This Forestry Natural Resource Pilot provides resource protection within the Division of Forestry, public safety, and provides professional aviation support to all other disciplines within the department.
Responsibilities of this position include:
+ Provide pilot services and specialized flying techniques so that aircraft utilization is maximized within the Department of Natural Resources and other government agencies as needed.
+ Establish flight planning and maintenance practices so that the aircraft is in a flight ready status.
+ Fulfill administrative duties as a member of the regional staff so that all aviation consulting, reporting and planning are conducted efficiently and effectively.
+ Properly use, maintain and store issued equipment so that they are always serviceable.
+ Provide fixed-wing pilot support for wildfire suppression and detection, aerial photography, and passenger transport.

**Preferred Qualifications**
+ Experience operating an aircraft for Natural Resources activities such as conducting aerial surveys and census of wildlife populations, photography, fire suppression, aerial applicator, and mapping for various lands use projects.
+ Working knowledge of the operation, capabilities, limitations and maintenance of both fixed winged aircraft as well as the specialized equipment used for various natural resource missions.
+ Ability to operate an aircraft in specialized manners such as from = unimproved strips sufficient to meet the needs of all disciplines within the department.
+ Remote Pilot Certificate
+ Certified Airframe and Powerplant (A&P) mechanic preferably with Inspection Authorization (IA).
+ Experience in FAA Part 135 Operations as Director of Operations or Director of Maintenance.
+ Completed factory training for Daher Kodiak 100 aircraft.

**Additional Requirements**

Under administrative direction, the purpose of the position is to perform flight operations within the Aviation Division of the Sheriff's Office Department of Fire Rescue and Emergency Services. Employees in this classification are certified public safety employees. Position operates as the pilot in command for multi engine helicopters in response to a variety of emergency and fire rescue missions. Position provides assistance with on-the-scene emergency medical care. Work involves an element of personal danger and employees must be able to act without direct supervision, utilizing initiative, and discretion in response to emergency circumstances. Performs related work as directed.

As the pilot in command, operates rotary-wing aircraft in response to fire rescue scene calls, inter-facility transports and search and rescue missions and/or assist people in distress.

Conducts all flight operations in compliance with the FARs, the aircraft flight manual, BSO General Operations Manual, Operations Specifications, and BSOFR policies/procedures.
Transports victims, patients, equipment, and medical personnel; ensures that the aircraft and weather conditions are flightworthy to transport medical crew and patients to and from medical facilities.
Performs aerial firefighting operations.
Conducts Rescue Hoist operations.

Performs station duties as assigned by the Chief Pilot.
Completes all training and qualification events required to maintain currency as dictated in 14 CFR Part 135.
Conduct training flights to enhance air operations, safety, efficiency, and coordination with other units, when assigned performs flight instructor training and safety duties.
Maintains current knowledge of local geography and roadway networks.
Ensures that a shift change briefing is conducted with the pilot going off duty, with medical personnel, and with the communications center. These briefings will include, but are not limited to; aircraft status, interrupted flights, hazards map updates, forecast and current weather, medical interior issues, pending missions (PR's, training, medical), ride along, sterile cockpit, and any other pertinent information as appropriate.
Completes all flight assignments in a safe and professional manner. The Pilot in Command is responsible for assuring that all crewmembers assigned to their aircraft make safety the number one priority in all activities.
Actively participates in the continuous improvement phase of BSOFRs Safety Management System (SMS).
Submits 'Hazard/Incident Report' to Chief Pilot and Director of Operations. Report submission criteria include but are not limited to, diverting for weather, bird strikes, mechanical discrepancies, CRM conflicts, and all events regarding safety of flight.
Maintains positive customer relations.
Performs basic life support first aid emergencies. Assists paramedics in patient care as directed.
Responsible for maintaining their qualifications in keeping with the requirements outlined in the FARs, the BSOFR Training Manual, and this General Operations Manual for their assigned position. To include but not limited to night currency IAW FAR 135.247
Performs related duties as directed, Aviation Life Support Equipment Officer, Safety Officer, Instructor Pilot, Check Airman, Chief Pilot, Director of Operations.
Tasks involve the intermittent performance of moderately physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Most tasks are performed in flight where proper provisions are in place in terms of employee security and protection. Due to the nature of aerial operations, tasks include potential for intermittent exposure to disagreeable elements consistent with inclement weather, high wind speeds, and equipment stress. Due to rotorcraft weight limitations, employee must not exceed a 220 pound weight limit with flight suit and boots. Some tasks include working around moving parts, light to moderate weight motor equipment, and materials handling where physical risks are predictable and/or controllable by observance of standard safety precautions.

