The Principal Engineer will join a team of transportation professionals responsible for development, design, and implementation of some of the most exciting and transformative transportation projects in the Bay Area. The Transportation Authority's capital development and delivery portfolio includes:

Treasure Island (TI) Ferry Terminal Enhancement Project

Pennsylvania Avenue Extension (PAX) Project
Oversight of select transit agency projects utilizing local funding from SFCTA such as Caltrain, TJPA, SFMTA, and BART
Oversight of select highway projects utilizing local funding from SFCTA or local coordination between Caltrans and other SF departments.
As the Principal Engineer, you will be responsible for managing capital projects through various phases of development including planning and concept design, environmental review, final design, procurement preparation, and implementation. You will also support senior executives in the management and oversight of larger capital projects implemented by the Transportation Authority and our partner agencies. You will work closely with consultants, staff colleagues, and agency partners. We are particularly interested in candidates with interests and experience in either or both of rail transit project development and state highway project development, including Caltrans review and approval processes.

Annual Compensation Range: $141,554- $195,346
Salary is effectively higher since the Transportation Authority offers an employer contribution to a retirement plan in lieu of Social Security.

Training and Experience
Completion of a bachelor's degree in an appropriate discipline such as Transportation Planning, and Civil or Transportation Engineering. Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. Bechtel is seeking a Lead Field Welding Engineer to join the Port Arthur LNG Project.
Job Summary:
In this role, you will lead, implement, and maintain global construction field welding programs and provide specialized welding engineering support. You will manage, inspect, and monitor the welding test lab, the rod room, the weld heat treatment program, and the laboratory quality plan. Your technical advice will help ensure defects, behaviors, and other issues are rectified prior to final inspection. #LI-BH1
Major Responsibilities:
Supports the Project Field Engineer and the Lead Field Welding engineer in implementing the site welding program on small projects Implements and maintains Bechtel Field Welding program for all welding operations.
Provides technical assistance to field supervision and craft.
Provides support to ensure construction meets all code, specifications, and Bechtel procedures.
Provies technical knowledge for ASME, API, and AWS or other code designed and fabricated items.

Regulatory Development Division
The Regulatory Development Division works with staff, management, executives, and Board members to develop and modify Air District rules to provide emissions reductions, improve air quality, and protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:
work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and local air quality impacts in overburdened communities)
work with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution
lead, conduct, and coordinate scientific, economic, and technical research work
review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with various control options
analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development
brief Air District executives and present at workshops and board meetings
work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders
perform related work as assigned
Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants within the Air District's jurisdiction. It provides technical support to other programs and assists businesses, trade associations, agencies, environmental groups, and community members with permitting and compliance issues. The division is responsible for implementing the Air District's Facility Risk Reduction Program to reduce health risks from existing facilities or sources. The position will work on the Air District's Toxic Air Contaminant (TAC) Control Programs, designed to identify, assess, and reduce public exposure to toxic air contaminants. The programs integrate federal, state, and local regulations to:
Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified TAC sources
Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts
Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools
These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area. The Engineering Division also engages in programs and projects including, but not limited to:
Dispersion modeling and health risk assessments for toxic emissions

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work, including:
Processing permit applications for complex facilities
Analyzing air emissions and other metadata
Evaluating program effectiveness
Providing project leadership
This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies, and may represent the Air District in multi-agency working groups.

Must possess a valid California driver's license and a valid California Professional Engineer license.

The Role We Want You For
Ventana is currently seeking a Cost Engineer to join our team. In this role, you will be assisting in the development and management of the project financial strategy. You will be working directly with the project management team (Direct report to Director of Cost Management) to manage the project budget, costs, change orders, billings and forecasts. The Specifics of the Role
Works with all project disciplines to ensure understanding of total project cost budget allowances and targets.
Review project documents and specifications to accurately identify, develop and track request of change orders (General Contractor related), baseline estimates, potential risk exposures while communicating potential impacts to the financial targets, schedule and overall project management process.
Works closely with the accounting department to ensure the correct integration of all information needed to ensure accuracy in billings, payment applications, change orders, direct cost, labor cost, etc.
Works closely with the project management team, executive management personnel, subcontractors, as well as occasional contact with clients.
Responsible for cost engineering, cost estimation, cost analysis, and control activities for projects with significant non-routine requirements or for proposal estimating activities which require a moderate degree of technical skill and experience.
Ensuring quality, accuracy, consistency, spend profile, performing change management, and transparency in all cost management deliverables.
Take ownership of the cost control function and ensure integrity of the cost and forecast reporting
Requirements
Minimum of a Bachelor Business Administration, Engineering, or Construction Management Degree
Minimum of 2 years in the construction industry
Knowledge of project development stages, procurement, project controls and construction execution practices is required.
Working knowledge of applicable computer software such as PMWeb or similar project portfolio management software, data Serv, excel, JDE, Microsoft Bi Variance, etc.
Effective problem-solving skills.
Results oriented and deliver on customer commitments.
PMP certification would be ideal.

