Position Overview
The Division of Family & Community Services is seeking to hire an energetic and detail-oriented Assistant Family and Community Resource Center (FCRC) Administrator to oversee the operations of the Medical Field Operations Downstate Office. The position supervises and administers the activities of professional and non-professional staff providing casework services to applicants seeking public assistance or referrals. The Division helps Illinois residents by connecting them with many programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
Essential Functions
* Serves as Assistant Family and Community Resource Center (FCRC) Administrator.
* Serves as full-line supervisor.
* Confers with and advises subordinate supervisors concerning personnel problems and employee evaluation issues.
* Conducts regularly and specially scheduled staff meetings to discuss, interpret and implement new policies and procedures or changes in existing policies and procedures.
* Plans and implements special management assignment projects.
* Coordinates workflow throughout the office on a rotational basis.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
* Requires three (3) years progressively responsible administrative experience in a health or human services organization that provides direct services to the public.
Preferred Qualifications
* Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
* Two (2) years of professional experience interpreting and implementing policies, procedures and goals of public assistance services.
* Four (4) years of progressively responsible administrative experience in a health or human services organization.
* Two (2) years of professional casework experience using social casework methods, techniques and principles gained through human services related college education or professional experience as a caseworker.
* Two (2) years of professional experience providing technical training and assistance to staff to ensure the accurate and timely benefits in service delivery.

DESCRIPTION OF WORK
In this role, you will be responsible for the day-to-day oversight and operational management of a public-facing taxpayer assistance office that provides direct taxpayer assistance and outreach services in-person, over the phone, and via email. You and your team will be the first line of support our department provides to assist taxpayers, accountants, attorneys, other taxpayer representatives, or others in understanding and ensuring compliance with the various tax laws, rules, regulations, and policies of the Pennsylvania tax code. Your responsibilities will include providing guidance to employees for business and personal income taxes to make the appropriate decision as to liabilities and other collection issues, in addition to identifying errors and necessary corrections, then making recommendations for corrective action or process improvements.
We will rely on you to perform a full range of supervisory duties over a staff of permanent and temporary technicians and clerks. This involves determining your unit's work priorities, setting performance standards and goals, evaluating work performance, managing conflict, interviewing and recommending candidates for vacancies, and determining the training needs of your staff. You will also be expected to provide administrative support and guidance to the management team and other employees regarding all taxes and programs administered by the department. Work includes preparing formal reports and making presentations to management, as well as planning, scheduling, and conducting taxpayer outreach and training sessions for stakeholder organizations.

Work Schedule and Additional Information:
* Full-time employment
* Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.

MINIMUM REQUIREMENTS:
This position requires a High School diploma or GED and a minimum of three years administrative experience. Initiative, good judgment and the ability to prioritize, organize, and perform multiple tasks under minimal supervision. Position Overview
The Division of Family & Community Services is seeking to hire an energetic and detail-oriented assistant administrator to oversee the operations of the Cook County Family and Community Resource Center in the Mid-South Office.
