Your Impact as Healthcare Superintendent

Required Qualifications:

The Construction manager is responsible for ensuring projects are completed on time and within budget, while managing budgets, schedules, resources, and communicating effectively with building owners, clients, contractors, project managers, and other stakeholders. This position is an expert technical advisor and works closely with Program Managers, Engineers and other team members to advance affordable building efficiency upgrades, solar, and decarbonization projects in Western Washington.
The Construction Project Manager reports to the Senior Program Manager, Washington. This position is located in the Puget Sound region of Washington and is remote with on-site work performed as needed.
Responsibilities
Manage projects and work closely with external contractors, program management, engineering, and other team members in the delivery of electrification projects.
Develop construction project plans, budgets, and timelines, and coordinate with architects, engineers, and other stakeholders.
Act as the primary construction point of contact, documenting activity in project management software to ensure visibility and data accuracy and keeping project teams informed about project progress and addressing their concerns.
Interpret and explain contracts, manage contract changes, and ensure compliance with all relevant regulations.
Estimate and manage project costs, ensure adherence to the budget, and control expenses.
Maintain project schedules, track progress, and identify potential delays or safety issues.
Maintain a safe construction site by communicating safety expectations and protocols to building owners and subcontractors.
Address issues that arise during the project lifecycle and find solutions to ensure success.
Maintain clear and consistent communication with clients, stakeholders, contractors, and team members.
Conduct scoping walkthroughs, project oversight, inspections, and closeout.
Ensure that the project meets quality standards and specifications and address issues that arise.
Manage contractor relationships, including vetting and oversight.
Guide contractors through efficiency and building electrification projects and measures, including heat pump, solar, and storage technologies.
Approve invoices post-inspection.
Work to increase diverse contractor participation through coordination with internal and external teams, including Elevate's Workforce Development team and equipment manufacturers.
Collaborate with Elevate's internal Construction Team to incorporate construction industry best practices to Elevate's processes and standards and maintain expertise in current energy management and new technologies.
Assist in program design, support strategic and business planning activities.
Support high performance building and other programs across the organization as needed.
Perform other duties as assigned.
Qualifications and Skills
Bachelor's degree in construction management, engineering, environmental studies, environmental science, solar and sustainability, or building science preferred; or at least five (5+) years successfully managing construction projects
Adaptability and flexibility; Travel on site up to 40%
Ability to understand technical requirements and convey technical information to contractors, such as eligibility of specific equipment and documentation required to complete installations
Well-versed in all construction methodologies and procedures
Able to coordinate a team of professionals of different disciplines to achieve the best results in support of energy efficiency, electrification projects, and the Elevate mission
In-depth understanding of energy efficiency, environmental health, and electrification programs

In accordance with the Washington Equal Pay and Opportunity Act, section RCW 49.58.110, the base salary range for this position is:
$99,000.00 - $150,700.00
Compensation in other cities and states may vary. The ideal candidate will have a minimum 10 years industry experience, and GOVERNMENT PROJECT EXPERIENCE IS REQUIRED. This job will mobilize around April 1, 2026 and will be running two shifts.
Our construction jobs are usually located on government military bases; therefore, in order to perform your duties, you must be granted access to the jobsite location on the government bases. The government will authorize base access by running a background screening and ensuring possession of a valid, current driver's license. Due to this, anyone in this position must have a clean background check and a valid, current driver's license.
The responsibilities of the Superintendent are to coordinate day to day activities of all phases of projects; ensuring the project is on time, in budget and with 100% owner satisfaction. This candidate will lead the onsite team and will be responsible for coordinating with Headquarters regarding all onsite personnel.
RESPONSIBILITIES & TASKS:
Maintain safety and infection control on all jobs, including the completion of proper documentation. Hold safety meetings and toolbox talks.
Management of the project schedule by the look ahead scheduling; weekly jobsite meetings and sub vendor coordination accordingly.
Interpret drawings and proactively identify potential constructability issues and work with project team to resolve.
Coordinate and conduct weekly foreman meetings.
Risk management and problem solving with the project team.
Act as the main liaison between the Project Manager, Sub-vendors and the Owner's Representative.
Direct and supervise the work of all personnel on the project, such as field staff and subcontractors. Ensure subcontractors are completing work per contract documents and quality standards.
Complete field reports, time sheets, punch lists, purchase orders, inspections and permitting. Maintain policies of documentation inside IDBO software.
Mentor Assistant Superintendents, field staff and Project Engineers on the project.
Staff projects with labor as needed. Make the hiring decision of the labor staff.
SKILLS, ABILITIES, EXPERIENCE REQUIRED & PREFERRED:
Experience as a Superintendent for a General Contractor; minimum 10 years.
Experience as a Superintendent on Design Build projects; minimum 5 years.
BS construction or related degree is preferred but not required.
CPR, Standard First Aid & OSHA 30 certificate required.
ASHE Certification is strongly preferred.
Contractor Quality Control Management Certificate (USACE CQM) is strongly preferred.
Federal healthcare Superintendent experience is strongly preferred.
Strong working knowledge of infection control standards.
Superior understanding of OSHA safety guidelines and the implementation/management of these guidelines. Follows the guidelines.
Demonstrates strong knowledge of the buildings required codes and abides by the requirements.
Demonstrates strong problem solving solutions with sound judgment and utilizing best construction practices.
Maintains current on required documentation.
Maintains few punch list items and quickly corrects items with no repeat deficiencies.
Successfully coordinates with and manages subcontractors.
Average computer skills, including Microsoft Suite.
Construction software experience.
Familiar with electrical, mechanical, HVAC, system controls, fire alarm controls, sprinkler systems and general carpentry.
Excellent written and verbal communication skills, internally and externally.
PHYSICAL & ENVIRONMENTAL REQUIREMENTS:
Ability to navigate through a construction site for extended periods.
Ability to work on a computer and perform administrative tasks.
Ability to perform moderate physical work such as climbing, lifting, using construction tools, moving boxes and stooping over up to 40 pounds. Will climb ladders and use construction tools.
