Board Of Mr-Dd company history timeline

1952

The year was 1952 and the events that were occurring in Jefferson County, while not as publicized, were no less significant.

The organization goes back to 1952 in the basement of Washington School in Steubenville, where eight students were enrolled and the teacher was Mrs.

1953

25, 1953, a council class was started in the basement of St Stanislaus Church for those kids not approved for the state program and supported strictly by contributions.

1967

In the fall of 1967, Fayette Progressive School opened with 8 children at the First Presbyterian Church on Market Street.

Since 1967 the Licking County Board of Developmental Disabilities (LCBDD) has served the Licking County community as the entity to plan for, provide and pay for services for people with developmental disabilities.

With the passage of Ohio House Bill 169 in 1967, each of Ohio’s 88 counties was required to form a county Board of Mental Retardation.

1970

In October of 1970, the adult activity center was formed and located in the St Joseph Roman Catholic School in Toronto, and at that time it served 30 adults.

1971

The year 1971 brought about the first passage of a local tax levy for 0.8 mills.

1972

In 1972, the Supplemental Security Income (SSI) program was created, relieving families of the financial responsibility of caring for their adult disabled children.

1973

In November of 1973, the first levy, .35 mills for 5 years was passed, and the budget was $43,600.

1974

Sam Mauk became the first superintendent of the program in 1974, replacing Mr.

1976

Home Training (Now called Early Intervention) began in 1976.

1977

In the first official Special Olympics activity, the Fayette volleyball team placed 2nd in a tournament at Orient State Institute in March of 1977.

1978

In 1978 the FATC Board voted to change the name of the workshop to Fayette Progressive Industries (FPI).

In 1978, the School of Bright Promise was among the first special schools in the state to be recognized by the Ohio Board of Education.

1980

A separate state agency was soon formed after the split of the Department of Mental Health and Mental Retardation in 1980.

1984

Richard Pfannenschmidt became the second superintendent in 1984 replacing Sam Mauk.

1985

Beginning in 1985, teacher certification through the Department of Education became a reality and they were transferred into the (STRS) system.

1987

One Special Olympics athlete, Rosemary M. was selected to attend the International Special Olympics Games at Notre Dame University in Indiana in 1987.

1997

Steve Hilgeman was hired as the 3rd Superintendent of FCBDD in 1997 and construction began for the new Early Childhood Family Center (ECFC) at the current site on Leesburg Avenue.

2002

In 2002, an effort was made to increase the levy dollars but was defeated by the voters of Jefferson County.

2011

Shared services between Highland County and Fayette County began in 2011 with the 4th Superintendent, Fred Williams.

2014

In 2014, a major change began within the adult program.

2015

2016

In 2016, the first CEO for Jeffco was hired and the process was started.

2017

In 2017, our agency celebrated its 50th anniversary and marked the occasion with a variety of special projects.
