Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC Responsibilities The Program Analyst will provide support to the NAVSEA AUKUS program, focusing on program support to the Technical Capabilities Directorate. Responsibilities include working with government and industry partners across the trilateral (US, UK, and Australia) nations to support the development of an Australian technical authority. This position includes technical and administrative support of program wide activities including risk management, scheduling, strategic advising, budget management, technical assistance, and event coordination. This position is located at SPA HQ in Alexandria, VA but requires frequent travel to the Washington Navy Yard (WNYD) in Washington, DC. There is some opportunity for up to ~15% travel to partner and industry stakeholder locations. Qualifications Required Qualifications: * Bachelor's Degree * 5+ years of government or military related experience * Ability to work on-site at SPA HQ in Alexandria, VA up to full time with frequent local travel to the WNYD based upon the needs of the client. The Undersea Technology Portfolio, within the Sea, Land, & Air Division in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology. SPA is seeking Business and Financial Analysts to to support the Naval Expeditionary Programs (PMS 408) portfolio. Responsibilities * Preparation of funding execution documents in NAVY ERP and PRISMS, including work breakdown structure, project structure, maintenance and cost-planning. * Track and report program financial transactions from initiation to execution; provide financial status reports and assessments to identify program financial resources and evaluating obligation/expenditure status. * Assist in the preparation of task planning sheets (TPS). * Assist in the reconciliation of financial transactions, budget formulation and submission, preparation of various presentations, mid-year reviews, quarterly execution reviews, budget exhibits and briefings. Qualifications Required Qualifications: * DoD SECRET security clearance * Minimum of 3 years relevant financial management experience within the Naval Sea Systems Command (NAVSEA; support to similar commands may be considered) with high level of proficiency with Navy ERP and knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process and understanding of funding appropriations * High level of proficiency with MS Excel Desired Qualifications: * Detailed understanding of funding execution across all funding appropriations (i.e. Shipbuilding & Conversion, Navy (SCN), Other Procurement, Navy (OPN), Research, Development, Test & Evaluation (RDT&E), Operations & Maintenance, Navy (OM&N), and Foreign Military Sales (FMS) * Proficient in Microsoft Office Suite, with emphasis on Microsoft Word, PowerPoint, and familiarity with MS Project * Experience with Visio and Access Responsibilities Systems Planning and Analysis, Inc. The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. We have an immediate need for a Financial Analyst to provide remote support to our FAA customer. Responsibilities The candidate will provide a wide array of financial management activities in support of government acquisition programs. Produce recurring deliverables such as budget formulation, execution and monitoring, financial analysis, financial artifact creation (Purchase Authorizations, Purchase Requisitions), status briefings, resource planning documents, and congressional inquiries. Respond to ad-hoc requests from multiple divisions with efficiency and analytical understanding of data being presented. Develop financial monitoring and tracking tools, and create PowerPoints and documents to demonstrate understanding of program financials. Interact, utilize, and assist team members with various FAA financial systems. Collaborate with external stakeholders in reporting requirements and external financial goals. Qualifications Required: * 7+ years of experience in government finance-focused positions; focused on managing government financials (program actuals/expenditures, spend plans/ETCs, monthly reports and financial briefings). * Strong analytical background in gathering and interpreting complex amounts of data and excellent communication skills. * Strong proficiency in MS Excel, MS PowerPoint, and other MS products. * Bachelor of Science Degree in Finance, Business, Economics, Mathematics, or Operational Research. * U.S. Citizen and eligible for a Public Trust clearance. Desired: * MA/MS/MBA degree in Finance, Business, Economics, Mathematics, or Operational Research. * Proficiency/direct experience in the following of FAA financial systems: Delphi, G-Invoicing, PRISM, OBIWAN, ORACLE, CWP, REGIS, CIMS, SPIRE, NPC, E2 Travel. * Experience utilizing and working in FAA financial processes such as Corporate Workplan (CWP), Funding JON request (FJR), GovTrip, and resource planning documents (RPDs).
