A Save the Redwoods League employee based in Humboldt County, the Redwoods Rising Field Operations Technician II will support planning and implementation of road decommissioning and watershed restoration activities for the Redwoods Rising partnership. The Field Operations Technician II will oversee contractors performing restoration activities by interpreting plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety guidelines. The Field Operations Technician II will work closely with the Field Operations Supervisor, Field Operations Manager and a team of 4-5 technicians, as well as in close coordination with National Park Service, California Department of Parks and Recreation, and Save the Redwoods League staff members.
This is a full-time, grant funded position, with funding secured for a 2-year term (with possibility of extension). The work will be seasonally variable and will be roughly split between office and field time. Field work will require hiking over rough terrain and driving off-road vehicles. Project sites are distributed throughout Redwood National and State Parks.
II. ESSENTIAL DUTIES AND FUNCTIONS:
Project Scoping, Design and Planning
Development of agreements to perform work;
Review and interpret construction documents, specifications, photographs, foundational documents, and other existing documentation;
Development of cost estimates, statements of work and/or scopes of services, and other documents required for the procurement of design decommissioning, restoration and construction contracts;
Project Management
Oversee and coordinate the execution of road decommissioning, road improvement, and watershed restoration projects;
Respond to concerns voiced by project stakeholders, resolve complex problems and conflicts to meet project goals, coordinate and implement needed solutions and modifications;
Monitor project schedules, inspect and document completed work, and perform project closeout activities;
Facilitate meetings, monitor project progress, and address unforeseen conditions;
Monitor project sites for safety;
Technical Oversight and Expertise
Ensure contracted watershed restoration work achieves restoration goals within contractual limitations;
Apply knowledge of methods of road decommissioning, watershed restoration, geologic stabilization, riparian habitat creation, and habitat restoration;
Communications and Outreach
Lead field tours and describe and interpret watershed restoration activities for a broad audience;
Direct day-to-day activities of up to 5 seasonal watershed apprentices, ensuring field safety and applied learning;
III. QUALIFICATIONS:
A minimum of 3 years of applied experience designing, planning, inspecting and/or overseeing watershed restoration operations
A mix of experience with field operations, including managing crews, working with heavy equipment, etc
Practical knowledge of land-based project implementation with the ability to manage and orchestrate the multifaceted nature of on-the-ground watershed restoration operations
Knowledge of workplace safety (OSHA), federal and state labor laws, and regulatory compliance
Demonstrated communication skills to support project planning, reporting, and collaborative partnership engagement
Demonstrated cultural competency and ability to communicate and interact effectively with people across cultures, ethnic groups, and identities; verbal and written fluency in a language other than English is desirable

Attention to detail and multi-tasking in a dynamic, high-paced office/field work environment

IV. Supervisory Responsibilities:
None, but direct day-to-day activities of up to 5 seasonal watershed apprentices, ensuring field safety and applied learning;

Valid driver's license and safe driving record; driving of off-road vehicles required
Some weekend and evening responsibilities, including overnight trips
Actively utilizes computers, working at a desk or office space and with laptop in the field
Long hours working in a forestland setting, particularly during the annual Normal Operating Season from June 15 to October 15
Frequently required to hike through forest land, including walking on uneven ground, climbing over obstacles, and accessing remote locations

COMPENSATION & BENEFITS

Job Summary
Access Tech II is responsible for providing advanced technical support across Video, DOCSSIS (Data Over Cable Service Interface Specification) and Critical Infrastructure systems and development, maintenance and enhancements of operations of each respective system.
Responsibilities
* Act as primary point of contact in determining source of signal impairments in partnership with field and Network Operation Center (NOC) employees to facilitate quick resolution of issues identified.
* Install and align satellite dishes, including fine tuning of feed horns and replacement of low noise block converters.
* Install, replace, and align various types of off-air antennas for very high frequency (VHF) and ultra-high frequency (UHF) television and radio reception.
* Utilize computer software and test equipment for variety of measurements including: satellite alignment, Radio Frequency levels, signal to noise, carrier to noise, low frequency disturbances, composite triple beat, composite and discrete second order beat, depth of modulation and audio deviation.
* Partner with network engineers to facilitate proper operation, maintenance, and restoration of high speed data network.
* Build and operate cable modem termination systems, cable modems, and basic networking equipment. Maintain, adjust and document video carrier levels, audio video ratio, depth of modulation, audio deviation.
* Perform infrared testing on electrical switch gear, breaker panels and schedule maintains / repairs based on finding. Generate the associated reporting for supervisor / manager review.
* Setup and operation of Headend equipment including but not limited to: signal processors, modulators, demodulators, satellite receivers, integrated receiver descramblers, digital receivers, and transcoders, combining and splitting networks, laser transmitters, Fiber optic receivers.
* Responsible for monitoring Headend cooling and coordinates with air-conditioning specialists to maintain proper system operation.
* Install, test and maintain emergency alert systems and backup powering systems- including Generators, Uninterruptible Power Supplies, and temporary feeds and support after-hours emergency response stand-by.
* Responsible for ensuring proper Optical Transport Network (OTN) operation and that the maintenance schedule is followed.
Qualifications
* High School Diploma or equivalent; technical school certification, equivalent college courses, or on the job experience.
* Minimum of 6 months success as an Access Tech I and in good standing.
* SCTE Broadband transport specialist certification or equivalent.
* Knowledge of test equipment including Analog and quadrature amplitude modulation (QAM) analyzers, optical time-domain reflectometer (OTDR), etc.
* Familiar with optical splice patch panels, optical couplers, and appropriate optical connector handling and cleaning procedures.
* Good written and oral communication skills.
* Must be able to participate in after-hours emergency response stand-by.
* Ability to work flexible work hours, including evenings, weekends, holidays, and overtime as required as well as 24 hours standby when needed.
* Must possess and maintain a valid driver's license in good standing within the state of current residence.

