The position of Director of Reliability Assurance reports directly to the SERC VP of Operations and is responsible for all aspects of SERC's Compliance Monitoring activities. Compliance Monitoring includes leading and overseeing all aspects of both the Operations & Planning (O&P) auditing/monitoring team and the Critical Infrastructure and Protection (CIP) auditing/monitoring team. Each of these two teams is led by a manager who reports to this position. DUTIES AND RESPONSIBILITIES:
Develop and implement the strategy and vision for all aspects of Reliability Assurance, including the O&P auditing team and the CIP auditing team.
Drives continuous improvement in all aspects of SERC's Compliance Monitoring activities
Develop policies for the SERC compliance monitoring program in accordance with applicable sections of the Regional Delegation Agreement, NERC Rules of Procedure (ROP), and the NERC CMEP. Activities include each of the eight designated monitoring methods and reporting of possible alleged violations
Manage the overall budget strategy and implementation plan for the Reliability Assurance team and ensure it supports the overall SERC Business Plan and Budget, staying within designated guidelines and boundaries.
Recruit, develop, motivate and retain qualified compliance monitoring management team and staff.
Sets strategic direction and leads staff to develop and implement methods to continuously improve Reliability Assurance programs and processes.
Work with Reliability Assurance staff and other departments to ensure that all programs and processes consistently address reliability risk and are cross functionally coordinated.
Manages and sets expectations for entire Reliability Assurance staff including the Managers over O&P Audits and CIP Audits and all supporting staff.
Remains fully informed with respect to bulk power system reliability and industry practices related to compliance activities.

QUALIFICATIONS AND EXPERIENCE:
Four year and/or higher educational degree in a technical field with preference for Engineering; equivalent experience acceptable.
Masters in Engineering, Business Administration (MBA) or related formal education in business is preferred.
Experience working in the Electric Utility Industry, NERC, FERC, or one of the 6 Regions is preferred.
Experience in Operations, Planning, Critical Infrastructure Protection, Security, and/or Regulatory experience is preferred.
Strong leadership background, including managing large teams, including responsibility for leading other managers preferred.
Continuing education or equivalent experience in strategic planning, group dynamics, critical thinking, business operations, project & time management, leadership, effective communication & administration are also highly desirable.
Additional certificate(s) relating to organizational or leadership skills.
Ten years of experience in electric utility industry with experience in regulatory and/or compliance activities in a related field, including at least five years in management positions or equivalent.

Conduct and Chair Preparatory Meetings

Verify and document that all matters received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use
Oversee daily and weekly QC/QA reports that reinforce activities that are being constructed in conformance with established standards

Position Summary: The Quality Control Manager (QCM) will serve as the primary authority for ensuring contract performance objectives, standards, and deliverables are met across all 81st Readiness Division (RD) sites. This position is contingent upon contract award and plays a critical role in maintaining mission readiness, service consistency, and compliance with the contract's Quality Assurance Surveillance Plan (QASP) requirements.
The QCM will design, implement, and manage a standardized Quality Control Program that supports all operational areas including Base Operations, Real Property, and Environmental services. Through proactive monitoring, detailed reporting, and root-cause analysis, the QCM will ensure the highest level of quality and customer satisfaction. This position is contingent upon contract award and is for a possible contract.
Duties and Responsibilities:
Serve as the primary quality authority with full responsibility and accountability for contract compliance, performance standards, and deliverable verification.
Direct and maintain a standardized Quality Control (QC) Program across all sites under the 81st RD's area of responsibility.
Develop, implement, and continually improve a Quality Control Plan (QCP) consistent with contract requirements and aligned with the government's Quality Assurance Surveillance Plan (QASP) §
Employ continuous inspection processes and data-driven trend analysis using mobile Contractor Support System (CSS) checklists and digital dashboards.
Conduct quality audits, performance evaluations, and preventive-action reviews to identify systemic issues and implement effective corrective measures.
Ensure that inspection findings and trend data are communicated promptly to the Program Manager and government representatives.
Facilitate regular QC meetings to evaluate performance results, discuss process improvements, and validate corrective action outcomes.
Develop and maintain enterprise-wide quality metrics and performance documentation for reporting to the COR/Stakeholders
Collaborate closely with the Program Manager (PM) and Site Safety and Health Officer (SSHO) while maintaining independent oversight per contract requirements.
Foster a culture of quality excellence through training, awareness, and accountability across all contract sites.
Required Qualifications:
The Contractor shall provide a QCM who has full authority and responsibility for assuring performance objectives and standards identified in this contract are met.
The QCM must have a minimum of 3 years of satisfactory and relevant experience at a comparable level of responsibility in projects of similar size, scope, and complexity.

