Entry level officers are eligible for a $1,000 sign-on bonus.

JOB SUMMARY:
Perform general duty police work involving the protection of life and property; the enforcement of laws and ordinances; prevention and investigation of crimes and maintenance of order, and positively engage with community members on an assigned shift. Use de-escalation techniques to increase likelihood of compliance.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
High school degree or a GED.
Not less than 21 years of age at the time of examination.
Ability to read and write the English language.
Lawful permanent resident or US citizen.
Ability to pass entrance examination successfully and meet the minimum medical and health standards adopted by the Civil Service Commission.
Valid Washington State driver's license by date of hire. Stringent personal background investigation including:
Polygraph examination.

Medical physical, including a drug-screening test.
Driving record check.
Must be able to qualify for the ACCESS Certification.
Must be able to pass the Washington State Criminal Justice Basic Law Enforcement Training Course.
Pass with a 70% or above the Law Enforcement Officer written exam with Public Safety Testing, as well as pass the Physical Ability test (PAT). Once both of those exams are successfully completed those scores must be sent to the City of Renton in order to move forward in the process.

TESTING PROCESS:
Those individuals who have passed both the written and physical agility tests will have their information forwarded to the City of Renton by Public Safety Testing. A 70% on the written exam is required to move forward in the process. An oral board interview may be scheduled for the top candidates. Candidates must obtain an 70% passing score in the oral board to be placed on the Eligibility List. (Candidates that do not pass the oral board are eligible to re-test 90 days from the previous oral board date.) A combined (interview weighted at 70% and the written test weighted at 30%) minimum score of 70% is required for placement on the eligibility list. Veterans and Language Preference Points are awarded to eligible candidates who make the request and include the proper qualifying documentation after successfully passing an interview.

Summary

The K9 SecurityOfficer utilizes a canine in the performance of their duties to provide a secure environment for patient care functions of Confluence Health sites by protecting patients, visitors and staff through the patrol of buildings, property and grounds to reduce incidents of workplace violence. The officer participates in search activities in response to illicit substances; responds to, evaluates and assists with mitigating any security related issues; trains and cares for the dog at work and home and responds to any urgent situation in the assigned facility or to any request for assistance from other securityofficers. The officer patrols multiple locations considered a security risk such as emergency departments, main entrances, inpatient care units, exterior buildings and grounds, parking garages, pediatric units, and medical and office buildings. The nature of duties requires the ability to report to assigned location upon notification, generally within 60 minutes of primary assigned location.
Position Reports To: Director of Security & Emergency Preparedness
Essential Functions
* Provide physical presence and support throughout Confluence Health facilities and property to maintain a safe environment. Answer radio and phone calls for assistance. Work with Security Supervision and Management to troubleshoot CCTV camera issues, Access Control and other facility issues. Assist staff, clients and visitors with emergencies and safety/security concerns. Patrols assigned site on foot or in vehicle; checks for unsafe conditions, hazards, unlocked doors, security violations, blocked ingress and egress, mechanical problems, and unauthorized persons; inspects buildings and grounds using appropriate equipment and protective gear.
* Conduct rounds of Confluence Health facilities with K9 on both scheduled and unscheduled tours to identify visitors, strangers, and/or suspicious individuals who have no official Confluence Health business. Verify Confluence Health issued staff/contractor/visitor/ family identification. Enforce security/safety rules and regulations. Ensure company property is not accidentally left in public or inappropriate areas.
* Responds to a variety of incidents that may involve aggressive individual(s) and gives obedience and protection commands to K9 as situation dictates.
* Assess both the physical and emotional needs of patients, families and visitors to prevent assaultive incidents. Use verbal de-escalation and clinical skills to intervene and assist with disruptive clients; provide both patient watch and special staff support in Inpatient/Staff areas; provide external patient watch support for all clinics and satellite facilitates as assigned. Provide extensive patient watches for suicidal/homicidal patients and watches for families.
* Exposes, introduces and manages the canine in a variety of environments. May use the canine to assist with a variety of patient and/or visitor and/or employee social and therapeutic needs. Participates in public appearances and educational demonstrations as authorized by the Director of Security & Emergency Preparedness.
* The K9 SecurityOfficer participates in search activities in response to illicit substances.
* Provides for and ensures the safety and comfort of the canine; provides appropriate rest periods, water, feeding, cooling, etc.
* As assigned, patrol all satellite and staff parking lots to ensure staff, vehicle and property safety: may provide jump starts, tire changes, transportation support, and crime scene support at any Confluence Health parking lot. Provide 24/7 support for weather disasters/emergencies providing transportation support for staff as needed.
* Conduct active Security patrols of facilities and grounds; look for physical/environmental safety hazards such as broken lights, spills, broken doors; document, report and take needed steps to insure prompt repairs.
* Respond to all Confluence Health "Codes" as appropriate (especially: Gray, Silver, Amber Alert, External and Internal Triage); work with other staff as a team and as appropriate, assign/assume roles, document events, and coordinate event debrief; participate/create response and follow-up plan with Security Services and medical teams. Support and collaborate with local law enforcement and public agencies, within the limits and boundaries of Confluence Health policies and procedures and in accordance with laws and regulations (i.e., RCW's, JCS, DOH, and other regulatory bodies).
* Monitor Confluence Health CCTV cameras when available (24/7). Respond and when appropriate, dispatch response teams for all duress/emergent calls.
* Document activities consistent with current reporting standards, using report forms, Daily Activity Logs and other documents as appropriate. Complete and turn in required Security Services Incident Reports, Daily Activity Logs, follow up reports and any other required paperwork daily or as directed. Maintains logs and documentation for the canine, including care and maintenance and training logs.
* Perform assorted duties, including but not limited to: door locks/unlocks, assorted alarms, recovering/assisting with lost and found and patient property as appropriate, monitor RV parking, etc.

