Purpose and Impact:
This is complex professional work supervising and monitoring the work of an assigned group (unit) of workers under the employee's direct supervision. The employee in this position is expected to become familiar with agency contract goals and requirements and to ensure staff performance toward those goals. In addition, knowledge of Florida Child Welfare statutes, administrative code, and operating procedures as well as any additional policy provided by the local Lead Agency, Department of Children and Families Regional Quality Assurance staff or Department memo is necessary for the proper performance of this position. The Case Management Supervisor is required to demonstrate advanced skills in communicating with, motivating, training, and evaluating employees, and is expected to meet regularly with each worker under supervision to mentor and monitor performance. Additional responsibilities include the on-boarding of new staff, the coordination and tracking of required training hours for certification, as well as assessing progress of new case managers in preparation for child welfare certification. Supervisors are expected to participate in the recruitment and hiring of workers for their units and may need to create Employee Improvement Plans to initiate proceedings to address deficiencies in staff performance.
Essential Functions:
Develops Performance standards and job duty expectations with workers, reviews standards and plans for continuous improvement.
Communicates worker's compliance with these expectations on a regular basis.
Creates, identifies, and coordinates the activities of newly hired case managers including shadowing experiences, compliance with training requirements, and opportunities for field/classroom training.
Reviews each case in unit caseload at a minimum, on a quarterly basis. This review must include a one-on-one discussion with the assigned case manager, recommendations for case progress, documentation of the review and recommendations in the Florida Safe Families Network (FSFN) online database. Cases identified as high risk will need a more frequent level of oversight.
Monitors and directs the day-to-day work of case managers. This monitoring must include the completion of home visits within required time frames, the completion of required tracking tools, court documentation, staffing packets, family assessments, safety plans, case documentation in FSFN within 48 hours, file maintenance and other required case work in timely manner.
Attends/ensures preparation for all unit case staffings, reviews incoming cases, and determines how best to assign new cases within the unit.
Reviews and assists with complex cases, provides guidance and support.
Reviews work products such as family assessments, home studies, court reports, case plans and case documentation with case managers, and provides consultation and direction to them to ensure appropriateness, clarity, quality, and thoroughness.
Identifies performance needs of case managers and other assigned staff, and develops and implements training plans and/or other opportunities for performance improvement.
Provides guidance to case managers and other staff by coaching, motivating, training, and providing staff development activities.
Identifies and promotes outstanding performance.
Participates in court proceedings as necessary, and monitors worker performance in court.
Mentors all new case managers in the field each month by participating in a home visit with the case manager and providing the case manager with appropriate feedback after that home visit. These mentoring visits are to be documented by the Supervisor in FSFN within required time frames.
Keeps Assistant Program Director and Program Director advised of high risk or problematic cases and arranges for multi-Disciplinary staffings for cases as necessary.
Attends program Supervisor meetings as scheduled and shares information gathered with unit workers and other team members.
Conducts regular unit meetings with staff to share information, provide training, discuss cases and participate in team building activities.
Develops training and staff development plans with each staff person under his/her supervision.
Conducts all required performance evaluations with assigned workers in a timely manner. Submits evaluations to Program Director for discussion and review.
Provides community education through public presentations.
Participates in agency CQI (Continuous Quality Improvement) activities as required.
Other Functions:

Training: Attends and successfully completes all mandated training courses, must attend and successfully complete “Supervising for Excellence” training curriculum. Must complete all agency requirements to become certified as a Child Welfare Supervisor within required timeframes.
Confidentiality: Adheres to all confidentiality rules.
On-Call: Supervisors are expected to be available and on call at all times. Supervisor carries an active cellphone during regularly scheduled work hours, as well as after hours and on weekends, in order to immediately respond to all calls.
Must demonstrate sensitivity to our service population's cultural and socioeconomic characteristics and needs.
Other:
Case Manager Supervisors are charged with ensuring that their case managers fully understand case ownership responsibility as the integrator of all services and supports identified for each child, including therapy, other mental health services, health and dentistry, developmental services, educational support, permanency and safety; as well as their responsibility to make trauma sensitive transitions when it is determined that a caretaker lacks the needed level of responsibility to care for their children.
Physical Requirements:
Must have a high level of energy, be adaptable to irregular hours, be flexible to cover on-call as needed, be able to travel as needed.
Education:
Must possess a bachelor's degree in human services field. Must have a Child Protection Certification or be eligible and pass waiver toward certification requirement. Master's Degree is preferred.
Experience:
Must have a minimum of three years of experience as a certified child welfare case manager, preferably in the Florida Dependency system. Prior supervisory experience preferred.
Skills:
Knowledge of theories and practice of child protection, social work, and family assessments.
Knowledge of professional ethics related to child protection and counseling.
Knowledge of theories of adult learning, ability to facilitate group and individual training activities
Knowledge of physical and behavioral indicators of abuse and neglect.
Knowledge of effective management skills.
Knowledge of interviewing techniques.

