Bureau of Ocean Energy Management Leadership

William Y. Brown (born August 13, 1948) is a zoologist and attorney, currently the chief environmental officer of the Bureau of Ocean Energy Management in the Department of the Interior. He is a former nonresident senior fellow at the Brookings Institution, a former science advisor to U.S. Secretary of the Interior Bruce Babbitt, a former president of the Bishop Museum in Hawaii, a former president of the Academy of Natural Sciences in Philadelphia, Pennsylvania, and a former president of the Woods Hole Research Center in Falmouth, Massachusetts. Experience in management and production of various documents, including oil and gas leasing program documents, environmental impact statements (EISs), environmental assessments (EAs), and categorical exclusions (CXs) including analysis of hazardous materials and waste, surface water, land use, public outreach, and compliance with the Outer Continental Shelf Lands Act (OCSLA), National Environmental Policy Act (NEPA), Endangered Species Act, Clean Water Act, Clean Air Act, and Wild and Scenic Rivers Act.

Experience in regulatory compliance for domestic and industrial wastewater treatment plants, near-shore water resources management in the Gulf of Mexico, including water quality and construction compliance inspections (sedimentation and erosion concerns) and responding to public concerns regarding near-shore water quality. Implemented an Environmental Management System (EMS) for a Federal agency, including internal and external audits and compliance with targets and objectives. Provided updates to management on environmental guidance from the Council on Environmental Quality (CEQ), case law, and local and state laws. Supported an EPA regulatory effort to revise a petroleum refining rulemaking. Strong background in geography, including geographic information systems (ArcGIS), remote sensing (ERDAS Imagine), and aerial photography interpretation.

Brian Jordan is a Chief, Branch of Environmental Consultation/Federal Preservation Officer at Bureau of Ocean Energy Management and is based in Washington, D.C.. He has worked as Research Assistant at University of Minnesota, Maritime Archaeologist Coordinator at NOAA's Marine Protected Areas Center, and External Researcher at Institute of Nautical Archaeology. Brian studied at University of Minnesota between 2000 and 2003, Texas A&M University between 1987 and 1992, and University of Minnesota between 1998 and 2000.

Christopher Oos is a Chief of the Information Management Section , Bureau of Ocean Energy Management at Bureau of Ocean Energy Management and is based in Covington, Louisiana. He has worked as Geographer/GIS Specialist at Bureau of Ocean Energy Management; Waterways Management at USCG; and Program Analyst, IT Coordinator at Bureau of Ocean Energy Management. Christopher attended Auburn University at Montgomery between 2004 and 2007.

Dr. Williams manages the Environmental Studies Program for the Alaska OCS Region of USDOI Bureau of Ocean Energy Management, and works in close coordination with other resource management agencies and stakeholder groups in the Arctic to plan, design and direct a wide range of physical, biological, and social research to monitor and mitigate impacts from offshore oil development. He is a cultural anthropologist with research expertise in resource management challenges involving indigenous communities throughout the Pacific Rim. Prior to government service, he earned multiple degrees from Columbia University and worked as a professor and consultant to international development organizations. He has published numerous books and articles on topics related to the social dimensions of environmental resource management, with particular expertise on integrating local and traditional knowledge with science. He sits on Technical Review committees for multiple federal/state agencies in Alaska, as well as national and international committees concerned with Arctic science.

Emily Lindow is a Chief of Staff, Office of the Director at Bureau of Ocean Energy Management and Deputy Director (Acting) at Bureau of Ocean Energy Management and is based in Washington, D.C.. She has worked as Deputy Regional Director (Acting, Detail Assignment), National Capital Region at National Park Service; Senior Policy Advisor at U.S. Department of Commerce; and Legislative Fellow at U.S. Senate Committee on Commerce, Science, and Transportation. Emily works or has worked as Chief of Staff at U.S. Senate Committee on Commerce, Science, and Transportation. She studied at Duke University between 1998 and 2001, The Johns Hopkins University Paul H. Nitze School of Advanced International Studies (SAIS) between 2006 and 2008, and University of Michigan between 1993 and 1997.
