He also became involved with the company's development activities in Asia and Australia. Upon the combination of Liberty Media International, Inc. and UGC, which formed Liberty Global, Mr. Ramos became Chief Financial Officer for the Latin American division. In September 2005, he was promoted to his current position. Before joining UGC, Mr. Ramos was a Partner and Vice President at Investment Banking Services Ltd. (IBS), and Assistant Director of the Deutsche Morgan Grenfell office in Bogota, Colombia. Prior to this, Mr. Ramos worked for the Office of the President of Colombia and taught economics at Universidad de los Andes and Universidad Externado in Bogota. Mr. Ramos received a degree in Economics (1993), a degree in Law (1994) and a postgraduate degree in Financial Law (1995) from Universidad de los Andes in Bogota.

Under her leadership, NTCA has promoted public-private partnerships among rural communications providers and the U.S. Department of Agriculture and FCC, resulting in hundreds of millions of dollars flowing to rural communities to advance broadband networks and help close the digital divide. Bloomfield is a strong supporter of national efforts to improve the resilience and reliability of critical electric and telecommunications infrastructure and serves as a board member of the National Rural Telecommunications Cooperative and the Southeast Reliability Corporation (SERC).
