According to the National Adult Day Services Association, more than 4,000 elderly day care centers existed in the United States at the beginning of the twenty-first century—almost three times the number of centers in 1991.
From March 1994, a peak caseload year, the number of participants in the program fell to two-thirds by 1998. As a result of the Personal Responsibility and Work Opportunity Act of 1996, the caseload for the Food Stamp Program was reduced dramatically.
