William F. Northey, Jr., PhD is the CEO of Q3 Analytics and Consulting LLC and Managing Partner of N-P Consulting and Therapeutic Services in Wilmington, Delaware. The latter provides training, consultation, and behavioral health services for individuals, families, and organizations. Q3 is a newly formed company that provides cutting edge evaluation and research services to a broad number of business sectors, including legal and criminal justice, behavioral health, and medical and pharmaceutical industries. Dr. Northey has also been the program evaluator on a number of federally funded grants, including Fresh Start (an assisted employment project for people returning from incarceration with a history of substance abuse) and Connect to Success, a project funded by the Substance Abuse and Mental Health Services Administration to provide behavioral health services to people who have a history of substance abuse and homelessness, which places them at risk for becoming homeless again.
