About the Role
This is a skilled position requiring the individual to manage and help lead the company in being proactive in environmental compliance reporting directly to the Environmental Director. We seek a detail-oriented, self-motivated employee with strong communication skills to manage environmental compliance relative to aggregates and asphalt production. The successful candidate must be capable of establishing and fostering relationships with company personnel, regulatory agencies, and consultants.
Responsibilities
Assist the Environmental Director with implementing all company environmental policies and initiatives
Assist in obtaining all local, state and federal environmental operating permits required for aggregate and/or asphalt production facilities
Ensure company environmental compliance at all production facilities through education and training of company personnel
Perform compliance reviews and inspections of company facilities to ensure compliance with all applicable environmental permits, rules and regulations
Ensure records and appropriate documentation is being maintained at each aggregate facility to ensure compliance with operating permit conditions
Administer facility programs for solid waste, wastewater, stormwater and air emissions
Coordinate and complete periodic regulatory reporting for air emissions and stormwater and process wastewater discharges
Coordinate and complete required annual reporting for facilities under EPCRA Section 312 (Tier II)
Research and apply existing and proposed local, state and federal regulations to keep management aware of how regulations will impact the company
Coordinate any emergency spill response actions if necessary to minimize impacts to the environment and complete remediation efforts
Miscellaneous duties as required or assigned
Qualifications
Bachelors of Science Degree or equivalent experience in Environmental Science or a related field
Five years of environmental compliance responsibility is preferred
Knowledge and understanding of MSHA regulations that govern aggregate facilities is preferred
Maintaining a current Visible Emissions Evaluation Certification is required within 6 months of hire
Required Skills
Excellent communication skills with the ability to communicate at all levels within the company
Willingness to work in a team environment and assist supervisors with other duties as required
Must be able to work independently without close supervision
Must have and maintain a valid driver's license
Must be willing to travel and work away from home as required

The EnvironmentalScientist I responsibilities encompass supporting and contributing to a successful Environmental Services Division through execution of environmental compliance tasks under the supervision and guidance of a project manager. This includes development of Stormwater Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC) Plans, and related sampling, inspections and permit applications. The EnvironmentalScientist I will be responsible for the execution of field work within Texas and plan writing for numerous SWPPPs and SPCCs up for renewal in 2026. The position will require completion of field work at a variety of industrial facilities throughout Texas, thorough and accurate completion of written plans/reports, and excellent customer service to clients and the Texas Commission on Environmental Quality. The EnvironmentalScientist I role will report to the Water Quality Project Manager and regularly coordinate with other Raba Kistner peers and clients.
Other responsibilities include:
Performance of field activities including but not limited to site evaluations, stormwater feature data collection, identifying storage tank volumes, measuring secondary containment dimensions, annotating feature locations on maps, collecting photographic evidence and developing an inventory of oil containing materials.
Meet schedules and budgets for assigned projects.
Conduct field work to support environmental projects, including photographs and field mapping.
Interpret technical information and prepare technical reports, with particular focus on SWPPP and SPCC plans.
Assists with periodic SWPPP and SPCC compliance inspections if required.
Coordination of map drafting requests by preparing handwritten or electronic mapping instructions.
Independently scheduling site inspections directly with clients and peers.
Interact in-person with clients as necessary.
Apply independent judgment in decision making while conforming to written Standard Operating Procedures.
Performing basic mathematical calculations to estimate volumes.
Utilize web-based software in the development of written plans.
Utilize Microsoft Excel spreadsheets for project tracking and time reporting purposes.
Other duties as assigned by managing supervisor

Qualifications
Bachelor's Degree or higher in Environmental Science/Engineering, Chemistry, Geology, Biology, or related field required.
0-3 years of relevant experience preferred.
Possess a valid driver's license within the applicable jurisdiction and meet company's auto insurability requirements.
Some Knowledge of :
The Clean Water Act.
SWPPP and SPCC Plans (preferred).
Geographic data collection and other scientific data collection equipment, or the ability to learn to operate such equipment.
Ability to identify and resolve problems in a timely manner. Ability to work effectively in a team environment and indenpendely on a job site. **Job Summary:**

+ Maintain expert level knowledge of, Solid Waste, and Wastewater regulations.
+ Manage TPDES Permit renewal, SPCC and Storm Water program implementation and provide waste characterization support.
+ Oversee water supply contracts/permit and manage relationships with key water supply stakeholders.
+ Provide support for environmental compliance activities including air quality data analysis and reporting, Title V permitting and compliance certifications, New Source Review (NSR) permit applications and renewals, facility compliance audits.
+ Coordinate and/or participate in the collection, review, and submittal of data to support environmental reporting programs. Expertise with Continuous Emissions Monitoring Systems (CEMS) related data and regulatory programs, and familiarity with StackVision and QASA software programs desirable.
+ Coordinate and/or interact with regional/corporate plant environmental and plant operations personnel during compliance reviews, support agency air, solid waste, and wastewater inspections and internal third-party compliance audits; develop and implement compliance related tools and best practices at the Generating Station.
+ Provide response to environmental system upsets and monitoring system breakdowns, including field data collection, situation assessment and system analysis to prevent recurrence of these conditions.
+ Coordinate all aspects of testing programs: Regulatory agency notifications, direct test contractors, communicate requirements to on-site personnel, evaluate test results, data and procedures for compliance with applicable environmental requirements.
+ Provide and document environmental support of facility operations, including technical assistance, training, Management of Change, system operation analysis and recordkeeping.
+ Assist in interpretation and assessment of impacts of proposed environmental regulations on facility operations.
+ Ensure all compliance deadlines and obligations are met in accordance with permit requirements.
+ Provide onsite training for new hires and conduct ongoing training requirements for team members. Be available to be trained and/or continue training to assume responsibility for EPA permit-required roles and activities, including Method 9 opacity reading responsibilities.
