The PMC Technical Studies Liaison will serve as a multidisciplinary environmental project manager within the DOT client Program Management Contract (PMC), coordinating across technical domains such as cultural resources, ecology, hazardous materials, air quality, and noise. This role is designed for a subject matter expert who can integrate diverse technical inputs into the planning and NEPA process, ensuring regulatory compliance and supporting project delivery.

**What You'll Do:**
+ Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
+ Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client's satisfaction. Leads or actively participates in client contract scoping and negotiations.

+ Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega and mega projects to the client as well as general presentations within the industry and community.

This opportunity entails being part of the leadership team responsible for the design oversight of the I-24 Choice Lanes Project, a $5 billion Public-Private-Partnership (P3) that will design, construct, finance, operate and maintain two new Choice Lanes in each direction along an approximate 26 mile corridor of I-24. + Serving as the lead interface with the client on moderately complex projects and major studies, including NEPA project development.
+ Developing successors to work with same client on other work.
**What We Prefer:**
+ Master's degree in Engineering
+ Experience working with state Departments of Transportation (DOT's)
+ Experience with transportation public involvement and communications
+ 12 years relevant experience