UXO-TIIIs must be able to:
(a) Meet the criteria for, and perform the functions of, a UXO-TI and UXO-TII.
(b) Ensure compliance with DoD Military Service- and/or DDESB-approved site
plans.
(c) Supervise and perform on-site destruction or demilitarization of MEC in place or at a consolidated detonation site. This includes determining where and when it is safe to initiate destruction and when engineering controls are required to mitigate the effects of a detonation.
(d) Implement an explosives storage plan in accordance with applicable guidance.
(e) Prepare administrative reports required for munitions responses (e.g., daily UXO team report), operational range clearance activities, and similar operations.
(f) Develop and implement standard operating procedures and work plans for munitions responses and operational range clearance activities.
(g) Assist in the preparation of risk and hazard analyses.
(h) Conduct daily site safety briefings.
(i) Supervise MEC-related activities performed at a site.

UXO I and II
(b) Store explosive materials in accordance with applicable guidance, including
preparing on-site holding areas to temporarily store and secure MEC or MPPEH and other explosives (e.g., donor charges).
(c) Determine, using a variety of techniques (e.g., global positioning equipment, land navigation techniques), and record the location of subsurface anomalies, surface MEC, and other material of interest in a field environment.
(d) Perform field collection and testing procedures to identify explosives contaminated media or material (e.g., equipment used for the load-assemble-pack of military munitions).
(e) Inspect and document the explosives safety status of MPPEH.
(f) Supervise, as required, SWs, SP, and UXO-TIs.
UXO Technician I duties:
(a) Investigate for and identify MEC and MPPEH, including explosive residues in media (e.g., soil), buildings, and installed equipment.
(b) Identify different types of military munitions, including identifying whether a military munition's fuze is armed or unarmed.
(c) Excavate subsurface anomalies for identification.
(d) Move (e.g., consolidate) MEC within a munitions response site (MRS) or on an operational range after the UXOSO and SUXOS have jointly evaluated and documented the determination that the risk of movement is acceptable.
(e) Operate vehicles moving explosives or MPPEH on site. Individuals must be appropriately licensed for the class of vehicle being operated.
(f) Transport military munitions, commercial explosives, and MDEH that meets the criteria in Paragraphs 2.2.b.(1)(a) through (e) and has been determined safe for transport over public traffic routes (PTRs). Such munitions and explosives must be packaged in a manner that allows their safe transport and complies with Department of Transportation (DOT) and other applicable federal and State laws and DoD policies. Only UXO determined to be safe for transport by EOD personnel may be transported over a PTR.
(g) Prepare electric and non-electric firing systems.
(h) Set up decontamination stations and decontaminate CA-contaminated personnel, military munitions, and other material of interest (e.g., munitions debris, glass vials) in accordance with approved plans. Performing these functions may require additional training.
(i) Assist UXOQP in documenting the explosives safety status of MPPEH.
(j) Construct engineering controls (protective works).

