The Manufacturing Engineering Manager is responsible for the direct supervision of a team in a multi-shift manufacturing environment. This role also supports a daily collaboration with cross-functional teams such as Manufacturing, Quality Assurance, Global Supply Chain, Design Engineering, Production Planning, Operations Program Management, and various strategic teams across the Mission Systems enterprise.

Core Responsibilities
Manage staffing needs to support existing and forecasted program schedules for our EO/IR Laser (Electro-Optical/Infrared Sensors). This will include both the Manufacturing and Industrial Engineering team members.
Lead and optimize manufacturing operations by developing and implementing strategies that enhance productivity, reduce cost, and ensure high-quality product delivery.
Accountable for maintenance of site-specific manufacturing standard operating procedures, work instructions, forms, and instructions/procedures within site MES.
Support training of manufacturing teams in compliance with released production processes.
Prepare a regular review of manufacturing capacity planning and optimization across all production lines.
Ensure discipline and continuous improvement of all process standards.
Accountable for process technical ownership, optimization, and disposition, including top-level and subassemblies.
Accountable for process control, quality, safety, delivery, and sector/division/site metrics.
Tracking department budgets that include non-labor and overhead, and key milestones associated with Manufacturing initiatives.
Help develop manufacturing proposals & basis-of-estimates (BOEs) for potential contracts.
Prepare capital expenses and NCTA analysis, justification, return-on-investments (ROI's), and integration into workflow/processes.
Planning and execution of Digital Thread and implementation of system and software initiatives.
Intense focus and ownership of employee development, conflict resolution, performance management, and technical training for staff.
Ability to support possible on-call emergency efforts based on business needs.

Minimum of 2 years of relevant, direct experience with people or project leadership in manufacturing/production, operations, or engineering.
Experience working in a Manufacturing Execution System (MES)
Experience with data analysis and utilizing SPC techniques.
US Citizenship is required.
Ability to obtain and maintain a DoD Secret security clearance is required.

Duties Include
* Work closely with clients, engineers, technical staff, and managers across multiple disciplines to deliver high-quality projects on time and within budget.
* Partner with Project Managers, Senior Engineers, and multidisciplinary teams to assess risks, develop solutions, and resolve complex project challenges.
* Lead the preparation of technical specifications, review design drawings, and oversee construction administration as the Engineer of Record.
* Perform roadway design tasks including alignments (horizontal and vertical), typical sections, drainage/hydraulic analysis, erosion control planning, quantity calculations, cost estimating, and overall plan production.
* Develop project action plans, assign resources, and track progress to ensure timely and efficient project delivery.
* Prepare and present project updates, progress reports, and recommendations to senior management and stakeholders.
* Produce construction plans, details, specifications, and cost estimates supported by thorough engineering calculations.
* Research design alternatives and provide sound technical recommendations.
* Coordinate with contractors, clients, construction staff, and subconsultants to ensure quality deliverables and regulatory compliance.
* Share innovative solutions and best practices across project teams to drive efficiency and continuous improvement.
* Support Project Managers and Senior Engineers by maintaining project documentation and assisting with design tasks as needed.

* Conduct engineering investigations, data analyses, and feasibility studies to support sound project decision-making.
* Assist with Marketing/Business Development pursuits (RFP/RFQ) by preparing technical approaches, conceptual layouts, and participating in presentations.

Requirements
* Proficiency in MS Office (Word, Excel, Project, Outlook) with familiarity in Deltek Vantagepoint, Smartsheet, or similar project management platforms.
* Proven ability to lead, motivate, and inspire a team.
* Ability to manage multiple tasks effectively while maintaining adherence to project schedules and budgets.
* Strong knowledge and understanding of FDOT Design Manual, Design Standards, the Florida Greenbook, MUTCD, and current design and construction practices.
Education and Experience:

Qualifications
Bachelor's degree in engineering or related field from an accredited curriculum.
Minimum 7 years related experience (15 preferred), including 5 or more years in the development of or management of rail engineering or architectural projects.
Licensed Professional Engineer (PE) strongly preferred.
Experience managing rail industrial development design-build projects preferred.
Ability to work with existing and new clients to identify new projects, articulate to the clients our ability to perform those projects, and translate that into the sale of consulting services.
Ability to lead multi-discipline teams of engineers.
Strong communication skills (both verbal and written) and presentation skills.
Ability to perform under pressure and tight deadlines while managing multiple projects concurrently, including identification of critical path items to ensure deliverable deadlines are met.
Ability to focus on the big picture to effectively and efficiently provide services that meet client needs, while also having the ability to identify and analyze details that are critical to project outcomes.
Willingness to learn new service offerings as client needs and the market requires changes to the service offerings provided by our group.
Willingness and ability to develop a broad set of service offering types to allow for flexibility to sell work in growing markets.
Willingness to cross-sell other services offered by our company outside the project manager's core set of services.
Ability to communicate with various business contacts to understand their needs and translate them into a scope of work that meets their desired outcomes.
Knowledge of rail engineering methodologies and standards.
Knowledge of engineering software including MicroStation, OpenRail, Geopak, Inroads, or equivalent design/production software.
Experience working with rail clients.
