BCDC is seeking an Environmental Scientist to join the Adapting to Rising Tides Data and Science Unit. This position will support this unit, as well as the agency as a whole, with expertise in climate science and sea level rise adaptation as it applies to planning and policy initiatives around coastal management. This position represents a unique opportunity to ensure that regional decisions regarding adaptation planning and shoreline project permitting is informed by cutting-edge academic and scientific research alongside non-traditional or community knowledge. The Environmental Scientist performs complex and specialized science, planning, and policy tasks involving research and analysis, writing, and communications. Specifically, this position may lead or support the following tasks:
* Maintaining the Bay Adapt Currents sea level rise adaptation metric dashboard.
* Providing scientific support for sea level rise planning related to the Regional Shoreline Adaptation Plan (RSAP).
* Providing scientific support for San Francisco Bay Plan (Bay Plan) updates.
* Developing tools and trainings to improve permitting efficiency related to sea level rise and Bay Plan climate change policies.
* Representing BCDC on collaborative regional scientific efforts.

What You'll Be Doing:
We currently seek a Junior Environmental Field Technician who will focus on execution of Environmental Site Assessment field activities with a focus on safety, efficiency and compliance with procedures. The successful candidate will work independently as well as with contractors performing monitoring, sampling and site investigations, principally at active and vacant industrial properties as well as on public infrastructure properties. In all circumstances they must be able to take prime responsibility for the execution of the work. The responsibilities for this position will include but are not limited to the following:
* Soil sampling during drilling, test pitting and excavation activities
* Designated Substance and Hazardous Material Surveys
* Monitoring and groundwater sampling utilizing a wide variety of equipment
* Supervision of drillers and other contractors
* Operation of various types of equipment (e.g. GPS, data loggers, survey level, combustible gas meters, etc.)
* Completion of field documentation such as job safety analysis (JSA) forms, project field reports, field notes, monitoring and chain-of-custody forms
* Work with project coordinators/managers using interpersonal and organizational skills to ensure projects are completed on time and budget
* Work out of town up to approximately 50-90% of the time depending on project location, subject to project workload, weekends and evenings
* Perform other responsibilities associated with this position as may be appropriate
What Required Skills You'll Bring:
* Bachelor's Degree in earth sciences, civil, environmental, chemical, geological engineering or similar programs
* Experience as a Field Technician supporting Phase I ESA and contaminant remediation with experience including supervising drilling, collecting and logging soil samples, collecting groundwater and surface water samples and overseeing remediation (excavation, insitu chemical injections, etc.)
* Academic and practical experience with soil classification, various drilling methodologies and groundwater sampling methods
* Must have a valid Canadian driver's license and access to personal vehicle
* Experience with Designated Substance and Hazardous Material Surveys
* Should be able-bodied as the work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; lifting; recurring bending or similar activities
* Work in adverse weather conditions (i.e. hot, cold, rain and snow)
* Excellent written and oral communications skills
* Maturity in interaction and ability to operate self-sufficiently in the field
* Having the relevant educational degrees and desire to obtain a Professional Designation such as a professional engineer or geologist in Ontario would be an asset

Compensation Details
The salary range listed for this role is $80k-$100k/year ($40-$50/hour). We are seeking an experienced Environmental Compliance Sr Specialist to develop, lead, and oversee our environmental compliance strategy across operations, manufacturing, and facilities. This role will ensure adherence to all applicable environmental regulations, permits, and internal standards while driving initiatives to minimize environmental risk and impact. You will be responsible for managing compliance programs, conducting audits, coordinating with regulatory agencies, and fostering a culture of environmental responsibility throughout the organization. This position will be critical to ensuring we operate sustainably, responsibly, and in full compliance with environmental requirements.
What You'll Do:
* Lead the design and implementation of environmental compliance programs within assigned labs and R&D facilities, ensuring adherence to federal, state, and local regulations.

What you'll need:
* 6-10 years of experience in environmental compliance, chemical safety, or hazardous waste management, preferably in a lab or R&D/manufacturing environment.
* 1-3 years of leadership experience managing compliance programs, audits, or cross-functional environmental projects (not necessarily direct people management).
* Strong working knowledge of EPA, Cal-OSHA, RCRA, and state/local regulations related to chemical and hazardous waste management.

ENVIRONMENTAL SERVICES SECTION
The Environmental Services Section plays a critical role in supporting the mission of the Public Works Agency by integrating environmental stewardship into the planning, design, construction, and maintenance of the County's transportation and flood control infrastructure. This section ensures that all projects and operations comply with applicable environmental laws and regulations, while promoting sustainable practices that protect natural resources and enhance community resilience.
Working closely with the Agency's engineering, maintenance, and construction divisions, the Environmental Services Section provides expert guidance and oversight throughout the Capital Improvement Program (CIP) delivery process. Staff coordinate environmental reviews and permitting under CEQA, NEPA, and other regulatory frameworks to facilitate timely project approvals and minimize environmental impacts. The section also manages mitigation and monitoring programs that protect sensitive habitats, waterways, and species affected by road and flood control projects.
Beyond project-level compliance, the Environmental Services Section leads the Agency's regulatory compliance and environmental management programs. These include administration of stormwater and NPDES permit requirements, in coordination with regional and state agencies.
The Environmental Services Section also advances environmental innovation and sustainability initiatives, such as green infrastructure integration, creek and habitat restoration, and climate adaptation planning. By fostering partnerships with other jurisdictions, regulatory agencies, and community stakeholders, the section helps the Agency achieve its goals of environmental protection, infrastructure resilience, and public trust.
In addition to its environmental services functions, the Environmental Services Section also manages the County's Clean Water Programs and the Tree Program.

