Better Community Living company history timeline

1988

In 1988, Executive Director and founder Thomas C. Riley, had a clear vision and began putting his ideas into action.

In 1988, BCL was granted its first contract with the Massachusetts Department of Developmental Services (“DDS”) to operate a home for four persons.

Independence Northwest opened its doors in 1988.

1991

In 1991, BCL began providing supported day and employment services in response to individuals with unique and challenging needs.

1993

Wade Blank died on February 15, 1993, while unsuccessfully attempting to rescue his son from drowning in the ocean.

1999

1999 Olmstead affirms that people with disabilities have the right to receive state-funded supports and services in the community rather than in institutional settings, and it has changed the lives of thousands of people with disabilities who want to live in their own homes.

2010

In 2010 these programs developed to include Day Habilitation Services.

2012

The Secretary of the Department of Health and Human Services (Kathleen Sebelius, at the time) established ACL using her authority on April 18, 2012.

2014

In the FY 2014 annual appropriation, Congress transferred to ACL the State Health Insurance Assistance Program ($52 million) from the Centers for Medicare & Medicaid Services as well as the Paralysis Resource Center ($7 million) from the Centers for Disease Control and Prevention (CDC).

2016

That same year, the Limb Loss Resource Center ($2 million) was transferred from CDC to ACL. In the FY 2016 annual appropriation, Congress transferred the Traumatic Brain Injury program ($9 million) from the Health Resources and Services Administration to ACL.
