About You As a Principal, Data Technology (Web), you are a web AdTech and signal architecture expert - someone who understands how data flows across browsers, APIs, and marketing platforms to drive performance, compliance, and insight. You design systems that make web data work: defining what's collected, how it's activated, and how it stays durable in a changing privacy landscape. You're comfortable designing measurement frameworks, configuring platforms, and, when needed, diving into code to clarify implementation. You thrive on complexity - translating it into clarity for clients. You can map the journey from pixel to conversion API, explain why signal resilience matters to a CMO, and partner with engineers to make it happen. This is a role for a strategic builder: a consultant who can architect end-to-end measurement and AdTech systems, grounded in technical fluency and future-focused thinking. What You'll Do Serve as the primary advisor on web AdTech architecture and signal strategy, designing how data is collected, activated, and governed across web experiences. Architect and document data collection systems, including event schemas, data layers, conversion APIs, and server-side integrations. Design and manage privacy-first measurement frameworks that balance marketing effectiveness with compliance and data minimization. Configure, test, and maintain tag management and AdTech tools (GTM, Tealium, Adobe Launch, etc.), ensuring data quality and accuracy across environments. Partner with client engineers to guide code-level implementation, debug tracking logic, and validate data flows end-to-end. Advise clients on signal loss mitigation, including cookie deprecation strategies, server-side tagging, and durable first-party data capture. Evaluate and integrate AdTech and MarTech platforms, from analytics and attribution tools (GA4, Adobe, Floodlight, Meta CAPI) to consent and identity systems. Collaborate across disciplines - with DEPT 's Mobile Principal, Business Intelligence, and Marketing teams - to maintain consistent taxonomies and unified reporting. Stay ahead of ecosystem changes (Privacy Sandbox, ITP, evolving identity models) and proactively guide clients on strategic adaptation. Contribute to DEPT 's internal frameworks and documentation to evolve our AdTech and measurement best practices. What We're Looking For 5-7 years of experience in web AdTech, marketing technology, or digital measurement architecture. Proven expertise designing and managing data collection and activation frameworks across major advertising and analytics platforms. Hands-on experience with tag management systems, conversion APIs, and event-based data design. Strong understanding of privacy and consent ecosystems (GDPR, CCPA, CMPs, server-side tagging). Technical fluency with JavaScript and browser data flows, comfortable reviewing or writing example code for clarity or QA. Working knowledge of identity and attribution frameworks (e.g., clean rooms, cross-device resolution, data enrichment). Excellent communication skills - able to present technical design in business language and influence stakeholders with clarity. Consultative mindset - proactive, organized, and capable of balancing multiple client and internal initiatives. Nice to Have Experience with event routing or CDP platforms (Segment, Tealium, mParticle, HighTouch). Familiarity with API-based integrations connecting AdTech, analytics, and consent systems. Exposure to programmatic or audience activation tools (DV360, The Trade Desk, Adobe Experience Cloud).     Salary Range $117,636- $176,455 annually * Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for the range. Nature of Work: This is a highly responsible administrative, technical and managerial position in the Bureau of Capital Planning & Engineering. Work involves responsibility for the managing, supervising, and directing the City's traffic engineering & operation, transportation, and right-of-way permit activities. Perform professional engineering work in planning, developing, programming, designing and implementing transportation and traffic engineering plans and programs including capital improvement projects in compliance with City, State, Federal codes and regulations and acceptable engineering practices. Reviews private development plans, assists in preparation of the annual capital improvement budget and programming of projects; prepares reports and recommendations for the City Council approval. Supervision is exercised over Traffic Engineering Technician and interns. Essential Functions (Specific assignment will include some or all of the following): * Plans, organizes, and supervises the activities of the traffic engineering section. Participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the City * Prepares memo's, ordinances, resolutions, contract documents, intergovernmental agreements for City Council discussion and approval for items related to code amendments, projects and plans concerning traffic & transportation engineering * Assists in developing capital improvement project recommendations regarding traffic, pedestrian, bicycle, and transit facility improvements including traffic signal and street light projects. Identifies Federal, State and other funding sources, prepares grant applications and recommends capital improvement budget. * Investigates traffic safety and operation concerns of elected officials, citizens and civic groups. Initiates and implements appropriate traffic control operational and safety measures within established Federal & State regulations and guidelines, City Code and acceptable engineering practices. * Prepares Request For Proposals, Qualifications, and Bid documents for capital improvement projects, and recommends contact approval to the City Council. Manages contract negotiation and administration of consultants retained for infrastructure improvement or planning purposes. As Project Manager on these projects, holds and conducts community engagement public meetings and surveys to receive feedback. Oversees construction contracts. * Manages the City's Neighborhood Traffic Management program. Coordinates with City Councilmembers, residents and other City Departments. Attends neighborhood meetings and conducts resident surveys as needed prior to approval and implementation of stop signs, pedestrian crossings, speed humps, traffic signs and other traffic control measures. * Manages various permits in the City's right of way including but not limited to dumpsters, sidewalk signs, newspaper racks, moving vans and overweight trucks. * Confers with administrative, technical and maintenance staff to plan activities for maintenance of field operations. * Reviews, updates and administers City Code and develops written policies as related to transportation and traffic. * Reviews the Department's major capital improvement projects and provides recommendations regarding traffic & transportation engineering design elements, traffic control and maintenance plans. * Reviews traffic