Responsibilities
* Support pre-award, award, post-award, amendment, and closeout activities for federal grants and cooperative agreements.

* Ability to manage multiple concurrent actions with accuracy and professionalism
PREFERRED QUALIFICATIONS
* Experience using GrantSolutions, ESC PRISM, FMIS, or similar federal grants management systems
* Experience supporting DOT or other civilian federal agencies
* Proficiency with Microsoft 365 tools (Excel, Outlook, Teams, SharePoint)
* Familiarity with infrastructure, construction, transportation, or research grant programs

Job Duties:

DESCRIPTION OF WORK
In this position, you will draft the Commonwealth's annual Commercial Vehicle Safety Plan for Federal Motor Carrier Safety Administration (FMCSA) approval, as well as prepare the Department's annual Motor Carrier Safety Assistance Program (MCSAP) federal grant application. You will coordinate, calculate, and maintain MCSAP performance measures, developing both internal and external data-collection methods to assess program effectiveness. In addition, you will track the receipt, disbursement, and availability of federal and state grant funds; monitor agency MCSAP expenditures; and prepare accounting vouchers and required quarterly reports for submission to the FMCSA and other state agencies.

Participates in work group assignments developing, implementing, reviewing and evaluating WIC local agency staff training and participant education materials. Utilizes plain language writing skills to develop easily accessible messages and materials. Possesses strong editing, plain and written language skills and willingness to develop instructional design skills. Possesses strong analytical, verbal, and written skills when interacting with WIC local agency staff, WIC participants, CDPH staff, and stakeholders.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The Women, Infants, and Children Program (WIC) has been part of the nation's nutrition safety net for 50 years.

Under the direction of the Supervisor I of the Operational Management Unit, the Analyst II is responsible for providing complex technical analytical support in the areas of Assessments, Collections, Liens, Accounting, Business Services, Enforcement and Data Management. The incumbent will analyze, research and compile documentation, review and write reports, create lists, track spreadsheets, update and maintain District databases and spreadsheets for Division reports. The incumbent will develop processes to enhance and effectively track and monitor projects to ensure compliance with state and federal policies and regulations. The incumbent will perform complex technical analytical assignments, work independently, and make recommendations.

Working Conditions
This position is located in Sacramento and is eligible for a hybrid telework schedule, with employees required to work in-person at 715 P Street, MS 1803, Sacramento, CA 95814. At least three days of remote work and up to two days of in-office work per week is the available hybrid telework schedule for this position. Alternative work locations will not be considered.
