About the Positions
We're seeking Environmental Specialists at various levels to support large, heavy-civil infrastructure programs-including highways, roads, bridges, transit (including rail and bus), and airport projects delivered through both traditional and alternative methods. You will contribute to environmental planning, documentation, and permitting efforts. These dynamic roles combine both office-based and field responsibilities that could include conducting environmental and land use analyses for scoping and conceptual studies, performing wetland delineations, conducting ecological and habitat surveys, evaluating mitigation site suitability, monitoring construction and post-construction activities for compliance, preparing NEPA documentation, developing or reviewing environmental permits, etc.

Responsibilities
may include, but are not limited to, the following:
Conduct data collection and analysis for projects in collaboration with other staff.
Develop and implement methodologies and technical approaches for fieldwork, including setting up test equipment to gather scientific data.
Perform state water determinations and ecology special studies such as wetland delineations, habitat assessments, and protected species surveys.
Examine and evaluate current and potential environmental impacts related to the planning, design, and construction of proposed projects.
Assist with the preparation and/or review of technical reports on environmental impacts.
Provide scientific and technical support on environmental issues to project managers during project planning, design, and construction phases.
Assist in the preparation of applications and supporting documentation for local, state, and federal environmental permits, as well as ensure adherence to regulatory compliance laws and regulations.
Prepare and perform environmental compliance monitoring and provide recommendations for improvements or corrective actions.
Organize and prepare for public meetings and, when required, participate or lead discussions on environmental issues.
Attend meetings with clients, engineering firms, and staff to discuss and address environmental science concerns.

Minimum Qualifications
Bachelor's degree in environmental engineering, environmental science, geology, biology, ecology, environmental science, archeology, anthropology, or related field.
5+ years of relevant work experience supporting environmental compliance on heavy civil construction or infrastructure projects, ideally in a field-based role.
Strong observation, documentation, and communication skills, with the ability to interact with field crews and regulatory staff.
Proven experience and established and successful work history of executing the environmental review process for transportation or rail projects.
Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.)
Preferred Qualifications
Master's degree in environmental engineering, environmental science, geology, biology, ecology, environmental science, archeology, anthropology, or related field.
Experience with large (>$500M), complex, heavy-civil infrastructure projects that include highways, roads, bridges, transit (including rail and bus), and/or airport projects.
Experience delivering projects through both traditional and alternative methods (e.g., DB, CM/GC, P3).
8+ years of relevant experience specifically in NEPA compliance.
Knowledge and experience with environmental review and compliance requirements in California.
Experience with California EPA requirements and permitting.
Experience with GPS/GIS mapping, data development and management, GIS/CADD integration, and finished map production.
Experience with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
The salary range listed for this role is $80k-$100k/year ($40-$50/hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.

About This Role:

Who You Are
B.S. degree or higher in Engineering, Environmental Science, Chemistry, or another relevant technical degree
The candidate will have at least 7 years of multi-media environmental regulatory compliance experience (e.g., CWA, RCRA, CAA, etc.) and its application (i.e., conducting multi-media compliance audits and providing corrective actions; developing environmental compliance plans, SOPs and programs; supporting permitting and associated obligations, etc.).
Demonstrated experience working with California environmental regulations.
Experience in performing Soil, Water, and Air Sampling
Knowledge of laboratory methods and analytical procedures in support of environmental compliance programs
Will be expected to support program management with environmental compliance programs for industrial clients at multiple locations in California and along the west coast, including managing multiple subcontractors/compliance support teams.
Ability to support at times local, regional, and out-of-state travel up to approximately 1 week per month to conduct environmental compliance audits.

Supervised by the Rangeland Specialist, the Vegetation Ecologist will assist in the management of the District's grazing program which oversees livestock grazing on over 85,000 acres of park lands. Minimum Qualifications

ENVIRONMENTAL SERVICES SECTION
The Environmental Services Section plays a critical role in supporting the mission of the Public Works Agency by integrating environmental stewardship into the planning, design, construction, and maintenance of the County's transportation and flood control infrastructure. This section ensures that all projects and operations comply with applicable environmental laws and regulations, while promoting sustainable practices that protect natural resources and enhance community resilience.
Working closely with the Agency's engineering, maintenance, and construction divisions, the Environmental Services Section provides expert guidance and oversight throughout the Capital Improvement Program (CIP) delivery process. Staff coordinate environmental reviews and permitting under CEQA, NEPA, and other regulatory frameworks to facilitate timely project approvals and minimize environmental impacts. THE POSITION

Environmental Customer Coordinator
As an Environmental Customer Coordinator you will be responsible for servicing customer accounts by managing customer inquiries regarding Arcwood services, including cost and proper documentation to ensure customer satisfaction.

