The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
* Supervise and direct the day-to-day activities of the OFM staff responsible for budget formulation and execution, and general administrative support. In this capacity, assist program offices in developing financial plans, allocate funding, monitor costs and expenditures; review and initiate financial plan adjustments; and develop regular review of program data.
* Analyze, evaluate, develop and advise on the organization, work methods and procedures for providing administrative support systems; organizational structures; records and files; management processes; staffing patterns; automating work processes; communication and financial plans.
* Exercise significant responsibilities in dealing with officials of other units or organizations and advises higher-level management officials on plans and programs.
* Coordinate the collection, analysis, and submission of reports required of the Office of Financial Management, Departmental Offices, and/or the Department, by statute, regulation, or administrative directive. These reports are submitted to external entities such as the Office of Management and Budget and Congress and are used by them in their oversight responsibilities.

You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
* Experience in developing and reviewing a wide variety of written materials related to Financial Management, using experience with laws and regulations affecting financial management; AND
* Experience resolving issues and coordinating leadership approval of financial, staffing, and contractual documents; AND
* Experience working with senior officials regarding issues with high level options and recommendations.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
* Experience assisting in the development of a wide variety of written materials related to Financial Management using experience with laws and regulations affecting financial management.; AND
* Experience working with and advising senior officials on high level issues.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

Job Summary
The incumbent serves as a Management & Program Analyst responsible for conducting maternal health data analyses to support activities across DHCF and the District of Columbia, including analyzing cost, utilization, and quality data for monitoring and evaluation purposes.
Duties and Responsibilities
Performs detailed data analyses on maternal health related issues for Medicaid, Children's Health Insurance Program (CHIP), Alliance and the Immigrant Children Program. Assesses and evaluates maternal health data needs across Medicaid managed care and fee-for-service programs; analyzes utilization, costs, and quality of maternal health services; makes recommendations to the DHCF executive team based on gaps in care identified in the data. Manages and enhances a maternal health dashboard to support monitoring and evaluation activities Works collaboratively with grant subgrantees, providers, and key community stakeholders to meet reporting milestones.
Works with DHCF's Medicaid Data Warehouse to extract and manage data to support model operations. Works with District DC Health Information Exchange partners to understand key considerations for appropriate data sharing to support maternal health programs. Keeps the supervisor informed of progress on research projects, implementation of programmatic changes, responses to stakeholders and any adjustment or changes to existing policy and practice to affect goals and deadlines. Presents complex, quantitative documents, oral reports and briefing as directed to inform maternal health policy and programmatic decision-making.
Qualifications and Education
Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

OIG is responsible for preventing and detecting fraud, waste, and abuse by conducting audits, criminal and administrative investigations, inspections and evaluations, Medicaid fraud investigations, and other activities related to assessing, reporting on, and improving the efficiency, effectiveness, and fiscal integrity of District of Columbia Government operations and programs.
Duties and Responsibilities
Incumbent conducts inspections and evaluations of District agencies, offices, and programs to assess the efficiency and effectiveness of operations, policies, procedures, regulations, and laws. Develops project goals and objectives, participates in project planning and in coordinating, and carrying out inspection and evaluation activities.
Identifies deficiencies and abusive or wasteful practices, recommends appropriate changes through findings and recommendations, and drafts referrals for audit, investigation, or corrective action where inappropriate or where illegal practices are identified. Incumbent may perform data and trend analyses of DCG agency programs to identify operational problems and make recommendations. In addition to her/his own assigned writing responsibilities, Incumbent participates in ensuring the overall accuracy and quality of project-related products published and disseminated to stakeholders.

The Program Analyst:
* Drafts policies and procedures, and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements mandated by Congressional statute (Omnibus Transportation Employee Testing Act of 1991) across the whole transportation industry at the national and international level.
* Provides assistance to and interacts with the OAs, other OST offices, government agencies, the transportation industry, and other business entities supporting national and international drug and alcohol testing and prevention programs and efforts, as appropriate.
* Assists with providing technical and program training and seminars at the national level to specific audiences, including DOT agencies, physicians, industry representatives, substance abuse professionals, collection site personnel, laboratory representatives, and consortia/third party administrators.
* Serves as a technical Drug and Alcohol policy advisor in dealing with government officials, modal administrators, officials, and representatives of private transportation industries, members of professional associations, labor unions, and academia, and the public in the areas of federal laws and regulations, Departmental procedures and requirements, and the procedures utilized in effective substance abuse deterrence and detection programs.
* Stays current on the Department of Health and Human Services Mandatory Guidelines for urine and oral fluid, including any subsequent updates.
The ideal candidate is a highly motivated and innovative candidate with a background in regulatory work, and/or public policy. You must have excellent writing skills for authoring regulations, policies, and advisory documents. You must also possess strong verbal abilities to explain everything from basic to complex topics. You must be able to work cooperatively as part of a team of experts and communicate well. Knowledge of Federal drug and alcohol testing regulations is required.

* Experience in urine specimen collections, specimen testing process, verification of the results of the urinalysis, and alcohol testing process in order to administer, evaluate, and/or audit a drug/alcohol testing program (e.g., Federal-employee or Federally-regulated transportation industry drug /alcohol testing program).
* Experience in reading/analyzing Federal rule-making documents, including regulatory language, preamble language, and economic analyses.
* Experience in attending meetings, training seminars, exchanging of information sessions, interacting with other Federal agencies, and defending your agency's position related to deterring drug use and alcohol misuse in the Federal and/or transportation sector workplace.

Job Summary
The incumbent serves as a Program Analyst responsible for providing oversight of Enrollee Services activities within the managed care program and overseeing performance and execution of the Enrollment Broker Services contract.
Duties and Responsibilities
Oversees and monitors all Enrollee Services activities performed by four (4) of the District of Columbia's contracted Medicaid Managed Care Plans (MCPs), such as ensuring timely enrollment and disenrollment of Medicaid beneficiaries, access to timely services and their Rights and Responsibilities. Collaborates with the DC Access System (DCAS) to investigate and resolve eligibility issues related to Managed Care enrollees. Serves as the primary point of contact with the Office of Health Care Ombudsman and Bill of Rights to promptly resolve issues related to health plan assignments, enrollments and disenrollment's. Serves as the Contract Administrator of the Enrollment Broker Services contract, completing all delegated activities to ensure compliance with the scope of work that includes but not limited to timely and accurate mass enrollment of beneficiaries determined eligible for the DC Healthy Families Program (DCHFP), DC Healthcare Alliance (Alliance) and Immigrant Children's Program (ICP).
Reviews complex, analytical written documents, and briefings on various healthcare administration topics associated with Managed Care and enrollee services. Serves as the primary point of contact with internal and external stakeholders such as healthcare providers, hospitals, ESA and other District agencies, and the Enrollment Broker to resolve issues related to outstanding enrollment, disenrollment and Medicaid ID assignments. Collaborates with the DC Office of Contracting and Procurement (OCP) to draft Requests for Proposals (RFPs) for solicitation of the Enrollment Broker contract.

Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. Responsibilities
Design all planning and preparatory aspects of the training & exercise (T&E) process
Schedule all T&E meetings and lead team communications
Develop T&E documentation / materials
Prepare for planning meetings
Execute discussion-based and operations-based exercises
