MENTAL REQUIREMENTS:
The position requires a blend of sedentary desk work and active physical tasks, including occasional lifting of equipment up to 40 pounds, bending, or accessing network areas such as data closets and wiring spaces. The role demands strong focus, problem-solving, and analytical abilities to diagnose and resolve complex technical issues under pressure. Attention to detail, effective communication, and the ability to manage multiple priorities are essential. The incumbent must also remain adaptable to evolving technologies and be available for after-hours support as part of the on-call rotation.
WORKING ENVIRONMENT:
This position may require occasional evening or weekend work to perform maintenance, upgrades, or resolve outages. On-call availability may be required depending on operational needs.
CONDITIONS OF EMPLOYMENT
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