This position is located in the Metropolitan Police Department (MPD), Special Operations Division, Homeland Security Bureau (HSB). The purpose of this position is to operate a helicopter in the performance and support of aerial surveillance, search and rescue operations, traffic monitoring and reporting as well as the timely dissemination of information to involved law enforcement units.
The incumbent pilots an Airbus AS350B3 helicopter in support of law enforcement duties, including the protection of life and property, prevention and apprehension of law violators.
This Helicopter Pilot position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
The incumbent will be responsible for the following:
* The incumbent in command of the aircraft is the final authority to the safe operation of the aircraft, interpreting weather reports from the National Weather Service and other weather reporting services to determine altitude, deviation from the planned route and determining a flight route to ensure safety.
* Assists ground units and provides airborne support for missions including patrol, aerial search and rescue missions, surveillance and information gathering.
* Operates as Pilot-in-Command (PIC) for high-risk and dynamic aviation missions, providing critical air support for real-time tactical surveillance, fleeing suspect tracking, executive protection, major event overwatch (such as inaugurations and marches), search and rescue operations in both urban and wooded environments, and aerial assistance for perimeter security and crowd control during large-scale public events.
* Executes flights in complex Class B, Special Flight Rules Area (SFRA) and Flight Restricted Zone (FRZ) airspace with enhanced security protocols, FAA coordination, and interagency communication.
* Conducts flight missions during day and night-time conditions to search for subjects; identifies police locations; and searches for suspects and critical missing persons. Utilizes Night Vision Goggles (NVG) and Forward-Looking Infrared (FLIR) camera systems to conduct operations in total darkness and/or limited visibility environments.
* Transports personnel and equipment as required for specialized missions, including Emergency Response Team (ERT), K-9, Dive Team, Crime Scene Search, or other departmental personnel as needed.
* Provides live video downlink to the Joint Operations Command Center (JOCC) or other command centers as well as small size mobile receivers.
* Maintains written and computerized flight logs and pilot records in compliance with applicable regulations of the Federal Aviation Administration (FAA), unit standard operating procedures, and other agencies as necessary.
* Reads and keeps abreast of publications and airworthiness directives from the FAA. Makes necessary adjustments to helicopter operations based on information and directives. Provides direct support to vehicle pursuits from the aircraft, which allows supervisors to manage the pursuit under departmental guidelines. Conducts aerial searches of the Washington, DC area to locate suspects that have gone in hiding in a particular area.
* Periodically conducts river and traffic observations of major thoroughfares to include, snow emergencies, highway accidents, utility road work, waterways, etc. Observes and reports roadway conditions that are severely impeding traffic. When appropriate contacts the Department of Public Works and other local agencies or jurisdictions to advise of traffic impediments.
* Works with law enforcement officials from other District and Federal government agencies, state and local jurisdictions. Serves as a liaison with air traffic control facilities and the Transportation Security Administration as necessary.
* Subject to testify in a court of law.
* Performs other related duties as assigned.
Licensures, Certifications and other Requirements
Must possess and maintain a Federal Aviation Administration (FAA) Commercial Rotor Craft Pilot license with an Instrument Rating. (Must provide proof of license).

Work Experience
Must possess 1000 hours in Rotor Wing Aircraft as Pilot in Command (PIC), of which 120 hours in the last 12 months, 200 hours as PIC during night conditions. Must provide the Pilot logbook as proof of hourly PIC.
Must possess and maintain a current FAA Flight Review in Rotor Wing Aircraft.
Experience Operating in Class B or restricted airspace.

Work Environment
The operation of the helicopter is subject to hazards and requires the incumbent to monitor aircraft systems during flights constantly. Situational awareness must be observed during flight operations. Special attention should be constantly given to environmental factors, such as terrain, wires, cranes, towers, changing weather conditions and other similar issues of concern.

DUTIES AND RESPONSIBILITIES:

Incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate members or effectively recommend such action.
* Plan and assist FSG leadership to direct department in the use of aircraft.
* Recommend and assist in developing policies and guidelines in all phases of flight operations for State-owned and contracted aircraft, to include flight standards and training programs.
* Ensure that all pilots who fly department aircraft comply with minimum training and proficiency requirements.
* Assist in the acquisition of aircraft, to include monitoring, evaluating, and making recommendations for improving aircraft equipment, safety equipment, and the air program relative to flight operations.
* Act as relief and primary pilot of State-owned and contracted aircraft in the performance of all FSG aviation missions, as needed.