THE POSITION

ENVIRONMENTAL SERVICES SECTION The Environmental Services Section plays a critical role in supporting the mission of the Public Works Agency by integrating environmental stewardship into the planning, design, construction, and maintenance of the County's transportation and flood control infrastructure. This section ensures that all projects and operations comply with applicable environmental laws and regulations, while promoting sustainable practices that protect natural resources and enhance community resilience. Working closely with the Agency's engineering, maintenance, and construction divisions, the Environmental Services Section provides expert guidance and oversight throughout the Capital Improvement Program (CIP) delivery process. Staff coordinate environmental reviews and permitting under CEQA, NEPA, and other regulatory frameworks to facilitate timely project approvals and minimize environmental impacts. MINIMUM QUALIFICATIONS

We are seeking an experienced Environmental Compliance Sr Specialist to develop, lead, and oversee our environmental compliance strategy across operations, manufacturing, and facilities. This role will ensure adherence to all applicable environmental regulations, permits, and internal standards while driving initiatives to minimize environmental risk and impact. You will be responsible for managing compliance programs, conducting audits, coordinating with regulatory agencies, and fostering a culture of environmental responsibility throughout the organization. This position will be critical to ensuring we operate sustainably, responsibly, and in full compliance with environmental requirements.
What You'll Do:
Lead the design and implementation of environmental compliance programs within assigned labs and R&D facilities, ensuring adherence to federal, state, and local regulations.
Partner with operations, facilities, and engineering teams to embed compliance practices into daily lab workflows (chemical storage, labeling, segregation, hazardous waste removal).
Manage hazardous material lifecycle programs (cradle-to-grave tracking of chemicals, solvents, acids/bases, and hazardous waste streams).
Own the regulatory reporting cycle for assigned areas (air, water, waste, hazardous materials), ensuring accurate and timely submissions.
Conduct internal compliance audits and inspections, documenting findings, coordinating corrective actions, and tracking closure to completion.
Lead investigations of lab-level environmental incidents, identify root causes, and implement corrective/preventive measures.
Develop and deliver training modules for lab staff on hazardous waste handling, waste minimization, and chemical safety practices.
Serve as the primary point of contact with EHS vendors for hazardous waste pickups, chemical disposal, and recycling programs.
Track and maintain environmental performance metrics (waste volumes, disposal costs, audit findings, incident rates), and provide regular updates to R&D leadership.
Drive continuous improvement projects in pollution prevention, solvent recycling, and waste minimization at the team/lab level.
Travel between Emeryville and Santa Clara sites as needed
What you'll need:
6-10 years of experience in environmental compliance, chemical safety, or hazardous waste management, preferably in a lab or R&D/manufacturing environment.
1-3 years of leadership experience managing compliance programs, audits, or cross-functional environmental projects (not necessarily direct people management).
Strong working knowledge of EPA, Cal-OSHA, RCRA, and state/local regulations related to chemical and hazardous waste management.
Demonstrated ability to manage hazardous material programs across the full lifecycle (from procurement to storage, use, and disposal).
Hands-on experience conducting lab audits, inspections, and incident investigations with follow-up corrective action plans.
Familiarity with ISO 14001 Environmental Management Systems or similar compliance frameworks.
Strong project management skills - able to balance day-to-day compliance operations with delivery of program improvements.
Excellent communication skills, with the ability to train lab staff, partner with engineering/facilities, and present compliance findings to R&D leadership.
Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, or related field (advanced certifications such as CHMM or QEP a plus).

Key Responsibilities/Accountabilities:

The Role
The Environmental Compliance Specialist will perform professional consulting work of considerable complexity and executes and assist in managing technical projects encompassing day-to-day compliance subject matter in Waste, Water, and Safety regulations as well as some Air Quality regulations. Support of our multimedia services such as Hazardous Waste/Materials Management, Storm Water and Wastewater compliance, On-Site compliance, EMS implementation, and auditing. This candidate will routinely analyze regulations, permits, and agency guidance documents required for support of our compliance services. The candidate will be expected to interpret technical issues, then communicate those findings to staff, clients, and at times regulatory agencies. Project management duties and the ability to self-manage as required are expected.

Who You Are
B.S. degree or higher in Engineering, Environmental Science, Chemistry, or another relevant technical degree
The candidate will have at least 7 years of multi-media environmental regulatory compliance experience (e.g., CWA, RCRA, CAA, etc.) and its application (i.e., conducting multi-media compliance audits and providing corrective actions; developing environmental compliance plans, SOPs and programs; supporting permitting and associated obligations, etc.).
Demonstrated experience working with California environmental regulations.
Experience in performing Soil, Water, and Air Sampling
Knowledge of laboratory methods and analytical procedures in support of environmental compliance programs
Will be expected to support program management with environmental compliance programs for industrial clients at multiple locations in California and along the west coast, including managing multiple subcontractors/compliance support teams.
Ability to support at times local, regional, and out-of-state travel up to approximately 1 week per month to conduct environmental compliance audits.
