1937

United States likelihood of providing aid to China increased after July 7, 1937, when Chinese and Japanese forces clashed on the Marco Polo Bridge near Beijing, throwing the two nations into a full-scale war.

Japan, China, the United States and the Road to Pearl Harbor, 1937–41

At the outset, United States officials viewed developments in China with ambivalence. As a result, few United States officials recommended taking a strong stance prior to 1937, and so the United States did little to help China for fear of provoking Japan.

1940

First, Japan signed the Tripartite Pact with Germany and Italy on September 27, 1940 and thereby linked the conflicts in Europe and Asia.

Beginning in late-1940, the United States grew less patient with Japanese atrocities and began to restrict trade with the Empire.

1941

As the bombs rained on Pearl Harbor on the infamous morning of Sunday, December 7, 1941, almost 3,000 Americans were killed.

Then in mid-1941, Japan signed a Neutrality Pact with the Soviet Union, making it clear that Japan’s military would be moving into Southeast Asia, where the United States had greater interests.

Negotiations between Japan and the United States began in early 1941, but there was little movement.