Position Duties
About the Multi-Discipline Engineering Internship
The Environmental Services Department is currently seeking to fill two (2) part-time unbenefited Undergraduate/Graduate Student Intern positions.
Student Interns of the Multi-Discipline Engineering Internship will rotate within five key engineering groups across the Environmental Services Department. Interns will rotate into each of these five engineering groups approximately every six weeks. These rotations will include travel to three distinct work locations which include San José City Hall, the San José-Santa Clara Regional Wastewater Facility (RWF), and San José Municipal Water System (Muni Water). At the conclusion of the internship, interns will have job shadowed in each of the five groups.
The key engineering groups are located withing the following sections:
Capital Improvement Program (CIP) Division
The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7 million residents and 17,000 businesses.
The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The division is also supported by a co-located team of consultant staff and staff from the Department of Public Works, who provide program management and construction management services.
* Responsibilities while working in CIP include but are not limited to: Supporting engineering staff on current projects in various phases of work, including feasibility, design, bid, and construction; attending project and staff meetings; attending design workshops; participating in construction site visits; assisting staff to manage facility-wide studies; and assisting staff in the areas of program management and controls.
Operations & Maintenance (O&M)
The Wastewater Management Operations and Maintenance (O&M) Engineering section works side-by-side with three divisions of wastewater management at the RWF - Plant Operations, Facility Maintenance, and Energy & Automation. The division is staffed by 226 full-time employees that includes operators, mechanics, various wastewater superintendents and supervisors, engineers, technicians, analysts, staff specialists, and other support staff. In addition, these groups are supported by various consultants. This section is responsible for managing various O&M repair/replacement projects, providing engineering support to the RWF, maintaining document management systems and record drawings, and providing leadership for the Asset Management system.
* Responsibilities while working in O&M include but are not limited to:
* Assisting with equipment tags, field verification, and creating missing tag lists.
* Assisting with uploading O&M manuals, equipment warranty documents, SOPs, and training related documents from CIP Final Submittals to WMDocs.
* Assisting with the review of preventive maintenance schedules from O&M manuals and creating PM schedule lists.
* Assisting with O&M Online Manual upgrades.
* Assisting with O&M Engineering projects.
* Other miscellaneous tasks as assigned.
Pretreatment Program - Watershed Protection (WSP) Division
The Pretreatment Program consists of the Source Control and Environmental Engineering sections and is responsible for implementing the federal- and state-mandated pretreatment program for industrial discharges to the San José-Santa Clara Regional Wastewater Facility. The program is required by the Facility's NPDES permit and is aimed at ensuring that certain dischargers have adequate treatment prior to the discharge of industrial wastewater to the sanitary sewer to protect water quality and the integrity of the wastewater collection and treatment systems. On an annual basis, the Pretreatment Program inspects approximately 350 businesses, collects more than 1,900 water quality samples, and reviews more than 900 self-monitoring reports. This group also permits and conducts inspections of newly regulated facilities such as dental offices.
* Responsibilities while working in the Pretreatment Program include but are not limited to: Assisting Sanitary Engineers in evaluating industrial and commercial facilities for compliance with federal, state, and local pretreatment requirements; writing and issuing Industrial Wastewater Discharge Permits; conducting plan check reviews of industrial and commercial facilities, and performing specialized environmental engineering studies in support of the Pretreatment Program, the Watershed Enforcement Program, and the Regional Wastewater Facility.
Municipal Water System (Muni Water) & South Bay Water Recycling (SBWR)
Muni Water
The Municipal Water System section is responsible for system operation and maintenance engineering support, and design and construction of the Municipal Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of water supply, capital improvements, construction inspection, and engineering support to operations and maintenance.
SBWR
South Bay Water Recycling (SBWR) is a recycled water wholesaler to four retailers: San Jose Water Company, San José Municipal Water, City of Santa Clara, and City of Milpitas. Customers buy recycled water from the retailer in their location.
SBWR is the regional permit holder for recycled water in San José, Santa Clara and Milpitas, ensuring compliance with State regulations for recycled water quality and use and is a leader in recycled water in Northern California.
SBWR's recycled water system consists of over 150 miles of pipeline, five pump stations, and 10 million gallons of storage in reservoirs. SBWR delivers more than four billion gallons of recycled water per year to more than 960 commercial customers, an average of 11 million gallons a day.
* Responsibilities while working in Muni Water & SBWR include but are not limited to: Supporting engineering and operations staff through research, data collection, and technical analyses for ongoing projects. Responsibilities will include conducting field visits and site inspections to observe construction and operations/maintenance activities, as well as participating in staff meetings, taking notes, and providing follow-up as needed. Additional assignments may be given to further assist the engineering and compliance team.

