The Detention Officer I performs specialized law enforcement work in the care and security of inmates to ensure their constitutional rights and welfare are safeguarded in the County Jail. Work involves admitting and booking inmates, supervising trustees, ensuring security of inmates and Jail, performing commissary duties, receiving and maintaining an inventory of inmate property and supplies, performing control operations, performing inmate classification duties, and preparing and transporting inmates. Additional responsibilities may include monitoring cameras, monitoring emergency systems, performing various life and fire safety activities, performing telephone and radio communications and performing duties as a member of the Extraction Team. Specific duties and responsibilities may vary according to areas of assignment. Employee must exercise alertness and independent judgment in dealing with unusual situations. Employee is subject to the usual hazards of jail work.
Examples of Duties
Admits prisoners to the County Jail; ensures that inmates are properly booked and searched, and that inmates are allowed calls to attorneys and relatives; calls bondsman if necessary; and advises prisoners of all jail rules and regulations.
Reviews logs and reports from previous shift; maintains knowledge of inmate population and cell assignments; completes activity logs and reports.
Patrols entire jail area to prevent escapes and maintain order; monitors cameras showing interior and exterior perimeter(s); video-tapes incoming inmates; and monitors emergency systems.
Supervises inmate trustees performing various duties such as serving meals to inmates, loading and unloading materials at the dock, cleaning jail cells, performing laundry detail, and performing kitchen detail.
Issues linen, clothing, toilet supplies; supervises shower and inventory of supplies; oversees cafeteria area.
Distributes mail to prisoners; provides inmates with paper, pencils and envelopes; collects outgoing mail from inmates.
Inspects the cleaning of jail to meet requirements of state and local officials.
Prepares and transports inmates to and from court, visitations or medical appointments, etc.; escorts work release inmates to and from cell blocks; searches inmates upon return to Jail.
Performs various life safety functions which require training in CPR and fire safety and suppression.
Answers telephone and assists the public with questions concerning inmate status.
Assists visitors, inspects items brought to jail for inmates.
Receives, secures, logs, and receipts inmates' property, properly storing and returning appropriate items upon release.
Selects, reviews, and monitors housing assignments of inmates according to proper classification mandated by Texas Criminal Justice Standards using custody assessment system; reviews and updates inmate custody status in reference to bond amount changes, charges added and dismissed; and completes daily population counts.
Sorts incoming inmate mail; opens and searches mail for money or contraband; logs and receipts money and property not given to inmates; and delivers mail to designated areas within the jail.
Mails packages for inmates.
Regular and punctual attendance is required.
Performs other related work as required.
Minimum Qualifications
Must be willing to work a minimum of 24 hours per week.
All required training will take place between the hours of 7:00am and 7:00pm.
Must be 18 years of age.
High School diploma or GED required.
Must be a U.S. citizen.
Must attain certification by the Texas Commission on Law Enforcement as a Jailer within one (1) year of employment.
Possession of a valid Driver's License. Must be able to obtain a State of Texas driver's license within 90 days.

The Position:
Under general supervision, protects and serves the property and citizens of the City. This is accomplished by maintaining the operation of the City detention facility. * Maintains prisoner care in detention facility by making hourly jail checks, physically checking each cell and prisoner for contraband, monitoring inmate status and documenting findings.
* Distributes property and supplies to inmates by handing out inmate clothing, mattresses and blankets, dispensing medication and serving three meals per day to inmates.
* Provides custodial services by maintaining sanitary condition of detention facility and cleaning discarded blankets and clothing. Discards bio-hazardous waste.
* Responds to violent inmates by applying knowledge of the Allen Police Department's Force Continuum, preventing incident escalation by applying non-physical, or physical, force to prisoner resistance as appropriate.
* Operates detention facility equipment by using office equipment, providing fingerprinting and photographic services for new inmates and serving in other areas regarding the detention facility as required. Must interact with and maintain a good working relationship with other agencies.

Summary of Duties: Under the general supervision of a Detention Supervisor, the Detention Officer assumes responsibility for various tasks within the City of Plano jail facility. These include performing intake, care, release, and supervision of inmates, as well as ensuring the security of the facility. Additionally, the Detention Officer serves as a point of contact for providing information and assistance to the public, other divisions within the Police Department, other law enforcement agencies, and the Courts regarding inmates housed in the Plano City Jail.

Responsibilities

e. Sight and Visual Activity
: A Detention Officer must:
Be able to discern the various colors and not have any color blindness that could prove a risk to himself or others.
Possess adequate depth perception in order to judge distances and estimate speed.
Possess adequate night vision that will permit the safe operation of motor vehicles and allow identification of dangerous obstacles, or persons in conditions of darkness.
Possess adequate peripheral vision to allow the safe operation of vehicles in a variety of environments.
f. Hearing
: A Detention Officer must:
Possess the ability to hear adequately over the mobile and handheld radios as well as the telephone.
Be able to determine the point of origin of noises or sounds as during building or area searches for example.
Be able to identify different types of sound.
g. Smell:
A Detention Officer must possess the ability to smell smoke, electrical hazards, and different types of fumes, toxic or otherwise.
WORK ENVIRONMENT
In carrying out the duties of a Detention Officer, the following conditions or exposures can be expected to be encountered.
Routine work indoors 65% of the job.
Routine work in vehicles/outdoors 35% of the job.
Working alone.
Working all shifts and days of the week.
Close physical contact with people.
Exposure to blood and other bodily fluids.
Work in all weather conditions.
Work on uneven, wet, or slippery surfaces.

ESSENTIAL JOB FUNCTIONS

Daily inspection of the jail facility notifying the on-duty supervisor of any deficiencies or security concerns within the facility or individual cell.
The feeding of prisoners and stocking of food supply, according to jail General Orders
The inspection of prisoners held within the Little Elm jail in accordance with the Department's General Orders.
The booking, release, and processing of prisoners within the Little Elm jail, including visitations, bonding procedure, and arraignments.
The replenishment of supplies and linen for use within The Little Elm jail
The Detention Officer is responsible to follow prescribed procedures for the treatment, movement, care, and security of all persons held within the Little Elm jail facility.
At all times, safety and proper procedure will be followed to ensure the integrity and security of the jail facility and minimize the threat, potential threat, or opportunity for threat toward any person or employee of the department.
At all times, the policy involving jail operations will be closely followed by the Detention Officer while working within the jail facility.
Complete walk-in fingerprints people.
Completion of vacation house checks daily inspections.
Assist with vehicle impounds, awaiting arrival of wrecker services.
Traffic control and direction: around fire ground operations, disabled vehicles, accident scenes, stranded motorists, and special functions when necessary.
Complete and file class “C” reports for minor incidents and offenses which are classified as "walk-in" reports to the police facility.
Assigned ordinance enforcement duties and/or follow-ups.
Any other assignments given by the Operations Division Commander.
