The purpose of this classification is to conduct investigations regarding zoning code violations and to enforce local zoning codes and ordinances. Responds to complaints of County zoning code violations and investigates possible infractions: conducts site visits to determine validity of complaints or to enforce codes; collects, evaluates, records, and preserves evidence; interviews witnesses and gathers information; and takes and files photographs to document violations.
Determines compliance or non-compliance with codes: meets with property owners to discuss violations; issues code compliance notices and officialcorrection notices; issues citations/summonses to violators; serves citations via certified mail or in person; and performs follow-up site inspections as needed.
Interprets and enforces the provisions of applicable zoning codes, specifications, and standards: provides information and technical assistance concerning code requirements; discusses problem areas with property owners, residents, and contractors; makes suggestions and recommends solutions to problems; responds to questions concerning code violations; and conducts research as needed.
Maintains records of enforcement activities: enters data regarding work activities and violations into computer system; maintains comprehensive case files; and conducts records maintenance activities in compliance with guidelines governing record retention.
Performs various tasks involving court related proceedings: prepares related documents and reports to assist in building and documenting case information; interviews witnesses; prepares evidence for court cases; and testifies in court as needed.
Maintains a comprehensive and current knowledge of applicable laws, regulations, and standards: maintains an awareness of code enforcement methods, practices, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.
Performs other related duties as assigned.
Minimum Qualifications
Associate Degree in Criminal Justice, Zoning, Urban Planning, or related field required; supplemented by two years of experience in law enforcement, investigations, plan review or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Must possess and maintain a valid Driver's License. Certification as a Zoning Inspector is Preferred.
Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperature and noise extremes, unsafe structures, heights, confined spaces, or rude/irate customers.

* Possess a current valid driver's license. Must be REAL ID compliant.

* Submit to a drug test prior to your appointment and random drug testing while you occupy the position. Disclose any prior drug use, attempted use, and/or experimentation.
* Obtain a Top-Secret Clearance and retain it during your career.
* This position requires an automatic credit check after initial qualifications are met.
* Carry and use a firearm. Maintaining firearm proficiency is mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside.

Qualifications

* Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study; OR
* Rank in the upper one-third of your class in the college, university, or major subdivision; OR
* Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses.
* NOTE: GPAs are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.
* At least one full year of graduate level education (i.e., 18 semester hours); OR
* At least 1 year of specialized experience in, or related to, the investigative methods, protective methods, and law enforcement techniques that provide the specific competencies to successfully perform the position's duties. Experience also includes exercising initiative; attention to detail; judgment in collecting, assembling and developing facts, evidence or other pertinent data; the ability to analyze and evaluate data or evidence to arrive at sound conclusions including applying new information; and the ability to partner with or lead others in the accomplishment of mission activities.
You are minimally qualified for the GL-09 Level (starting base salary $53,945) if you possess one of the following:
* A master's or equivalent graduate degree (such as LL.B. or J.D.) or two full years of progressively higher graduate education, in a related field, leading to such a degree from an accredited college or university; OR
* Have at least 1 year of specialized experience equivalent to the GL-7 level such as experience applying law enforcement, protective, or investigative techniques in the performance of job duties; identifying problem areas and proposing and implementing solutions; taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; and leading meeting or seminars on behalf of a professional or academic group; setting work priorities and allocating resources; partnering with other individuals from within and outside the organization; OR

You are minimally qualified for the GS-11 Level (Starting base salary $63,163) if you possess one of the following:
* Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M.; OR
* Have at least 1 year of specialized experience equivalent to the GL-9 level such as experience in, or related to planning and conducting complex criminal investigations to determine violations of Federal laws and regulations; collecting and assembling facts to identify logical conclusion; gathering, analyzing, and evaluating evidence or data; conducting interviews and interrogations; making arrests; conducting searches and seizures; taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; partnering with or leveraging networks or relationships from outside the organization, experience managing complex projects including setting priorities and determining resource requirements; OR

As part of the application process the applicant will be required to complete the United States Secret Service Applicant Physical Abilities Test (APAT). It is a physical fitness assessment which consists of four components (push-ups, sit-ups, Illinois Agility Run and a 1.5 Mile Run). The APAT is designed to measure the current level of general physical fitness of an applicant, which serves as an indicator of an applicant's ability to safely complete a vigorous physical training program. It evaluates the applicant's ability to perform the physical tasks required on the job by measuring muscular and dynamic strength, endurance, flexibility, aerobic capacity and other factors related to physical aptitude. General Medical Requirements: As determined by OPM the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily.
Additional information
* Recruitment Incentive: Applicants may be eligible for a $40,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service Criminal Investigator training. A second installment of $10,000 will be paid following one year of service post training and an acceptable performance rating. The final installment of $15,000 will be paid after a third year of service post training and an acceptable performance rating. Provision of these payments require the execution of a three-year Continued Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).
Applicants selected for this position will be required to sign a CSA before being assigned to an initial training class. The CSA will commit the applicant to a specified period of employment with the Secret Service upon the successful completion of training.
Applicants will be required to travel to all phases of the hiring process at their own expense. If a final job offer is extended, relocation expenses will not be authorized for first duty location.
The Secret Service prohibits employees from having visible body markings (including but not limited to tattoos, body art and branding) on the head, face, neck, hand and fingers (any area below the wrist bone) (exception a single conservative and unobtrusive tattoo in the form of a ring is authorized on one finger).