Redwoods Rising Field Operations Technician I

A Save the Redwoods League employee based in Humboldt County, the Redwoods Rising Field Operations Technician I will support planning and implementation of road decommissioning and watershed restoration activities for the Redwoods Rising partnership. The Field Operations Technician II will oversee contractors performing restoration activities by interpreting plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety guidelines. The Field Operations Technician I will work closely with the Field Operations Supervisor, Field Operations Manager and a team of 4-5 technicians, as well as in close coordination with National Park Service, California Department of Parks and Recreation, and Save the Redwoods League staff members.
This is a full-time, grant funded position, with funding secured for a 2-year term (with possibility of extension). The work will be seasonally variable and will be roughly split between office and field time. Field work will require hiking over rough terrain and driving off-road vehicles. Project sites are distributed throughout Redwood National and State Parks.
II. ESSENTIAL DUTIES AND FUNCTIONS:
Project Scoping, Design and Planning
Development of agreements to perform work;
Review and interpret construction documents, specifications, photographs, foundational documents, and other existing documentation;
Development of cost estimates, statements of work and/or scopes of services, and other documents required for the procurement of design decommissioning, restoration and construction contracts;
Project Management
Oversee and coordinate the execution of road decommissioning, road improvement, and watershed restoration projects;
Respond to concerns voiced by project stakeholders, resolve complex problems and conflicts to meet project goals, coordinate and implement needed solutions and modifications;
Monitor project schedules, inspect and document completed work, and perform project closeout activities;
Facilitate meetings, monitor project progress, and address unforeseen conditions;
Monitor project sites for safety;
Technical Oversight and Expertise
Ensure contracted watershed restoration work achieves restoration goals within contractual limitations;
Apply knowledge of methods of road decommissioning, watershed restoration, geologic stabilization, riparian habitat creation, and habitat restoration;
Communications and Outreach
Lead field tours and describe and interpret watershed restoration activities for a broad audience;
Coordinate with up to 5 seasonal watershed apprentices, ensuring field safety and applied learning;
III. QUALIFICATIONS:
A minimum of 1 year of applied experience designing, planning, inspecting and/or overseeing watershed restoration operations
A mix of experience with field operations, including working with or around heavy equipment, etc.
Practical knowledge of land-based project implementation with the ability to manage and orchestrate the multifaceted nature of on-the-ground watershed restoration operations
Knowledge of workplace safety (OSHA), federal and state labor laws, and regulatory compliance
Demonstrated communication skills to support project planning, reporting, and collaborative partnership engagement
Demonstrated cultural competency and ability to communicate and interact effectively with people across cultures, ethnic groups, and identities; verbal and written fluency in a language other than English is desirable

The Unexploded Ordnance (UXO) Technician will provide technical support and set standards for UXO personnel conducting ordnance response projects, perform reconnaissance, classification, disposing, transporting, storage of UXO complying with Federal, state and local laws, will perform risk-hazard analysis and maintenance and operator checks on all team equipment, and will plan and supervise range clearance operations.
The Unexploded Ordnance (UXO) Technician I will perform the following tasks: assist in performing reconnaissance and classification of UXO identification of U.S. and foreign guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives and demolition materials. Work also requires that the incumbent perform location of subsurface UXO using military and/or civilian magnetometers, assists in performing excavation procedures on buried UXO, perform operator maintenance of military and/or civilian magnetometers. This technician will locate surface UXO using visual means and assist in the following: transporting and storing UXO and demolition materials, preparing non-electric firing system for an UXO disposal operation, and preparing electric firing system for an UXO disposal operation disposing of ammunition/ explosives by burning. This worker is responsible for disposing of ammunition/explosives by detonation, assisting in the operation of a personnel decontamination station, wear appropriate personal protective equipment in contaminated areas, and assist in the inspection of salvage UXO-related material and erection of UXO-related protective works.
Responsibilities
UXO Technician I duties:
(a) Investigate for and identify MEC and MPPEH, including explosive residues in media (e.g., soil), buildings, and installed equipment.
(b) Identify different types of military munitions, including identifying whether a military munition's fuse is armed or unarmed.
(c) Excavate subsurface anomalies for identification.
(d) Move (e.g., consolidate) MEC within a munitions response site (MRS) or on an operational range after the UXOSO and SUXOS have jointly evaluated and documented the determination that the risk of movement is acceptable.
(e) Operate vehicles moving explosives or MPPEH on site. Individuals must be appropriately licensed for the class of vehicle being operated.
(f) Transport military munitions, commercial explosives, and MDEH that meets the criteria in Paragraphs 2.2.b.(1)(a) through (e) and has been determined safe for transport over public traffic routes (PTRs). Such munitions and explosives must be packaged in a manner that allows their safe transport and complies with Department of Transportation (DOT) and other applicable federal and State laws and DoD policies. Only UXO determined to be safe for transport by EOD personnel may be transported over a PTR.
(g) Prepare electric and non-electric firing systems.
(h) Set up decontamination stations and decontaminate CA-contaminated personnel, military munitions, and other material of interest (e.g., munitions debris, glass vials) in accordance with approved plans. Performing these functions may require additional training.
(i) Assist UXOQP in documenting the explosives safety status of MPPEH.
(j) Construct engineering controls (protective works).
