This position provides management, coordination, and technical expertise in all areas of safety, health, and environmental compliance. This position assists in the development and administration of safety policies and procedures, initiatives, and training programs to ensure that safety policies and practices are followed consistently. The Safety Manager will assist in establishing reliable methods for improving safety performance and creating a safe and healthy work environment for all employees, fostering a culture of safety, accountability, and compliance.
Job Responsibilities:
Perform a gap analysis of the client's safety program to correctly identify exactly what the client's needs are
Work with clients in developing processes and procedures that effectively accomplish the goal of zero accidents
Routinely inspect projects to identify and abate potential hazards on both construction and general industry projects
Develop and conduct training programs for existing and new policies and procedures
Investigate all accidents and near misses to determine the root causes and make appropriate changes in policies and procedures to prevent reoccurrence of similar hazards
Write project specific safety plans and job hazard analysis as required by the client
Oversee, monitor, and ensure the completeness and accuracy of accident reports and investigations
Act as an advocate for the client by maintaining a value of good corporate ethics and promoting safety, at every opportunity, as a core value of the organization
Job Requirements:
3-5 years of Electrical Safety Experience
Professionalism in a corporate function environment
Minimum of 5-7 years of construction safety experience
Knowledge of the OSHA Construction Standards CFR 1926, General Industry Standards CFR 1910, and other best management practices
Knowledge of typical construction processes
Strong background in use of technology and software applications
Computer skills using SharePoint and MS Office, including Excel
Technical writing capabilities of developing policies and procedures for clients
Up to 25% travel required
Must be local to Dallas, TX or willing to permanently relocate to the area

Specific Description:
The purpose of the HSE Manager assignment is to ensure all employees follow health, safety, environmental, and operational procedures of their assigned tasks including but are not limited to:
Works closely with and takes oversight direction from the B&R Site Manager supporting B&R Core Value/Competencies to include Client Core Value/Competencies.
Monitors all maintenance/construction tasks to ensure safe a safe work environment is being provided through direct oversight of Craft Supervisors by communicating/setting job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.
When needed, directly engages with Engineering & Design Contractor Construction Manager to provide project specific Safety support for phases of FEL, constructability/design initiatives, field questionable design & installation for all plant unit/areas providing economical & productive solutions.
Personally, greets employees daily at the beginning and/or end of shift to include participating in Gate Greet assignments.
Monitors/Participates to ensures that daily/morning employee safety huddles at the beginning of shift are being conducted, and that the appropriate HSE content is being promoted.
Ensures that daily end of shift employee safety huddles is being conducted to ensure employees are fit, and that all work assignments have been completed as scheduled.
Leads, Plans, and Promotes employee participation in the B&R Site Monthly Mass Safety Meeting.
Participates in B&R Monthly RSLT Meeting (Conference call), and the B&R Monthly Focus Meeting (Conference call).
Participates in B&R Daily/Weekly safety audits observing work activity to ensure Operational Discipline is being upheld, any work permits are in place to include Confined Space Entry permits, LTO, and that supporting TSTI/JSA is in place, and being followed.
Participates in DuPont Daily/Weekly Safety audits.
Attends/Participates in Daily/Weekly DuPont Capital Project/Maintenance planning/scheduling meetings.

The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. Liaise with TxDOT Representative(s), the D-B Contractor, Independent Engineer and any Third Parties regarding quality, safety or environmental related matters
Lead in Document Control Systems

Advise the different departments of the Organization on implementing appropriate quality procedures and corrective actions within their areas of responsibility
Lead periodic Management Reviews to assess the effectiveness of the Quality and Environmental Management System, safety tracking tools and procedures.
Review Sub-consultants' quality plans and procedures for compatibility with NTEMP's quality plans
Ensure that appropriate personnel receive training on the Quality and Environmental Management System and Safety protocols.
Update the documents of the Quality and Environmental Management Systems of the Project Management Plan as necessary
Liaise with external/independent quality and environmental auditors to schedule audits and review results
Report to shareholders as needed an all aspects related to Quality, Environment (including ESG-type reporting) and Safety, in the different platforms as required.

Position Description - The HSE Manager plays a crucial role in cultivating a safety-conscious culture in the field and in the office. This role proactively communicates potential hazards and precautionary safety measures to all employees, providing support, training, and mentoring. Both a customer and company facing role, the HSE Manager works in close collaboration with Operations, Human Resources, management, and customers, to ensure that each worker returns home safely every day.
This position includes, but is not limited to the following responsibilities:
Conduct regular field visits to job sites, ensuring proper PPE use and that safety protocols are followed
Collaborate with management to develop and implement company-specific safety policies and procedures
Monitor compliance with OSHA, EPA, and other regulatory requirements, maintaining accurate reporting and documentation
Lead and participate in job site inspections, hazard assessments, and audits
Initiate immediate corrective actions and stop unsafe activities when necessary
Investigate and document workplace incidents, injuries, near-misses, and property damage, and drive follow-up corrective actions
Provide training and mentoring to field and office staff on safety procedures and expectations
Manage customer-specific safety protocols and reporting and contractor compliance systems (e.g., ISNetworld)
Maintain and monitor PPE inventory and ensure field personnel have access to appropriate gear
Participate in the rotating on-call schedule for after-hours, weekend, and holiday coverage
Communicate safety metrics, trends, and improvement plans with internal stakeholders and external clients
Stay current on industry best practices and complete professional development as required
Other duties and special projects as assigned
Required Skills/Abilities:
Extensive knowledge of applicable safety policies and applicable Occupational Safety and Health Administration (OSHA) standards
Experience with contractor management software (such as ISNetworld or similar) is a plus
Above average written and verbal communication skills
Ability to conduct trainings
Excellent organizational skills and attention to detail
Strong supervisory and leadership skills
Proficient with Microsoft Office Suite and/or related software systems
Ability to travel as needed

Summary
The Field Safety Representative I promotes the Company's IIF culture by ensuring every co-worker returns home safety every night. Is expected to spend 100% of time in the field observing and coaching co-workers on correction of unsafe conditions and behaviors. Reinforces positive behavior through recognition and/or rewards.
