The position is within the DataCollection Analysis Unit and considered an Electric Generation System Specialist I (EGSS I) state classification.
Our Energy Data Framework Specialist will perform analytical work on the topics of energy cost frameworks, historical energy use, end-use surveys, energy consumption and economic and demographic data sets and information regarding energy use in residential, commercial and industrial buildings.
The Energy Data Framework Specialist will coordinate with state stakeholders such as California Public Utilities Commission, CAISO, and California Air Resource Board on various projects. Our Data Collection Analysis Unit is responsible for implementing EAD's data strategy, using the latest data science tools and methodologies to inform stakeholders of relevant insights and developments.
** Telework option is available, but hired candidate must reside in California before starting.

About this Role:
The Data Analytics Division (DAD) is recruiting for a Research DataSpecialist III (RDS III) in the Data Science Branch (DSB), Research Advisory Services Section (RASS). The RDS III will determine the scope and parameters of research criteria and perform the more complex research and data analysis projects for DAD, DSB, and RASS. The RDS III will serve as a top expert in developing measure specifications, the analytic approach, and data infrastructure to assess the impact of Medi-Cal policies and programs on eligibility, access, quality, utilization, health outcomes, and expenditures in the context of disparities, equity, and population health. POSTITION OVERVIEW
The Project & Data Analytics Specialist provides oversight and consultation throughout the Supply Chain process lifecycle. This position will lead the internal supply chain group in data analytics, the monitoring and execution of strategic supply chain processes, vendor relationship management processes, standardization of end-to-end supply chain responsibilities, KPI development and monitoring, enabling positive customer care outcomes. The position will be responsible for project and sub-project management throughout the Supply Chain organization.
PRIMARY DUTIES / RESPONSIBILITIES
Defines, manages, tracks, and analyzes supply chain performance, best practices, standards, processes, metrics, and tools to promote internal implementation, compliance, and enable positive customer care outcomes.
Performs process engineering and design of streamlined methods and procedures to drive improved outcomes from all activities, whether strategic master data (such as sourcing, contracting, and catalog content management), tactical (such as req.-to-check processes), or ongoing life-cycle management (such as asset & inventory management, systems support, and supplier management.)
Serves as subject matter expert on supply chain policies and procedures with the ability to develop teams, drive execution, and elevate the level of commercial and risk management expertise throughout.
Optimizes supply chain processes and policies to improve strategic commodity management, financial and operational efficiencies, to include modernization and movement to electronic means to reduce overall time required.
Oversees process documentation, templates, and conducts periodic reviews to ensure robust risk management, legal and commercial protections.
Monitors, analyzes, and maintains appropriate system utilization and accuracy of data.
Drives and disseminates actionable, key business reports to all levels of the organization.
Participation in audit support and resolution of findings.
Define, implement, and drive execution of project requirements, workflows, and plans.
Manage projects to achieve target scope, schedule, and cost.
Demonstrated ability to manage projects and prioritize activities appropriately.

Determines to what degree the facility supports the approved instrument flight procedure(s) associated with those facilities inspected.
FG-12/13: Responsible and accountable for the verification of performance and reliability of numerous interrelated systems providing a range of services essential to the operation of the NAS. He/she certifies that all facility signal in space parameters conform to national standards and specifications, that all technical data is complete and accurate. Determines to what degree the facility supports the approved instrument flight procedure(s) associated with those facilities inspected. The effectiveness and safety of the ground navigational aids within the NAS are directly attributable to the professional performance of the incumbent in determining the final accuracy and usability of each facility.
Develops workable solutions for use in resolving unanticipated situations adversely affecting heavily used or operationally critical components of the NAS. Defines new useable parameters to allow continued use of a system after determining whether a facility has decreased performance through a flight inspection evaluation. Responds to questions regarding interim solutions to identifiable problems and evaluates overall plans and proposals for system-based solutions for major new systems and system enhancements.
Prepares and recommends Notices to Airmen (NOTAMS) related to technical issues of facilities and procedures.
Serves as an expert consultant to regional, national, military, and international technicians and engineers with respect to system performance and reliability. May be called upon to instruct ground personnel in facility requirements, ensure compliance with ICAO equipment standards, and to recommend adjustments/corrections.
Initiates action for timely restoration of services and systems, recognizing the availability of backup systems, possible reconfiguration to minimize service interruptions, and the relative criticality of particular systems to the safe and efficient operation of the NAS. Inspects new or modified systems, identifies necessary service improvements or system enhancements or improvements, and develops requirements to meet anticipated future needs.
Must be a certified flight inspector having authority to verify the performance and reliability of numerous interrelated systems providing a range of services essential to the operations of the NAS. This certification grants flight inspection personnel the authority to carry out FAA's responsibility in ensuring satisfactory operation of air navigation facilities and instrument flight procedures in accordance with Order 8200.1, U.S. Standard Flight Inspection Manual.
All Levels: Weighs information derived from a variety of databases, provides experienced based estimates, and uses automated and manual electronic information gathering systems and techniques and experience to assess NAS performance and quality of service.
Completes the flight inspection services on procedures and facilities. Although Technical Operations is the major customer, the services are also performed in support of U.S. and foreign military operations, including contingency operations, and internationally.
Maintains currency in survival techniques to include: water ditching, cold-water survival, depressurization in flight, and aircraft evacuation procedures. Employee is responsible for passenger/observer emergency procedures briefings.
May require access to classified information, including SECRET, since information concerning the location of some navigational aids is classified.
Must maintain a current Class III medical certificate.

Qualifications
Education and Experience
Bachelor's degree in Computer Science, Business or related field;
