To tell a recruiter you are not interested in a position, be brief, honest, and respectful. Recruiters can be extremely helpful, so you want to try to maintain the relationship, even if the position they offer to you is not something that works best for you and your career goals.

The best way to preserve that relationship is to be honest. Explain why you are not interested in the position. This does not need to be long, but it could be something like, "I accepted an offer with a different company", or "This position does not allow for growth in (X) area or (Y) area, which I really look for in my next role."

Networking can be essential for success in many career paths, so even though this position is not a fit now, the company could work out later, or you and the recruiter could cross paths again, so be sure to keep your communications respectful. Do not just ignore the recruiter.
