Frank was the youngest of nine children, born in County Monaghan, Ireland on July 14, 1872.

The company was founded in 1906 by George I. Rockwood, inventor of the type of sprinkler heads you see in almost every public building.
Fee began to design and secure patents for automatic fire sprinkler devices as early as February 1916.
His first patent application was awarded in January 1918.
By 1920 his new company was in production of the Issue “A” solder link sprinkler.
At the height of its business, the Rockwood company had 325 employees and annual sales of $1,500,000; in 1930 it became a subsidiary of the Gamewell Company.
After Frank Sr.’s death on March 23, 1945, Frank Jr. assumed the company presidency and oversaw the company’s expansion by adapting Reliable to the booming global post-war construction market.
In 1948, Blass bought up the pipes that England had used to extinguish fires during the London Blitz and shipped them home where they were used to construct a water system to supply 11 Israeli settlements and the Arab Bedouins in the Negev.
With the advent of modern plastics in the late 1950's, Blass reopened his private engineering office with his son, Yeshayahu, and pursued the idea of commercial drip irrigation.
In the early 1960's Blass developed and patented the first practical plastic drip emitter.
In 1992, some 27 years later, DripWorks was founded on the principle that water is one of the world's most precious resources.