JOB SUMMARY:
This position performs fully responsible, professional, general duty police work in the protection of life and property through the enforcement of laws and ordinances. After a period of formal and on-the-job training, employees in this class are responsible for independent law enforcement duties ranging from average to considerable difficulty and performed under general supervision of a sergeant or other ranking officer.
Work normally involves patrolling in an unaccompanied automobile, motorcycle, bicycle or foot patrol, and/or conducting detailed criminal investigations, traffic regulation, or community policing activities in a designated area on an assigned shift. Work involves a substantial element of danger and requires the responsible exercise of appropriate judgment in meeting critical emergency situations. Employees are sworn to act in behalf of the Police Department and the City of Bellingham and carry firearms in the performance of their duties.
Employees may be directed to work on, lead, or plan special projects or assignments which call upon specialized abilities and knowledge attained through experience as a uniformed officer. Work of this class may be reviewed by superior officers via personal inspection, reviews of reports and/or oral discussion.
ESSENTIAL FUNCTIONS:
* Patrols a designated area of City on foot, bicycle, or in an automobile, motorcycle or small watercraft to investigate, deter and/or discover possible violations of criminal and vehicle (and/or boating) traffic laws, codes and/or ordinances. Maintains radio contact with the dispatch center.
* Responds to calls, complaints or reports of the actual, possible or potential occurrence of specific criminal activity and takes appropriate action. This may include, but is not limited to, mediating civil disputes or interceding in domestic disturbances; maintaining peace; protecting persons; enforcing traffic laws; apprehending, controlling and arresting persons, including those who are violent and/or emotional; assisting disabled persons, motorists, and others; and providing information and direction.
* Participates in community policing activities: gains familiarity with individuals, groups, businesses and special issues of assigned community; meets with and makes presentations to community groups; assists in neighborhood problem-solving projects; and sponsors public education programs and activities.
* Administers immediate assistance to citizens in critical and/or emergency situations where the security of lives and/or property may be endangered. In the course of duty, officers are exposed to a range of physical injuries, accidents, child abuse, mental health concerns, or death where they may be required to administer first aid, CPR or other assistance prior to the arrival of emergency services, and to provide support to victims and families.
* Secures and controls crime scenes and administers aid, may gather and/or supervise the collection of evidence and witness statements, and arrests or supervises the arrest(s) of suspects.
* Appears in court to present evidence and testify against persons accused of crime; maintains or supervises surveillance over suspected criminals; arranges and/or participates in the return of fugitives from other cities or from outside the state.
* Develops and maintains required skills through participation in intermediate or advanced training classes in law enforcement methodology, first aid, regular or special weapons/tactics and procedures and related subjects.
ADDITIONAL WORK PERFORMED:
* Engages in specialized investigative assignments (e.g., Forensics, Drug/Gang Task Force etc.).
* Performs specialized assignments (e.g., Neighborhood Resource Officer, Behavioral Health Officer, Canine Unit, SWAT etc.).
* Works with other law enforcement agencies on special policing assignments and events and/or multi-jurisdiction emergencies as directed.
* Performs special operations work such as raids and searches as directed.
* Performs related duties as directed.
WORKING ENVIRONMENT:
Work is performed both indoors and outdoors in any and all property existing in the City of Bellingham and its environs. This involves working in a variety of environmental conditions and may require: walking, sitting or standing for long periods; running, climbing, jumping, or physical exertion in inclement weather; physical agility in slippery conditions, mountainous or uneven terrain, or in water. Officers work in unaccompanied automobile, motorcycle, bicycle or on foot patrol, maintaining contact with the dispatch center. There is exposure to high-risk situations which require emergency response procedures such as the use of masks, gloves, etc. to prevent contact with infectious diseases; and the use of protective clothing, equipment, firearms and other gear. While in uniform and/or driving a police vehicle, the Police Officer will not be allowed to use or display any tobacco product. Officers work rotating shifts including evenings, weekends and holidays.
Physical abilities to perform the essential functions of the job including:

