Network Recovery Services history

The Vermont legislature began providing state funding in 2001 for the development of community-based nonprofit recovery centers, replicating the success of the original recovery center in White River Junction and the advocacy of its director, Mark Helijas.

Established in 2003, Connections Counseling is Dane County’s largest behavioral health outpatient clinic.

The progress continued into the new millennium when, in August 2004, Rosecrance opened a new $14 million, 78-bed campus to serve youth on University Drive in Rockford—The Griffin Williamson Adolescent Treatment Center.

Recovery Solutions (RS) was formed in 2005 through the passion and vision of Richard T. Lavin, its Founder and President.

In 2006, representatives from the seven existing recovery centers approached the legislature requesting help with the development of recovery centers, boards, and recovery-support approaches.

By 2010, it had become clear that Rosecrance and the Janet Wattles Center had similar, somewhat parallel missions.

In 2012, the VRN responded to a legislative request to develop program standards; the centers collaborated to develop these standards, which led to increased based funding based on the promising practices the centers provided.

The first merger took place in July of 2016 with an organization called Community Elements.
