The Administration for Children and Families (ACF) was created on April 15, 1991, under the authority of section 6 of the Reorganization Plan No.

According to the National Adult Day Services Association, more than 4,000 elderly day care centers existed in the United States at the beginning of the twenty-first century—almost three times the number of centers in 1991.
From March 1994, a peak caseload year, the number of participants in the program fell to two-thirds by 1998. As a result of the Personal Responsibility and Work Opportunity Act of 1996, the caseload for the Food Stamp Program was reduced dramatically.
In 1996 a family with one child with earnings of up to $25,000 per year would be eligible for a tax refund under the EITC program.
With the passage of the Personal Responsibility and Work Opportunity Act of 1996, most public assistance programs were operated at state, county, and local government levels.
Assuring that these allied agencies are ready and able to help families can free schools to attend to their primary purpose, as Lisbeth B. Schorr suggested in a 1997 description of Missouri's Caring Communities program:

In 2000 the DD Act was again reauthorized, this time it wasn’t just the role of families but the concept of family support overall that was elevated within the Act as Title II: Family Support.
