Otak is hiring an EnvironmentalScientist III/IV to join our growing Water and Natural Resources team in Puget Sound. This role serves as a technical lead for wetland and stream delineations and wildlife assessments, manages environmental projects and tasks, and prepares environmental permit applications for public and private clients. Responsibilities include preparing and reviewing high-quality technical documents such as wetland delineation reports, critical area reports, jurisdictional determinations, mitigation plans, HPAs, and Section 404/401 permit applications. Experience with Biological Assessments and Endangered Species compliance is a plus.
You will serve as a primary liaison with federal, state, and local agencies on environmental permitting and compliance matters, and lead impact analyses to inform project design and regulatory compliance. You will collaborate with Otaks multidisciplinary teams to support mitigation planning, design, and installation. Project work includes fish passage restoration, transportation, third-party peer reviews, linear utilities, parks and trails, and policy analysis. Project locations span rural and suburban or urban areas, road corridors, and agricultural lands throughout the Pacific Northwest.
This position includes a mix of field work and hybrid remote and in-office work, and is based out of our Redmond or Everett, Washington office. Travel to Southwest Washington and Oregon is expected on a project-by-project basis.
What You'll Do:
* Manage environmental tasks and projects in freshwater and shoreline environments.
* Lead wetland and stream OHWM delineations using the USACE 1987 Manual and applicable Regional Supplements, complete wetland ratings and functional assessments, and prepare associated reports.
* Conduct OHWM delineations in both marine and freshwater systems.
* Prepare wetlands, streams, and Fish and Wildlife Habitat Conservation Areas (FWHCA) critical areas reports for compliance with local Washington codes.
* Develop regulatory compliance strategies for projects and permit applications (e.g., JARPA, SEPA, Shoreline), including use of streamlined permitting processes.
* Prepare Biological Assessments to support Section 7 ESA compliance.
* Support ecological restoration and mitigation planning and design.
* Prepare SEPA Checklists and NEPA Categorical Exclusion documentation.
* Provide technical expertise in aquatic and terrestrial wildlife ecology, including fieldwork for wildlife habitat assessments and report preparation. This may include stream habitat monitoring, fish passage assessments, water quality analysis, impact analyses, and restoration design.
* Lead post-construction performance monitoring for fish passage, wetlands, and vegetation, and prepare annual monitoring reports.
What You Bring:
* Bachelors degree in Biology, Wildlife or Fisheries, Ecology, or a related field; Masters degree preferred.
* Professional Wetland Scientist (PWS) certification preferred.
* 5-10 years of professional experience in wetlands, including working knowledge of salmonid ecology in freshwater and estuarine environments in the Pacific Northwest and Puget Sound region. Time spent in a Masters degree program may be included toward total experience.
* Demonstrated ability to prioritize, manage, and deliver multiple projects with concurrent deadlines.
* Professional experience supporting aquatic restoration projects, including design, implementation, and performance monitoring.
* Strong understanding of federal and Washington State regulatory compliance processes, including preparation of JARPAs for USACE and WDFW permitting.
* Experience completing wildlife habitat studies and impact assessments for public and private development projects, including fish passage, stream restoration, linear transportation, and publicly funded capital improvement projects.
* Background with NEPA compliance processes for publicly funded projects preferred.
* WSDOT- or ODOT-certified Biological Assessment Author preferred.
* Ability to participate in business development activities such as proposal preparation, interviews, and client relationship management.
* Ability to travel occasionally between Otak offices and to project sites.
* Ability to work outdoors in adverse weather conditions and navigate slopes and rough terrain along rivers, streams, shorelines, and transportation corridors.

Prepare Biological Assessments to support Section 7 ESA compliance.
Support ecological restoration and mitigation planning and design.
Prepare SEPA Checklists and NEPA Categorical Exclusion documentation.

In 2005, Seattle City Light became the first electric utility in the country to achieve zero net greenhouse gas emissions. We have maintained that carbon neutral status every year since. This position is supervised by the Climate Mitigation Strategic Advisor and will help lead the utility in its effort to eliminate GHG emissions and comply with evolving local, regional, and national GHG regulations. This position will work with internal and external stakeholders to collect information and collaborate on solutions. The role is also responsible for supporting the identification and implementation of improvements to reporting systems and procedures to increase the accuracy, efficiency, and timeliness of emissions inventories and reductions. In addition, this position will help monitor, evaluate, and advise on proposed policy changes related to GHG reporting and management.
* Manage climate mitigation program data, including information that supports the development of City Light's GHG inventories.
* Prepare and submit reports as required by various entities (e.g., The Climate Registry, Environmental Protection Agency, Washington Department of Ecology, etc.).
* Collaborate with and provide training and support to staff and other applicable stakeholders, as needed, to support the given reporting program needs. This would include site-visits.
* Manage research projects, contracts for various technical studies with academic institutions, government agencies, and consulting firms as needed. This work includes identifying contractors, developing the scopes of work, managing budgets, and ensuring timely completion of deliverables.
* Address internal and external questions about climate mitigation work, as needed.
* Identify and implement improvements to reporting systems and/or tools.
* Update applicable GHG Management and/or Monitoring Plans with updates and/or improvements to procedures, as needed.
* Stay current on science and policies relating to climate mitigation and provide review and input on policy-related matters.
* Represent City Light's work in various public forums. This work sometimes includes, but is not limited to, preparing and delivering presentations at scientific/industry conferences, workshops, and public meetings.
* Supervise and mentor college or high school interns, as needed.
* Other duties, as assigned.
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: Bachelor's degree in natural or physical sciences, environmental sciences, planning (with emphasis on environmental issues), public administration/policy (with emphasis on natural resources), or related field.
Experience: Minimum of three years of experience in environmental research, environmental law, impact analysis, environmental compliance, toxic substance management, or a related field. Other combinations of education, training and experience will be evaluated on an individual basis for comparability.
Certification/License: Current State of Washington driver's license or ability to obtain within 30 days of hire.
Desired Qualifications:
* Experience developing GHG inventories and executing management/monitoring plans and procedures.
* Experience gathering data, summarize, and analyze both quantitative and qualitative environmental data.
* Strong computer and analytical skills, including experience with Microsoft products and other software such as Python, SQL, R, ArcGIS and VBA.
* Ability to model exemplary customer service, remain courteous and professional at all times, and create and promote positive connections.
* Ability to work effectively with people of varying expertise and levels of experience in the utility industry.
* Strong organizational skills and attentiveness to detail.
* Strong oral and written communication skills.
* Strong problem-solving skills, willingness to learn, and commitment to continuous improvement.
* Demonstrated experience working successfully both independently and in teams.
