We currently have an opening for a Business Systems Quality Assurance Analyst on our ReEmployME application team. This posting is statewide in Maine with hybrid remote work including at other agency locations. Statewide and (some) nationwide travel may be required to meet with team members, colleagues, and other partners. This position will indirectly oversee both in-office and remote-working testing resources. Prior knowledge in Unemployment Insurance is preferred but not required. Primary responsibilities include: Work in the analysis and design of quality assurance testing related to business procedures for complex processing operations, their transition to digital processing, and adherence to quality standards. Responsibilities include leading or participating requirements gathering, coordination of systems testing activities; developing test scripts and testing strategies; recommending business requirements, protocols, and controls; serving as lead for quality assurance testing activities for small projects; assisting with components of medium and large projects; and maintaining business systems to support continuous improvement. Work is performed under limited supervision. This position will provide support for the Unemployment Insurance ReEmployME system. The ReEmployME system is a cloud-based application used in the determination of eligibility of Unemployment Insurance, disbursement of unemployment benefits and determination of employer tax liability, employer unemployment insurance tax rates and employer contributions. The position will report to a Labor Program Specialist and a Business Systems Manager. The work will include interaction with staff and managers from the Office of Information Technology, bureau staff, ReEmployUSA vendor support and development teams and ReEmployUSA partner states. * Assists in coordinating system and leading testing activities to validate the integrity of the system and document quality control standards are maintained throughout systems and processes and meets business standards and practices. This includes performing system testing. * Recommends changes to business quality controls, and complex documents to support proper delivery of program services and product deliverables. * Provides technical advice and consultation to management and professional staff regarding quality assurance standards and associated business practices. Confers with vendors and/or IT personnel on system problems to troubleshoot abnormalities and identify solutions. * Develops draft test scripts and testing strategies to examine electronic system functions and business change management processes to verify compliance with quality assurance standards, to identify and recommend process improvements, and to ensure systems function as designed. * Performs review of test scripts and documented results drafted by others to provide input and to make recommendations for approval. * Collects and evaluates pertinent data related to projects to develop reports and recommendations, summarize information, and document change management processes. * Knowledge of project management principles, methods, and techniques for developing, scheduling, and coordinating projects and resources. * Knowledge of scientific methodologies requiring interactive testing approaches. * Knowledge of applicable state and federal laws, rules, and regulations. * Knowledge of current business and management systems, methods, and processes. * Knowledge of quality assurance principles, methods, and risk assessment. * Knowledge of data warehouses and user types. * Knowledge of software development life cycles. * Knowledge of computerized applications used in accounting systems. * Ability to develop evaluation and monitoring systems. * Ability to draft test scripts, document and compare results. * Ability to participate on or lead a small team. * Ability to establish and maintain effective working relationships. * Ability to write technical reports and documents.     CBHH Care Coordinator - Children's Behavioral Health Home (Full-Time/40 hours) The CBHH Care Coordinator is a direct service staff position for our Children's Behavioral Health Home (CBHH). This position contributes to program outcomes through the provision of care coordination for CBHH members supporting a client oriented, integrated health service that strives to improve health outcomes, cost effectiveness, and enhanced consumer engagement. Work is conducted at members' homes, at providers' offices, at TOA locations and in other community settings. Care Coordinators will collect data, participate in program initiatives, attend team meetings, coordinate service teams for each member, use information to improve health outcomes and complete documentation in a timely fashion. Work is performed, reviewed, and evaluated under the Director through staff meetings and individual supervision. The Care Coordinator: Develops a plan of care for each individual by creating and maintaining a therapeutic relationship with CBHH members (clients) to enhance wellness and increase community inclusion. Identifies and obtains community resources (family members, medical providers, social workers, educators, etc.). Establishes a plan of care through a client-centered approach that encompasses an integrated care approach, to bridge the gap between medical care and mental health care. Advances the CBHH member's care plan by building an effective service team of professionals and natural supports around each CBHH members. Meets program expectations for productivity and caseload sizes. Provides timely and accurate documentation that reflects clinical work accomplished with client, ensuring work and documentation meets all licensing and contracting expectations. This includes the intake and review of LBA applications and drafting of licensing decisions. The position will also coordinate with staff in the Department's Seafood Inspection and Pathology Programs to ensure that the licensing of land-based facilities culturing marine organisms complies with laws and rules under the jurisdiction of those respective programs. The position would also help coordinate compliance action between the Aquaculture Division and Seafood Inspection Program including analyzing inspection data to draft reports that may be used in formal proceedings and the processing of lease and license applications. The position will also be responsible for developing and implementing any new licensing programs within the Aquaculture Division. Work is performed under limited supervision. This position reports to Augusta, but some remote work is possible with supervisor approval. REPRESENTATIVE TASKS: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned). * Develops, implements, coordinates, and oversees statewide policies and programs addressing identified needs. * Advises senior staff on aquaculture issues, and recommends actions to keep management advised, resolve issues and concerns, and determine priorities. * Identifies, researches, and analyzes aquaculture issues and develops recommendations to address identified needs. * Attends meetings, seminars, and conferences relating to aquaculture to represent the Department in local, state, and federal arenas. * Prepares reports, letters, and other informational documents relating to aquaculture issues to document findings and recommendations and explain the Department's position. * Responds to inquiries from attorneys, members of the public, industry, and other interested parties to provide information and explain the Department's position. * Receives and reviews new applications for aquaculture licenses to ensure completeness and adequacy. * Drafts decision documents for the Department that detail all evidence, findings, and conclusions of law.