Purpose of Classification:
The purpose of this classification is to provide and maintain security, safety, care, and control of inmates, detention facility, and facility equipment and to supervise inmates in the County Jail, Jail Annexes, Grady Detention and the Fulton County Courthouse. Incumbents in this class are new to the department and have completed the required training.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Enforces all the rules and regulations of the jail; maintains safety and security of the general public, facility staff, and inmates; takes custody of new arrivals; escorts inmates to various parts of the jail facility.
Receives/processes incoming inmates: explains jail rules, regulations and procedures; searches prisoners, conducts property inventory, and secures personal property; prepares in-processing documentation; makes photographs and fingerprint records of incoming prisoners; obtains GCIC background reports; conducts book-in interviews; documents personal histories; answers questions from prisoners; determines appropriate classification of each inmate according to charges, medical condition, and/or security risk; segregates prisoners into proper cells; assigns jail housing; and issues clothing, bedding and personal hygiene items.
Monitors inmate activities inside the facility on a continual basis, such as during meals, cleaning activities, exercise, work/cleanup detail, recreation, visitation, religious services, personal hygiene, and related activities; takes and records periodic headcounts of inmates; conducts medical/sick call to distribute medications; controls movements of inmates; monitors work details; manages inmate workers/trustees; transports prisoners to medical facilities, other law enforcement facilities, or other locations as assigned; and reports unusual observations to superiors.

JOB SUMMARY
Under general direction of a Detention Supervisor, performs a variety of duties related to providing and maintaining security, safety, care, and control of inmates, detention facility, and facility equipment and to supervise inmates in the Alpharetta City Jail.

* Receives/processes incoming inmates: explains jail rules, regulations and procedures; searches prisoners, conducts property inventory, and secures personal property; prepares in-processing documentation; makes photographs and fingerprint records of incoming prisoners; obtains GCIC background reports; conducts book-in interviews; documents personal histories; answers questions from prisoners; determines appropriate classification of each inmate according to charges, medical condition, and/or security risk; segregates prisoners into proper cells; assigns jail housing; and issues clothing, bedding and personal hygiene items.
* Monitors inmate activities inside the facility on a continual basis, such as during meals, cleaning activities, exercise, work/cleanup detail, recreation, visitation, religious services, personal hygiene, and related activities; takes and records periodic headcounts of inmates; conducts medical/sick call to distribute medications; controls movements of inmates; monitors work details; manages inmate workers/trustees; transports prisoners to medical facilities, other law enforcement facilities, or other locations as assigned; and reports unusual observations to superiors.
* Coordinates, monitors, or performs various functions associated with ensuring the health, safety and welfare of inmates, which may include serving of meals, provision of clothing/bedding, provision of medical aid/supplies, coordination of visitation and telephone communications, or distribution of mail.
* Maintains security of facility; performs periodic security checks of facility; monitors video surveillance and radio equipment; checks door locks; controls door operations; conducts emergency fire drills; conducts jail shakedowns; searches inmates, cells, building and ground areas to locate/remove contraband and to maintain security; assists in controlling/restraining violent/unruly prisoners; responds to prisoner, employee, or facility emergencies; operates fire suppression equipment; and provides first-aid and/or CPR if needed.
* Conducts release of prisoners per established procedures; prepares out-processing documentation; runs GCIC reports on inmates; releases prisoners upon bonding out, for termination of cases, or for placement on probation; and oversees the cleaning of inmates' quarters or cleans cells upon prisoner release.
* Responds to questions, complaints, and requests for information by telephone or in person from inmates, the general public, court personnel, medical staff, attorneys, clergy, officers, employees, and supervisors.
* Ensures inmates with special needs receive required attention including those with contagious disease, those with suicidal tendencies or special medical problems.
* Mediates disputes between inmates and/or staff members; counsels and/or disciplines inmates as required.
* Conducts GCIC checks on arrestees; enters/retrieves computer data that may include booking cards, prisoner history file, inmate property inventory list, inmate medical information, investigation data, personal and criminal records check, fugitive information, background and history information.
* Attends shift meetings, seminars, and training sessions as required to maintain knowledge of departmental and city operations, to promote improved job performance, and to maintain knowledge of changing policies, procedures, codes, and laws.

* Communicates with supervisor, other employees, inmates, clergy, attorneys, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
