He built a dam across the river to Granger Island and in 1821 constructed a water-powered grist mill, the first on the lower Maumee and the location became known as Pray’s Falls.
In 1831 he laid out the village of Waterville with the first 50 lots.
The year 1843 ushered in a new era for Waterville with the opening of the Miami and Erie Canal.
In 1845, the United States Government transported soldiers on the canal from Toledo to Cincinnati for the Mexican War.
The Pekin Mill was built in 1846 where the canal met Mechanic Street.
Waterville's history starts with the early settlers that came to the Paint Creek Valley after a treaty in 1846 with the Winnebago Indians.
With Iowa gaining statehood in 1848 the county was officially opened for settlement.
The first settlement in the neighborhood of what would become Waterville was in 1850.
In 1850 one such man, Riley Ellis, came to the area and built a grist mill.
J. Spooner opened a store, and in 1856, James Beebe built a hotel.
The Waukon and Mississippi Railroad was completed through town in 1877, at which point, Waterville became the only station between Waukon and Waukon Junction.
The village was incorporated in 1882.
The position was first created in 1888, the same year that Waterville became incorporated as a City.
Charles Horace Nelson, the owner of Nelson 4209, Maine’s champion trotting stallion – In 1891 Nelson 4209 was titled, King of the Stallion.
Waterville was incorporated as a city in 1912.

For 30 years the red interurban cars raced across the bridge,one actually winning a race against an airplane in 1930, rocketing along at nearly 100 miles an hour.
With the completion of the Route 24 Bypass in the year 2012, the village landscape will be transformed again.
