    Primary Function: Oversight of Department of Defense project safety program following the USACE EM 385-1-1 Safety Standards to ensure a safe and healthy work environment. Reports directly to the Corporate Safety Director. Participate in the planning and preparation of the project safety for all work activities. Be onsite during construction activities to serve as a safety subject matter expert. Conduct daily safety briefings and participate in a morning stretches. Prepare for and conduct weekly safety meetings on relevant topics. Prepare Activity Hazard Analysis (AHA) for review during preparatory meetings with crews and subcontractors as well as daily RED Book Reviews (daily AHA's). Assess the site-specific safety training needs and conduct site safety training. Conduct regular, daily safety inspections of construction areas. Identify, document, and recommend resolutions of hazardous/potentially hazardous conditions and follow through to ensure corrections are made. Investigate personal injury and property damage accidents. Compile data, photographs, etc.; prepare all pertinent forms and reports per Accident Prevention Plan (APP) procedures and federal, state, local client regulations. Conduct various industrial hygiene sampling including multi gas detection, heat, air quality, and/or noise monitoring to ensure safe working conditions. Issue various permits such as burn permits, dig permits, confined space, Lock Out/Tag Out, as required. Assist in conducting employee/craft and Governmental inspectors on walk through tours. May accompany federal, state, or local jurisdiction inspectors on walk through tours. Assist in emergency response as required. Assist in maintaining all safety systems and equipment, including but not limited to fall protection, fire protection, rigging, shoring, first aid kits, gas detectors, lock/out/tag out and other safety tools/equipment. Administer site craft safety incentives and recognition as well as training programs. Attend monthly SSHO Committee Meetings. Perform additional assignments per supervisor's direction. Skills, Knowledge, Qualifications & Experience: Requirements include a four-year occupational safety/health degree or equivalent combinations of technical training and/or industrial related safety experience including 5-10 years of construction safety experience with formal training. Thorough understanding of federal, state, local, and company regulations. Thorough understanding of environmental regulations, including but not limited to SWPP & HAZMAT. Ability to recognize hazardous situations & recommend corrective measures essential. Good interpersonal and communication skills are also required, including the ability to work as a member of a team. Should be familiar with Federal OSHA regulations and/or EM-385 regulations. Communication and computer skills required. A college degree in Safety and Health is preferred. Work Environment: Work is performed in an office and on a construction site. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Physical Requirements: Must be able to access and navigate all areas of the construction site in all types of weather. Prolonged periods of standing and working outside. Prolonged periods of sitting. Must be able to lift to 40 pounds at times. Position Type and Expected Hours of Work This is a full-time, overtime exempt position. Days and hours of work will depend on production schedule. This position requires U.S. work authorization. Salary $110K to $140K depending on experience, plus subsistence, auto allowance, benefit package, paid holidays, PTO (Paid Time off) and sick leave. This includes the qualification of adequate resources, and the implementation of all necessary systems including appropriate daily management systems, annual assessments, and reporting of results internally and externally. • Establish HSE goals that are consistent with corporate polices and aligned with the corporate and site vision. • Ensure adequately trained skilled HSE resources are in place, and actively support needed HSE activity to hold the facility accountable. • Implement effective systems to comply with all applicable HSE laws and regulations. This includes knowing all applicable legal requirements, having a process to meet each requirement, and having adequate data that demonstrates in-compliance performance. • Communicate site HSE goals, action plans, and results to the organization. Conduct annual audits to evaluate operating performance to established policies, procedures, and governmental regulations. Coordinate audits with external partners such as insurance carriers. Lead and develop Safety team, including the creation of individual development plans to foster continuous professional growth and development. Promote a safe working environment for all employees at all Charter business specific sites. Manage accident investigation and corrective actions, housekeeping, and safety auditing processes. Support and serve as a resource for safety teams to utilize their knowledge of day-to-day operations regarding safety to drive improvements and create value added processes. Assist teams to arrive at the accident root cause(s) and to develop an action plan and follow-up system that eliminates recurrence. Manage Worker's Compensation and return to work program. Manage the justification and prioritization of safety resources, including capital, across the Charter business specific sites. Maintain and oversee safety records including but not limited to OSHA logs and OSHA compliance documentation. Develop direct reports. Hire, assign and review work, interview, train, discipline, evaluate performance, enforce policies, and recommend changes on employee status. What you'll need Bachelor's Degree in Occupational Safety and Health or related field. Seven plus years' progressive safety experience, including a minimum of four years at a plant level and prior supervisory responsibility for safety professionals. Experience in Worker's Compensation Insurance. A working background with team environments and coordinating safety initiatives (SDWT, problem solving teams or work cells) or equivalent team training. Demonstrated practical experience in safety process improvement and statutory requirements. Experience interacting with local, state, and federal regulatory agencies. Ability to interpret and apply OSHA regulations on a practical basis. Familiarity with basic medical terminology. Strong written and verbal communication skills with the demonstrated ability to communicate successfully with multiple levels within an organization using tact and discretion. Demonstrated skills in the area of partnering with operational groups to develop and achieve strategic safety goals. Strong personal initiative and demonstrated leadership skills. Strong organizational skills. Proficiency with advanced features of Microsoft Office software products. Nice to have Master's Degree in Occupational Safety and Health or related field. One or more of the following safety certifications: PE, CHMM, CSP, CIH. Training in total quality management, Continuous Improvement and customer service systems, or experience with similar processes. Background in environmental health.