Assists in developing work schedules, distributes duties among personnel and arranges for additional personnel as needed to ensure effective operation of all functional areas of the facility during assigned shift.
Assists in coordinating youths' appointments and transports and with intake/discharge procedures as needed, including receiving/releasing residents' personal property, searching for potential weapons and contraband, and completing forms as needed. Works cooperatively with other facility staff in sharing information regarding youth.
Ensures compliance with state rules and regulations and facility policies and procedures, and ensures security of various facility areas as assigned, including conducting security checks and room searches, scheduling/overseeing periodic searches for contraband, monitoring electronic door locks and security communication devices, and monitoring residents' actions, activities, and visitations.
Ensures compliance with behavior management system, including reviewing all disciplines issued to residents, reviewing grievances and arbitrating complaints as needed. Reviews and investigates written reports on all incidents regarding use of confinement, force, or restraint.
Administration of medication and maintains accurate documentation regarding prescription medication to youth.
Regularly inspects housing units, identifying problems/concerns, and taking corrective action as directed.
Maintains various detailed records as required, and prepares narrative reports as required or requested, such as maintenance, youth behavior, security, and staffing issues. Periodically assists with developing, coordinating, and conducting training sessions as requested.
Responds to problems and emergencies from off-duty status, aiding other facility areas as needed. Assumes specific responsibility for coordinating youth and staff in the facility during emergencies, such as fire and severe weather.
Other Duties Include:
Maintain a high standard of role model behavior for youth.
Participate in training and development activities as required.
Report any acts, incidents or conditions that reflect the possibility of inappropriate youth-to-youth or staff-to-youth relationships.

Requirements:
Education: High School Diploma Required. Bachelor's Degree Preferred.
Experience: Minimum of three years of experience working with children with serious emotional disturbances or substance abuse problems in a residential setting is required. Prior supervisory experience in related setting is preferred. Working knowledge of and ability to assist in assessing youth regarding chemical dependency, substance abuse, and physical, sexual, and emotional abuse.
Skills: Possession of or ability to obtain first aid/CPR; Effectively supervise, direct, monitor and appropriately interact with youth, and diplomatically deal with sensitive situations; Effective verbal and communication skills with co-workers, other stakeholder departments, Probation Officers, caseworkers, law enforcement and court personnel, juvenile residents, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Assists Unit Supervisor in establishing and supervising daily structure and routine procedures
Implements cottage activities of daily living to include: wake up and bedtime routine, meal time, and maintains a clean, inviting, safe, and orderly environment
Maintains clients' personal hygiene, cleanliness, grooming, clothing and adheres to infection control procedures and practices universal precautions
Escorts clients safely to activities or appointments on or off campus as needed

Coaches recreational activities to role model and encourage client participation
Consistently follows proper guidelines and procedures for intervening with aggressively physical clients
Ensures that all staff complete assigned duties and document accordingly
Audits all direct care documentation, to include daily progress notes & group logs, to ensure accuracy, required signatures and completion in a timely manner
Plans, conducts, organizes and assigns staff to program activities during shift
Completes client admissions or assigns a staff to complete - check and double check belongings for contraband, send inappropriate items and luggage home with legal guardian
Assign Special Counselor to new clients within 48 hours of admission
Assist in training residential counselor's on Special Counselor duties and responsibilities
Complete Special Counselor audits in 10e11 weekly - review and ensure that Special Counselor notes, milieu notes and TPU's are in the chart weekly
Assist Special Counselor with client birthday celebrations
Complete weekly chore list for clients
Train, role model, and complete documentation for new Residential Counselors during initial 80 hours of job shadowing
Ensure all staff are actively participating in shift pass down and relaying important information regarding each client
Ensure and review that daily meal roster and monthly meal count is completed and given to Unit Supervisor
Assists Unit Supervisor in posting the monthly training calendar in the unit
Assists Units Supervisor with sending training reminders for Residential Counselors and ensure training requisitions are sent to HR in a timely manner
Bulletin Boards - assign staff, with client assistance, to keep up to date
Assist Unit Supervisor with ensuring at least three room searches are completed randomly on each shift
Assist with scheduling van testing with facilities for new Residential Counselors
Assist and/or assign staff to order and mange weekly condiments from the kitchen
Provide information on census obtained and given to the appropriate department.
Assumes duties of Unit Supervisor as delegated by the Associate Program Director in the absence of the Unit Supervisor
Participate in staff interviews, when needed, for leadership training
Models appropriate and professional behavior (i.e., dress, habits, personality, tact, etc.)
Relates with clients, parents, peers and the general public in a respectful and professional manner in person and phone interaction.
Recognizes and reports signs and symptoms of abuse or neglect.
When Unit Supervisor is out of office, ensure new hire paperwork for Residential Counselors is sent to HR within one week
Assist and/or facilitate Team Meeting bi-monthly
Assist with staff supervision when requested from Unit Supervisor