and transportation design elements affecting the public right-of-way of private development projects and provides recommendations. * Reviews major street openings and obstructions in right-of-way by utility companies, transit agencies, private developers, contractors and recommends traffic control measures as needed. * Coordinates with other agencies such as Illinois Department of Transportation, Cook County Highway Department, Chicago Metropolitan Agency for Planning, Regional Transportation Authority, Chicago Transit Authority, Pace Suburban Bus, and Northwest Municipal Conference. * Analyzes traffic crash history patterns at spot locations or corridors. * Conducts traffic observations, turning movement counts, speed and volume studies. * Conducts traffic signal capacity analysis, reviews traffic signal coordination and timing plans and makes necessary adjustments and improvements. * Assists in the Safe Route to School program in coordination with the School District; reviews and makes recommendations for walk routes, school crossings, and circulation around schools. * Assists in the alley light program in coordination with ComEd. * May manage the private vendor bus shelter installation and maintenance program. * Attends and participates in the City Council meetings, Council committee meetings, neighborhood meetings, citizen committee meetings, conferences, meetings of City management team, etc., as required. * Monitors budget for the area of responsibility. * Supervises, trains, evaluates and selects subordinate personnel in a union environment; provides staff with appropriate training; monitors and evaluates employee performance; conducts performance evaluations; recommends merit increases, disciplinary actions and employment status * Consults with the City Engineer and the Director of Public Works on policy proposals and recommendations regarding solutions to complex problems. * Perform other duties as assigned. Minimum Requirements of Work: * Amount of training, either on-the-job or formal education, usually associated with this occupation: * B. S. in Civil Engineering or related field. M.S. preferred. * Professional Engineering License from the State of Illinois preferred. License must be obtained within 12 months of employment. * Professional Traffic Operations Engineer (PTOE) certification preferred. Certification must be obtained within 24 months of employment. * National Incident Management System (NIMS) Certification - ICS 100, ICS 200, IS 700, IS 800 certification required within 12 months of employment * Ten (10) years of increasingly responsible experience as an engineer engaged in traffic engineering & operations, multi-modal transportation planning, and managing complex infrastructure improvement projects in an urban municipal or related environment including 3 years supervisory experience; and/or any equivalent combination of training and experience. Possession of a Masters Degree in a traffic or transportation related field from an accredited college or university may be substituted for two (2) years of engineering experience. * Thorough knowledge of the Manual of Uniform Traffic Control Devices (MUTCD), standards for implementing traffic signs and traffic signals; and the ability to interpret and apply federal, state and local policies, procedures, laws and regulations. * Thorough understanding of all traffic management and traffic calming concepts, including speed control, stop signs, crosswalks, speed humps, traffic circles, and other traffic control measures. * Thorough knowledge of traffic engineering principles and practices, including field survey and study methods as related to traffic research. Skills to review and evaluate traffic engineering plans & complex studies completed by others and ability to incorporate complete streets concept including parking. * Thorough understanding of techniques applied to the design, construction and maintenance aspects in a wide variety of infrastructure projects, including street, traffic, and utilities. * Thorough understanding of management of all phases of infrastructure projects, including preparation of RFP/ RFQ as per federal guidelines, concept planning, design, construction and closeout * Experience in overseeing and managing complex transportation and/or traffic improvement projects in excess of $1,000,000. * Knowledge and skills in the use of personal computer and traffic signal timing software such as Synchro, Sim Traffic, HCM and techniques for analyzing and developing signal timing and coordination plans for improving traffic operations and mitigating impacts. * Ability to complete an accident analysis using raw data (accident reports) provided by others. * Ability to perform technical research work and render advice on complex traffic and civil engineering problems. * Ability to review complex private development projects and provide guidance/feedback on issues related to the public right-of-way and utilities. * Ability to successfully write and submit grant applications and successfully manage the received grants for state and federal grants * Must be capable of submitting and overseeing permitting processes with IDOT, MWRD, and other regulatory agencies as needed * Knowledge of Illinois Vehicle Code, AASHTO Roadway and Bicycle Design Guidelines, Highway Capacity Manual, NACTO Design Guidelines, and ITE Trip Generation, * Knowledge of ADA/PROWAG rules, requirements and practices as it relates to street and right-ofway. * Knowledge of street light design standards, technology, operation and maintenance * Knowledge of fundamental principles of Public Administration and functioning of Local Government * Ability to communicate effectively verbally and in writing. * Ability to perform a broad range of supervisory responsibility over others, including operations in a unionized environment * Ability to hold neighborhood meetings, present plans and proposals, and explain technical concepts and abstract principles to lay people * Ability to carry out multiple assigned functions independently and effectively with changing priorities * Must have a valid State of Illinois Driver's License and a clean driving record. Supervision: Work is performed under the general direction of the Bureau Chief - Capital Planning/City Engineer. Serving as the City's traffic engineering expert, the employee will use independent judgment and initiative within broad policy limitations. Decides the proper methods of accomplishing the goals and objectives of the work performed by the section and exercises independent judgment in implementing the goals. Provides highly responsible and complex administrative support to the Bureau Chief - Capital Planning/City Engineer and the Public Works Agency Director. Public Contact: The employee has significant contact with elected officials, citizens, board and commission members, other department supervisors, contractors, consultants, outside vendors, citizens, and various agencies to resolve problems and improve service delivery methods.