What You'll Do:

Terraphase Engineering is seeking a Project or Senior Project Environmental Engineer / Scientist to fill our position as an Environmental Compliance Specialist in one of our California offices (Sacramento, Bay Area, Los Angeles, Irvine, and San Diego).
The Role
The Environmental Compliance Specialist will perform professional consulting work of considerable complexity and executes and assist in managing technical projects encompassing day-to-day compliance subject matter in Waste, Water, and Safety regulations as well as some Air Quality regulations. Support of our multimedia services such as Hazardous Waste/Materials Management, Storm Water and Wastewater compliance, On-Site compliance, EMS implementation, and auditing. This candidate will routinely analyze regulations, permits, and agency guidance documents required for support of our compliance services. The candidate will be expected to interpret technical issues, then communicate those findings to staff, clients, and at times regulatory agencies. Project management duties and the ability to self-manage as required are expected.

7+ years of work experience as an Environmental professional with a focus on Waste, Water, Air, and Audits
Experience or desire to work in multimedia and environmental services as a consultant with a focus on:
Hazardous Waste and Materials Compliance such as SPCCs, HMBPs, CERS, and experience with Agency Reporting, and Industrial Storm Water and Wastewater Permitting and Compliance.
Ability to mentor junior environmental professionals to execute various compliance project tasks.
May be expected to serve with on-site Client Support.
Experience with QISP Services, MSGP Permits, and Special Discharge Permits;
Air Quality Compliance.
Experience with or desire to work within the process, manufacturing, and/or other industrial facilities as a consultant.
Prepare reports and submissions in a timely manner.
Support Project Managers and Team Members in project work.
Ability to manage multiple clients at any given time without losing focus on quality.
Ability to perform environmental inspections for compliance with established policies to identify potential new hazards.
Who You Are
B.S. degree or higher in Engineering, Environmental Science, Chemistry, or another relevant technical degree
The candidate will have at least 7 years of multi-media environmental regulatory compliance experience (e.g., CWA, RCRA, CAA, etc.) and its application (i.e., conducting multi-media compliance audits and providing corrective actions; developing environmental compliance plans, SOPs and programs; supporting permitting and associated obligations, etc.).
Demonstrated experience working with California environmental regulations.
Experience in performing Soil, Water, and Air Sampling
Knowledge of laboratory methods and analytical procedures in support of environmental compliance programs
Will be expected to support program management with environmental compliance programs for industrial clients at multiple locations in California and along the west coast, including managing multiple subcontractors/compliance support teams.
Ability to support at times local, regional, and out-of-state travel up to approximately 1 week per month to conduct environmental compliance audits.
Valid U.S Driver's license is required for this role.
Experience in supporting project teams;
Desire to learn or developing technical expertise in Multimedia compliance tools.
Excellent verbal and written communication.
Preferred having some experience performing Due Diligence Services;
Experience and willingness to grow at managing all aspects of the project from proposal through execution to close, including financial and contract management (i.e., developing proposals/cost estimates, managing clients, projects, and project teams; coordinating resources and managing subcontractors; etc.).
Analysis, interpretation, and application of rules and regulations toward practical solutions.
Capable of working independently in the field.
Ability to think critically and develop solutions.
Advanced computer applications, database management, and strong Microsoft 365, SharePoint, Excel, Word, PowerPoint, and Access abilities.
Field experience and ability to travel to client sites;
QISP is highly preferred.

As a key member of the stack team, this role will be responsible for a full range of duties including:
Manage logistics of the project resources by organizing resources with the logistics manager and office managers prior to the field test
Manage the onsite schedule and coordinate with the client plant contacts and regulatory contacts concerning scope changes.
Manage all daily field operational and safety aspects of the site-specific stack programs.
Responsible for data review and field quality control.

Job functions:

Receiving/ signing of chain of custodies
Logging in samples into LIMS Data system.
Preparing of laboratory samples for analysis.
Inputs and maintains technical information as needed to support the laboratory functions/operations.
Maintains Laboratory Notebook where applicable.
Creates bottle records, generates bottle labels, and labels samples.
Maintains all required documentation with accuracy and clarity.
Removes historical samples from completed jobs and assigns samples for disposal.
Provides communications regarding sample information to laboratory departments.
Communicates with clients regarding requests.
Adheres to internal standards, policies and procedures.
May be required to answer telephone inquiries or requests for bottleware, volumes, and courier pickups.
Performs other duties as assigned.