The Quality Manager is accountable for all aspects of the organization's Quality Management System (QMS) inclusive of supplier, operations and customer quality as well as quality compliance both the Singapore and Monroe Additive Manufacturing facilities. The Quality Manager leads a team of Quality Engineers and Technicians to ensure the effective implementation and maintenance of the QMS per internal, regulatory, statutory and customer requirements. The Quality Manager is responsible developing and leading the execution of the organization's quality strategy ensuring quality goals and objectives to support business goals and operational excellence.
**What You Will Do:**
+ Accountable for the implementation, control and improvement of the Additive Design and Manufacturing (ADaM) team's QMS (ISO9001 & AS9100).
+ Serve as the Management Representative for the ADaM Quality Management System, leading all internal and external quality audit and certification activities.
+ Oversee the execution and improvement of quality processes and procedures, ensuring product and service conformity and compliance to regulatory, customer and internal standards.
+ Develop and implement quality policies and procedures for both Singapore and Monroe AM facilities, as needed. Provide direction and guidance for the development and implementation of cross functional policies and procedures.
+ Support Quality Engineers in the analysis and monitoring of Quality Clinic metrics and activity; provide strategic direction for systemic improvements needed to improve quality and delivery performance over Monroe and Singapore.
+ Oversee Quality Engineer execution and improvement of robust processes and controls for site APQP, PPAP, FAI, Calibration, Inspection Planning, SPC and NPI.
+ Support NPI reviews quality reviews and assessments, as needed.
+ Oversee Quality Technician execution of inspection plans, production operations and measurement equipment maintenance.
+ Lead and manage site Supplier Quality management and control processes onsite in. coordination with the Supplier Quality organization
+ Develop, manage and maintain SAP quality master data and inspection plans for all direct suppliers.
+ Serve as Training Coordinator for the organization, ensuring all functions/departments have identified training and qualification requirements for each role. Maintain training and competence requirements and records for all ADaM personnel.
+ Serve as Configuration Manager for organization, maintaining all configuration management policies and procedures; Oversee and lead the process maturity initiatives for Configuration Management; Lead the Change Control Board (CCB) and all associated activities.
+ Must be willing and able to travel up to 10% (domestic & Singapore).
**Qualifications You Must Have:**
+ Typically requires a University Degree and minimum 8 years prior relevant experience **or** an Advanced Degree in a related field and minimum 5 years of experience
+ U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
+ 3+ years experience with ISO 9001 standards and quality systems in a manufacturing environment
+ 2+ years experience leading and executing compliance audits
+ Experience writing and implementing QMS procedures or similar in a highly regulated industry.

Position Summary: The Quality Control Manager (QCM) will serve as the primary authority for ensuring contract performance objectives, standards, and deliverables are met across all 81st Readiness Division (RD) sites. Required Qualifications:

Responsibilities:
* Builds and manages teams by performing financial activities to inform workforce strategy and hiring practices, setting and tracking maturity and quality objectives, and training employees/teams to address feedback and achieve quality and performance objectives
* Facilitates performance and career development of employees/teams through performance reviews, coaching, and creating development plans that are needed to build competencies and skills
* Manages solution delivery and application performance in production (app health, resiliency, performance, security, enterprise data management standards, audit exams and reviews), ensuring all relevant risk, financial, and compliance policies are met

Required Qualifications:
* 10+ years of experience managing QA functions within payments, merchant services, or financial systems.
* Strong understanding of POS environments, merchant transaction flows, and payment system integrations.
* Hands‑on experience testing mobile applications (Flutter experience preferred).
* Proficiency with API testing and familiarity with ASP.NET application architectures.
* Expertise with test automation frameworks and tools such as Playwright, Selenium, or equivalent.
* Demonstrated experience building and maintaining automated UI test suites.
* Excellent analytical, problem‑solving, communication, and stakeholder‑management skills.
* Proven success leading QA teams through planning, execution, and delivery of complex technology initiatives.
Desired Qualifications:
* Experience in financial services, payments, or fintech industry.
* Familiarity with CI/CD pipelines and test integration tools.

ð What You'll Do
Take full ownership of the division's Quality Management System (QMS), including creating procedures for raw material acceptance, in-process evaluation, and final product inspection.
Lead or conduct investigations and corrective actions for significant defects and customer complaints.
Promote and lead cost reduction activities to minimize waste, scrap, and rework, which will directly reduce the business unit's cost of poor quality (COPQ).
Maintain and manage quality control instruments and testing equipment.
Provide direction and mentorship to Quality Department personnel.
Ensure compliance with the QMS by providing training and conducting audits.
Regularly report on program progress, investigation findings, root causes, and corrective actions to the Division Leadership Team.
ð¯ What We're Looking For
Experience: A minimum of 10 years of experience in a manufacturing or production environment, with at least 5 years in a decision-making role.
Education: Bachelor's degree in Engineering, Quality Management or Business Administration required.
QMS Implementation: Extensive experience in implementing a QMS, especially from the ground up.
Certifications: Experience in ISO certified facilities, with a strong preference for candidates with prior ISO 9001 implementation experience.
Leadership: Proven ability to lead and motivate teams, with a strong focus on project leadership.
Technical Skills: Proficient in relevant software, data analysis, critical thinking, and problem-solving.
Problem-Solving: Expertise in conducting investigations and determining root causes and corrective actions.
Communication: Excellent communication and interpersonal skills to work effectively with diverse teams.
Additional Skills: Six Sigma/Black Belt is a plus.
