Ensure compliance with USPI's policies and procedures as related to internal controls.
Develop, monitor, and control the staffing needs, operations budget, and capital budget.
Develop, monitor, and control the purchasing plan to stay within the proposed budget and maintain compliance with group purchasing initiatives.
Ensure compliance with government regulatory agencies and accrediting bodies.
Negotiate and control all external contracts, such as those with physicians, ancillary services, plant maintenance, and purchasing agreements.
Establish pricing for procedures based on cost analysis and local market standards.
Foster positive work relationships among all departments of the facility and act as liaison between UPSI's Home Office and all staff at the facility.
Develop and ensure compliance with appropriate departmental policy and procedure manuals for use by the staff.
Closely monitor variations in the financial performance of the facility to avoid cash flow problems.
Personnel Administration
Hold monthly staff meetings outlining goals and priorities of the facility.
Manage exempt and non-exempt employees in accordance with the facility policies utilizing sound principles of practice and fairness.
Review employee performance as evaluated by their respective managers, ensuring that reviews occur as scheduled or at least annually for each employee.
Review and approve the disciplinary action and/or discharge of employees.

Develop employee productivity analysis, utilizing USPI's Staff Tracker, and assure efficiency of staff levels through increases or reductions in the work force as necessitated by changes in surgical case volume.

Clinical Services
Ensure that the surgical programs and clinical services are in compliance with the respective components of regulatory body and accrediting body standards. Work in conjunction with the Medical Director and Medical Executive Committee in the evaluation and development of existing and new surgical services at the facility.
Manage the clinical departments of nursing, central supply, medical records, and housekeeping, and supervise the contracted services of laboratory, radiology, pharmaceuticals, laundry, and biomedical engineering.
Monitor the adequate function of surgical equipment and patient care equipment through contracted services and follow-up on repairs.
Develop and implement a sales/marketing plan and lead the facility's sales team in accordance with USPI's Sales Plan and the business plan for the facility.
Identify and develop new services defined as appropriate for ambulatory surgery centers.
Foster positive public relations, marketing, and planning.
Quality Improvement
Develop, evaluate, and promote implementation of a continuous quality improvement program.
Administer the infection control program and medical staff review of the quality improvement program.

Develop statistical indicators to use in evaluating the overall operations and quality of care provided.
Serve as a member of the Quality Improvement Committee.
Medical Staff Relationships

Collaborate with the Medical Director and serve as a liaison in problem areas with the medical staff. Promote positive relationships between employees and practitioners.

Annual Base Salary for newly appointed CBPOs varies as follows:

Note: A fully trained CBPO is eligible for up to $45,000 in overtime pay in addition to the starting salary.
Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.

This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.

Calculate drug dosages and fluid drip rates
Know common drugs and their protocols and be able to explain them to clients Perform physical assessments and document observations
Collect and perform laboratory procedures:
● Ear cytology
● Shin scraping/cytology
● Fecal flotation/smear
● Urine sediment analysis
● Operate and maintain laboratory equipment (microscope, bloodwork machines, etc.) ● Tag and process cremations
● Perform venipuncture and catheter placement
● Prep wounds and apply bandages
● Monitor vital signs
● Understand the use and care of IV pumps
● Record all controlled drug use
● Properly place endotracheal tubes
● Administer and monitor anesthesia
● Assist in diagnostic, medical and surgical procedures as requested by a veterinarian ● Admit patients following hospital policy and doctor's written orders
● Discharge patients based on the veterinarian's orders, ensuring that patients are well groomed and in medically appropriate state
● Greet clients and pets by name
● Note in medical records the details discussed during client conversations including the date, time, key points of the discussion and any action required
● Answer clients' questions about veterinary services and products and provide knowledgeable advice about wellness, prevention and disease
● Fill prescriptions and provide routine administration instructions to clients ● Always refer to the veterinarian as doctor; never use the doctor's first name in the presence of clients
● Prepare consent forms, estimates/treatment plans and be able to discuss the hospital's financial policies with clients
● Prepare health certificates and/or proof of vaccination as requested by the client ● Advise clients on proper nutrition, flea/tick/heartworm preventatives, pre-anesthetic testing, pain management, shampoos, home dental products and other retail items ● Maintain clean, neat treatment and surgical areas including cleaning up at pets' accidents
● Explain invoices to show value for the care provided
● Know fees for routine services
● Wear personal protective equipment (PPE) required for each job duty and keep PPE in good working order. PPE includes goggles or face shields, aprons, gloves and/or other equipment assigned.
● Understand infectious diseases and how to control and prevent their spread ● Maintain positive and cooperative relationships with other employees ● Attend monthly mandatory staff meetings
● Attend mandatory continuing education seminars
Skills Needed:
● Ability to read and comprehend instructions
● Proper animal handling and restraint
● Effective communication with clients in person and by phone
● Experience in caring for animals, proper restraint techniques
● Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals
● Ability to work with computer-based veterinary software
● Exceptional customer service skills
● Ability to work in a fast-paced environment
Reports to: Head Technician and/or Technician Shift Leader
Educational Requirements:
● High school diploma or equivalent, some college preferred
● Minimum age requirement of 18 years old
● Minimum of one year experience as a Veterinary Technician or Assistant
● RVT license preferred
Physical Obligations:
● Able to lift and carry up to 50 pounds
● Endure standing and walking on hard floor surfaces for extended periods of time ● Able to work in noisy work conditions with sounds from animals and equipment ● Take safety precautions for exposure to toxins, drugs, anesthesia and radiation

Description
Responsible for railcar inspection and maintenance in accordance with FRA and AAR Regulations. Must re-rail cars and provide estimate damages at derailment sites, make out billing repair cards in compliance with AAR office manual, identify AAR/FRA violations when present on railcars. This is accomplished by performing all or any combination of the following duties: Must insure that all company guidelines are met, and that all safety rules are followed when performing duties. In addition, must be able to read and understand blueprints, make car repairs in compliance with FRA & AAR rules and keep good repair records. Should be able to perform foreign car repairs, as well as fleet car repairs. Must operate fork lift and work closely with other departments at derailment sites. May be asked to perform other duties as requested or required.
Essential Duties and Responsibilities

Education and Experience
High school education or general education (GED) or 3 to 6 months job-related experience; or equivalent of education and experience.