Position Summary:
The PackagingEngineer at Oatey Co. is responsible for designing, developing, testing, and implementing packaging solutions that ensure product protection, regulatory compliance, operational efficiency, and a best-in-class customer experience. This role collaborates closely with Manufacturing, Quality, Supply Chain, Logistics, Procurement, and Marketing teams to support new product launches, optimize existing packaging systems, and reduce total landed cost through material and process improvements.
Position Responsibilities:
Packaging Design & Development
Develop innovative packaging systems for new and existing Oatey Co. products, including primary, secondary, and tertiary packaging.
Identify and implement changes to packaging designs to optimize quality performance and cost.
Verify that packaging designs are optimized for manufacturing, including pack-out efficiency, ergonomics, and production repeatability.
Create packaging specifications, drawings, and documentation using CAD tools.
Evaluate packaging materials (corrugate, plastics, films, foams, etc.) for cost, performance, sustainability, and manufacturability.
Ensure packaging solutions comply with regulatory requirements regarding materials, labeling, and usage.
Supplier & Cross-Functional Collaboration
Work closely with packaging suppliers to enable creative, cost-effective alternatives, support troubleshooting efforts, and provide technical assistance to Oatey's Logistics and Operations teams.
Establish supplier quality standards, develop incoming inspection plans, and support supplier audits and performance reviews.
Partner with Procurement on supplier qualification, cost-reduction initiatives, and material innovation opportunities.
Testing & Validation
Conduct ISTA, ASTM, and distribution environment testing for packaging validation.
Analyze test data and implement necessary design modifications to ensure packaging durability and product protection.
Validate packaging for manufacturability, sustainability, and regulatory compliance.
Manufacturing & Process Support
Provide technical support to Oatey production teams regarding packaging processes, equipment, and materials.
Develop and optimize packaging work instructions, pallet patterns, and packaging line efficiencies.
Lead root-cause investigations for packaging defects, shipping damage, or customer complaints.
Cost Optimization & Sustainability
Identify and implement cost-saving opportunities through material substitutions, structure redesigns, or process improvements.
Evaluate and integrate sustainable materials or processes that support Oatey's environmental goals.
Improve cube utilization and freight efficiency through optimized palletization and secondary packaging design.
Documentation & Compliance
Maintain accurate packaging specifications, bills of materials (BOMs), and engineering change documentation.
Ensure packaging designs meet applicable domestic and international regulations.
Support continuous improvement efforts within Oatey's quality systems and documentation standards.
Knowledge and Experience:
Required
5+ years of packagingengineering experience, preferably in manufacturing environments.
Strong understanding of packaging materials, manufacturing processes, and distribution environments.
Experience with CAD tools (SolidWorks, ArtiosCAD, AutoCAD, or equivalent).
Familiarity with regulatory requirements around packaging materials and usage.
Strong analytical, problem-solving, and communication skills.
Technical aptitude and strong attention to detail
Effective cross-functional collaboration
Project management and organizational skills
Continuous improvement and cost-reduction mindset
Ability to balance cost, quality, sustainability, and operational needs
Preferred
Experience in consumer goods, industrial products, or plumbing/HVAC packaging.
Knowledge of palletization software (TOPS, Cape Pack, etc.).

Experience working with packaging automation equipment and suppliers.
Education and Certification:

Position Summary
This position is responsible to improve and develop machines, tools, equipment, and processes, for effective and efficient production while ensuring that safety, quality, and productivity goals can be achieved daily. Prepare related project documents, including RFQ (requests for quotes), quote comparisons, PRA (purchase request authorization), purchase contracts, Gantt charts, and others as required.
Prioritize project requests with manufacturing leadership and other internal customers. Coordinate execution of projects with Maintenance and Production teams.
Write standard work for processes and set target production rates
Apply lean and continuous improvement management principles throughout the department's daily activities
Flexible work schedule to include coordination of 24-hour on-call service to manufacturing maintenance and off-shift problem resolution
Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork

Knowledge and Experience
0-5 years of manufacturing engineering experience
Advanced knowledge of MS Office applications
Strong leadership and communication skills, both verbal and written
Excellent interpersonal skills including listening, coaching, and conflict resolution.
Working knowledge of all applicable OSHA standards including lockout/tag out, confined spaces, blood borne pathogens, machine guarding, hazardous communication, personal protective equipment, etc.
Familiarity with and prior utilization of continuous improvement manufacturing concepts, including lean and Six Sigma methodology.
Familiarity with FMEA
Working knowledge of PLC programming preferred
Experience with packaging equipment in a chemical processing environment preferred
Experience in preparing project scope assessments, capital plan authorization, vendor assessments/selection, etc. preferred
Experience with 2D drafting software (example: AutoCAD) or 3D software
Education and Certification
Bachelor's degree in an Engineering discipline is required.

What Success Looks Like:
* Prepares R.F.E.'s for projects to implement new tools and equipment. The expectation for these projects can be large in nature and may be complex; they will have long term impacts to the operation of our business and provide gains in profitability.
* Leads design estimation process, which includes determining the feasibility of design, estimates design times requirements, assembly, testing and project costs.
* Determines and calculates financial justification for projects through labor savings, efficiency gains, scrap reduction, safety hazard elimination, etc. Financial analysis to include IRR and payback period.
* Responsible for development of documentation necessary for manufacturability. This includes but is not limited to Bills of materials, Product Flow Charts, Part Drawings, Assembly Drawings, Schematic (Air, Lube, and Hydraulics) Piping Drawings and Orientation Drawings.
* Communicates design intent to electrical engineering, ensuring electrical requirements are included in the design, and the product operates in the most efficient manner, without unnecessary complexity.
* Manage total project activities with a plan for timely completion. The individual will be heavily involved in implementation teams and projects that have impact to the overall success of the organization.
* Provide technical assistance to all company departments, as well as other divisions and customer(s).
What You Bring:
* Bachelor of Science Degree in Engineering discipline or equivalent experience to prove capabilities.
* Minimum of two years' experience as a product/design/mechanical/manufacturing engineer or related engineering field.
* Proficient in project management and communication skills.
