The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Responsibilities
The Program Analyst will provide support to the NAVSEA AUKUS program, focusing on program support to the Technical Capabilities Directorate. Responsibilities include working with government and industry partners across the trilateral (US, UK, and Australia) nations to support the development of an Australian technical authority. This position includes technical and administrative support of program wide activities including risk management, scheduling, strategic advising, budget management, technical assistance, and event coordination.
This position is located at SPA HQ in Alexandria, VA but requires frequent travel to the Washington Navy Yard (WNYD) in Washington, DC. There is some opportunity for up to ~15% travel to partner and industry stakeholder locations.
Qualifications
Required Qualifications:
* Bachelor's Degree
* 5+ years of government or military related experience
* Ability to work on-site at SPA HQ in Alexandria, VA up to full time with frequent local travel to the WNYD based upon the needs of the client. Remote work up to 40% will occasionally be available
* Experience with USN submarine operations, design, construction, and/or other USN submarine support activities
* Active SECRET security clearance

SPA provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to a variety of Government acquisition offices. Responsibilities
In this role, the Program Analyst will provide programmatic and technical support to the team, charged with planning, assessment, management, and decision-making for various stages of life cycle support including system design and development; resource scheduling and requirements planning and analysis; program documentation development; and other aspects of program coordination and execution. Responsibilities also include executive level meeting facilitation and briefing preparations.
Qualifications
Must be an active participant in the Hiring our Heroes Skillbridge Fellowship to be considered for the Externship.
SPA is looking for multiple levels of experience:
* Junior: BA/BS (technical field) with 0-3 years of experience
* Mid-level: BA/BS (technical field) with 2-5 years of experience
Required Qualifications:
* Experience providing technical or programmatic support to a large acquisition program (DoD Preferred)
* Capable of working independently as well as with a team on larger projects
* Strong written and verbal communication skills and proficiency with MS Office applications
Desired Qualifications:
* Current DoD SECRET clearance, or the ability to obtain and maintain Secret while employed with SPA

* Experience with or knowledge of ground-based radar and optical telescopes, space-based sensors, and/or data analysis platforms
* Reports to designated work location in Arlington, VA, up to full time, based on the needs of the customer

* TS/SCI clearance
* Experience developing space, ISR, and Combatant Command priorities (requirements, acquisition, funding, etc.)
* HQ USAF/USSF/SAF experience
* Familiarity with TMT and/or or other HQ staffing tools
Many jobs at SPA require obtaining, holding, and maintaining eligibility for a designated clearance based on the company and/or client contract requirements. Should it be required, an individual must be able to obtain the appropriate clearance within a reasonable amount of time based on the needs of the client. In some cases, the individual may need the requisite clearance before being able to be actively employed. Additionally, due to the protected nature of the work process and product at SPA, all positions require the execution of the SPA Non-Disclosure Agreement (NDA). Some employees may be required to sign additional documents or complete other pre-employment or ongoing testing.
SPA employees typically work in a variety of office settings, some at an SPA office and some at designated client locations, where daily activities may include, but are not limited to, walking, standing, or sitting for extended periods, using computers and other technology, and being sequestered in SCIFs or other secured areas with limited access to outside resources or privacy. Other security requirements may inform dress code, personal accessories permitted, or technology usage. When applicable, employees are required to comply with the terms and conditions of client contracts as specified by SPA in its sole discretion, including, but not limited to, hours, location, timing, and technology usage, that meet client logistical and security work requirements.
