Candidates who pass the exam will be placed on the eligible list in rank order according to their written examination score. Score Banking: Scores attained on the Protective Services Worker Exam for Family and Children Services will be 'banked' for two years, starting from the date of the examination. This means that, during this two-year time period, candidates need not take this test again. However, after one year, a candidate has the option to either (a) keep the same score and apply their test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the test. If a candidate opts to re-test, the re-test score becomes the candidate's official score since it is the most recent. If a significant modification is made to this exam in the future, the application of "banked" scores may no longer be appropriate. In such a rare circumstance, candidates with "banked" scores would be required to re-take the exam sooner than the two-year period specified above should they apply to another job opportunity where the modified exam is used. What else should I know? Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. Upon passing the exam, candidates will be placed on the eligible list for a period of 12 months. With its natural beauty, affordable housing, excellent educational system, abundance of recreational opportunities, and excellent quality of life, Shasta County is a great place to live, work, and raise a family. ABOUT THE DEPARTMENT Health and Human Services Agency: The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children's Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA's services to be more responsive to the needs of the public. Children's Services encompass the services that help ensure children are protected and safe. This branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives. The branch also encompasses children's mental health and youth alcohol and drug services. This branch also works with juvenile justice and education to coordinate services for clients. DISTINGUISHING CHARACTERISTICS Assistant Social Worker: Assistant Social Worker is the trainee class in the professional Social Worker series. A position in this class is distinguished from that of the next higher class of Social Worker in that the incumbent is given constant and detailed supervision in learning such items as departmental organization, social service programs, basic case study methods and casework services. As experience is gained, employees are assigned selected caseloads where consequence of error is minimal; case recommendations and casework methodology, however, continue to receive close review. Social Worker: This is the full journey level in the professional Social Worker series. Incumbents spend a substantial part of their time on the more difficult, sensitive, and specialized services where major case decisions are made independently and where consequence of error may be significant. Advanced casework skills, a high degree of program knowledge, judgment and creativity are required. Typical assignments include adoptions, child foster home placement, child protective services screening and intake, juvenile court case consultation and liaison, original licensing for child foster care homes, and initial assessment of adult protective services. This class is distinguished from the Senior Social Worker class in that the latter is expected to manage a difficult caseload at the highest level of skill. Senior Social Worker: Senior Social Worker is the highest level professionally trained worker in the series performing the most responsible and difficult casework dealing with highly complex family and individual problems in Child Protective Services, Juvenile Court, Adoptions, Placement, or Adult Services. This class is distinguished from the Social Worker class by its specialization in child welfare services requiring casework management at the highest level of skill, or by its advanced knowledge of the technical aspects of a program combined with the highest level of skill and experience in dealing with the complex problems within the senior and disabled adult population.
