Brandon Torres Declet is widely recognized as the leading Latino entrepreneur in the drone industry. As a lawyer, public policy expert, and CEO, Brandon has a unique understanding of drone innovation, and a firsthand appreciation for how policy challenges may impact drone operations. In 2014, Brandon co-founded Measure, a leading aerial intelligence company, and as CEO grew the company to the top 5% of drone firms by revenue. Brandon sold the Measure drone services business to the Aerodyne Group in 2019. Today, Measure offers a drone-agnostic, turnkey aerial intelligence software solution that includes mission planning, data collection, data processing, data analysis, and intelligence reporting that can transform the way businesses make decisions using drones. Under his leadership, Measure completed tens of thousands of missions with zero reportable incidents and collected data on high-value assets. Prior to founding Measure, Brandon worked in the private sector establishing and managing the Defense and Homeland Security government relations practice at McAllister & Quinn. In public service, he has served in senior level positions for the NYPD, the Senate Intelligence and Judiciary Committees, and the House Homeland Security Committee. He served as Counsel on Capitol Hill to Senator Dianne Feinstein and Congresswoman Jane Harman, stood up and led the intelligence program at the NYPD Counter Terrorism Bureau under Commissioner Ray Kelly, and coordinated drone policy for the Departments of Defense and Homeland Security. Brandon has also served on the UAS Registration Task Force Aviation Rulemaking Committee, and he authored a precedent-setting Section 333 exemption. In 2018, under Brandon’s leadership Measure took home a Technology and Engineering Emmy Award for its technical work in drone cinematography. That same year, Brandon was appointed as a Senior Advisor to Oxford University’s Centre for Technology and Global Affairs. In 2018 and 2019, he was named a Tech Titan by Washingtonian Magazine. Measure was recently recognized by Frost & Sullivan with the 2019 Frost Radar Best Practices Award for Growth Excellence. Brandon holds a J.D. from the Fordham University School of Law and an L.L.M. from the Georgetown University Law Center. He received his B.A. from Union College.