Application and Testing Process
Under the direct supervision of a Police Lieutenant and Sergeant, with general supervision by the Chief of Police, the employee's behavior is governed by policies and procedures of the Police Department; local, state, and federal laws; and court decisions.
This is a responsible human relations and skilled position in public safety. The employee in this position is responsible for the protection of the public's safety, the prevention of crime, and the enforcement of local, state, and federal laws.
The employee exercises considerable discretion in regulating daily activity and use of enforcement powers.
Work includes patrolling the community by vehicle and on foot. Bicycle and marine patrol duties are assigned upon qualification. The employee responds to calls for service, which include reports of criminal activity, traffic safety, crime prevention, and general public safety problems.
The employee conducts preliminary and continued investigations for reported crimes and traffic accidents. This responsibility includes crime scene processing, interviewing witnesses and victims, and enforcing specific violations of the law.
The employee performs several assignments to prevent crime and traffic accidents. These assignments are educational and inspectional: presentations on prevention techniques; conducting security surveys; security checks on home and businesses; inspection of business practices and policies; and inspection of building construction for compliance with the security ordinance.

Depending upon the individual assignment, the Campus Safety Assistant may perform all or a combination of the following:

Primary Duties

Education, Experience and Other Requirements
MUST BE A CERTIFIED OFFICER TO APPLY
TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
* High school diploma or equivalent and completion of a recognized police training academy or equivalent courses necessary to allow certification with the Washington State Criminal Justice Training Commission (WSCJTC); AND
* Must have been employed as a commissioned law enforcement officer on a full-time basis with a municipal, county, State, or WSCJTC approved federal agency for a period of time exceeding 24 of the last 36 months (post academy experience) at time of application. AND
* Lateral Entry applicants must have successfully completed a field training program (FTO or PTO) and be non-probationary officers.

Please note: Reserve Officers, Auxiliary Officers, Special Police Officers, Correction Officers and Military Police (MP) Officers do not qualify for lateral entry. Tribal officers who are not currently certified by the WSCJTC do not qualify for lateral entry.
Special Requirements
(A) Must be 21 years of age or older at the time of employment;
(B) Must possess, or be able to obtain, by the time of hire, a valid Washington State driver's license without a record of suspension or revocation in any state;
(C) Must be a citizen of the United States of America or lawful Permanent Resident who can read and write the English language.
Preferred Qualifications:
Completion of National Incident Management System (ICS) 100/200, and (NIMS) 700/800 courses. Candidates that have not completed these courses prior to hire will be required to complete them within 1 year of their hire date.
Veteran's Preference Points:
The City of Tukwila follows the guidance given by the State of Washington regarding applying veteran's points. Please attach a copy of your DD214 or NGB Form 22 to your online application if you are eligible to claim these points.
Physical Activity/Requirements:
* Ability to accurately shoot department firearms;

Other Requirements: Automatic Disqualification barring employment in the City of Tukwila Police Department:

* Any theft of property or money within the last five years;
* Any conviction for a sex related crime;
* Ever having to register as a sex offender, regardless of conviction status;
* Any conviction for solicitation of prostitution;
* Any misdemeanor convictions for crimes not specifically stated above will be reviewed on a case-by-case basis.
* Lateral applicants who were terminated, resigned in lieu of termination or would not otherwise be considered for rehire by their former department or agency are not eligible for a lateral position."
Drug Use:
* As an adult, convicted of any felony drug crime;
* Have used mushrooms within the last one year;
* Marijuana: excessive use within the past 12 months. Marijuana use will be reviewed on a case-by-case basis."
* Used hallucinogens (including GHB and ecstasy; excludes mushrooms), cocaine, methamphetamine, or opiates within the last 10 years;
* Usage of any other illegal drug, including steroids and prescription abuse, will be reviewed on a case-by-case basis;
* Have illegally used 4 or more different controlled substances, including marijuana, in the last 10 years;
* Have at any time manufactured, transported or cultivated illegal drugs (including marijuana) for the purpose of sale or distribution;
* Have used any illegal drugs while employed in a criminal justice capacity;
* Have ever obtained or used a prescription drug under false pretenses;
* Have ever, at any time, injected amphetamines, methamphetamine, cocaine, heroin, barbiturates, or valium;
* Have ever illegally used a drug after submitting an application to any Law Enforcement Agency;
* Have ever sold or distributed illegal drugs, including marijuana;
* Any more than two drug convictions for any of the narcotics listed above.
Traffic Record:
* Any criminal traffic conviction within the past 5 years. Violation examples include, but are not limited to: driving under the influence (DUI), reckless driving, negligent driving, or hit and run driving;
* Suspension or revocation of your driver's license (for any traffic violation) within five years of the date of the employment application;
* Any more than two criminal convictions for traffic related offenses.
Financial Record:
* Any willful failure to pay income tax or court ordered child support is disqualifying;
* A credit check will be conducted regarding your financial history.
Military Record:
* Must have been discharged from the Military under honorable conditions.
* Any discharge other than honorable will be evaluated on a case-by-case basis.
Potential Disqualification:
* Any applicant who maintains an on-going relationship with individuals who are criminals and/or who are reputed to be involved in recent or current criminal activity;
* An applicant's criminal record, including all arrests, prosecutions, deferred prosecutions, "Alford" pleases, and non-conviction information will be thoroughly assessed and may be grounds for disqualification;
* Commission of any crime (non-conviction).
