Yes, Foot Locker does hire felons. Their application form states, "No applicant will be denied employment solely on the grounds of a conviction for a criminal offense. The nature of the offense, the surrounding circumstances, and the relevance of the offense to the position for which you are applying will be considered."

While Foot Locker does not participate in Ban the Box Initiative and will ask about felonies, they are open to applications from felons, and as per their application form statement, they will look at each case individually.
